| Abstract: | The first principle of scientific development is the development itself. The core of this notion is mancentered. The basic conditions are a comprehensive sustainable multi -purpose and an integrated approach. The achievement of ＂Three Basic Trainings＂ indicates that the principle of the scientific development has to be followed to advance the construction of the military development. |
