| 摘 要： | 高效指挥能力的释放是指挥机构构建的目标，研究评估指挥机构指挥能力，对指挥机构的建设性具有现实指导意义。首先分析指挥能力的影响因素，根据影响因子构建了指挥能力评估指标体系；然后根据指标体系建立了指挥机构指挥能力的评估模型，并引入边际效益对模型进行了分析，最后通过实例计算，验证了模型并提出了提升指挥机构指挥能力的具体途径，验证了评估模型适用性，提出了提升指挥机构指挥指挥能力需要把握的关键要点。

| Abstract: | The release of high efficient command ability is the goal of the command organization. The research evaluation command ability, the construction of command mechanism has practical significance. Firstly, the paper analyzes the influence factors, constructs the command capability evaluation index system according to the influence factors. Then, the paper analyzes the model. Finally, it verifies the applicability of the evaluation model, and puts forward the key points. |
