| 摘 要： | 为真正从源头上研究解决我国当前消防监督队伍中存在的突出问题，促进消防工作又好又快地和谐发展，从剖析当前消防监督队伍人员数量与质量两方面的现状入手，提出了改革消防体制，改进内部行政管理机制，创新消防监督模式，实施“防消合一”消防工作机制等方面的思路，并详细阐述了改革和创新体制、机制的具体做法及意义。
