| 摘 要： | 党委集体领导与首长个人负责相结合是我军建设长期实践的结晶 ;“集体决策—首长执行—集体再决策—首长再执行”的过程 ,符合辩证唯物主义认识规律 ;正确理解党委集体领导与首长个人负责的对立统一 ,关键在于弄清两者的不同特点以及遵循的不同原则 ;实现党委集体领导与首长个人负责两者的统一 ,必须要有良好的思想保证和组织保证。
