全年—次性奖金个人所得税计征有新规

1月1日起,纳税人取得全年一次性奖金,将单独作为一个月工资、薪金所得计算纳税,但在计征时,应先将雇员当月内取得的全年一次性奖金,除以12个月,按其商数确定适用税率和速算扣除数。如果在发放一次性奖金的当月,雇员工资薪金所得低于税法规定的费用扣除额,还应将全年一次性奖金减除“雇员当月工资薪金所得与费用扣除额的差额”后的余额,按上述办法确定全年一次性奖金的适用税率和速算扣除数。     

我国军品外贸要有一个大的发展

军品贸易是国际贸易中一个举足轻重的市场,每年达数百亿美元之巨。长期以来,我们受“左”的思想的禁锢,放弃对这个国际市场的开发,实在是一种政治上的幼稚病。党的十一届三中全会以来,我们冲破了不做“军火商”的禁区,军品外贸逐年上升,1988年已达十余亿美元。但其数量和在世界的比重是很低的,在世界军品出口总额中只占3％,不仅远远低于美国(32·8％)、苏联(34·6％)、法国(10％)等发达国家,而且低于巴西(6·3％)、以色列(4·5％)等发展中国家。国际军品市场和我国军品出口都有很大的潜力,只要我们的方向对头,政策正确,我国的军品外贸就会有一个较大的发展。

所谓逆商,全称逆境商数,或日挫折商、逆境商,它是指人们面对逆境时的反应方式,即面对挫折、摆脱困境和超越困难的能力。逆商这一概念,是由美国著名学者、白宫知名商业顾问保罗·史托兹教授于20世纪90年代中期最早提出的,用以衡量人们克服不顺境遇时的应对智力及应对能力,现已在西方和国际社会得到广泛认同。他在《让逆商AQ克服逆境》中指出：

我国学校效能的研究现状及发展态势的计量分析

本文采用文献计量法和内容分析法,对收录在中国知网(CNKI)的415篇有关学校效能的研究文献(2004-2013)进行文献计量分析.结果表明在经历了一个快速发展期后,有关学校效能的研究进入了一个平稳期.论文来源期刊的总体质量较高,核心期刊的论文数占据了47％,期刊分布广泛,有205种期刊刊载了相关的文章.但是,研究呈现区域非均衡性、研究层次单一的特点.     

玉米香酥片制作技术

制作玉米香酥片不仅是粗粮细作的新型方便食品,而且是使玉米增值、提高效益的一个有效途径。有条件的农村民兵可上此项目。具体方法是: 1、原料选择。选用无霉变、无虫蚀、发牙率不少于85％的玉米(不完善粒不超过5％,水分最大含量不超过14％)。 2、剥皮提胚。将原料筛选除杂后,放入90℃左右的热水里泡3—5分钟,以利脱皮。用碾米机、振动筛、磨粉机将玉米碾磨脱皮,略粉碎后提胚,再经过筛磨,分离出玉米皮,胚芽和胚乳,使得到纯净的玉米渣。其脂肪含量在10％以下,灰分在0.6％以下。     

j不变量等于1728的GLS椭圆曲线上四维

为了实现椭圆曲线的快速倍乘,Gallant-Lamber-Vanstone( GLV)方法被推广到四维的一般情形.文章中回答了Galbraith,Lin和Scott(J.Cryptol.DOI:10.1007/s00145 - 010 - 9065-y)提出的一个公开问题:研究Fp2上j不变量等于1728的GLS椭圆曲线上的四维GLV方法,并给出时间周期.尤其指出GLV的四维分解能够在很大的概率上实现,给出了一些结果和例子.特别指出在同一类曲线上,四维GLV方法的时间周期大概是二维GLV方法的70％～ 73％.

初速对火炮的"首发命中"影响较大.因而,预估初速的各种方法纷纷出台.从发射药、火炮两个不同角度分别测算初速偏差是以往的主要方法.初速综合预测技术首次以炮口测速雷达的测量数据为基础预测初速,预测效果和使用等问题被普遍关注.本着应用原则,从工程实现中的焦点问题出发,提供了在现有指挥平台上应用的方法.     

Theoretical and numerical simulation study on jet formation and penetration of different liner structures driven by electromagnetic pressure

The use of a shaped liner driven by electromagnetic force is a new means of forming jets. To study the mechanism of jet formation driven by electromagnetic force, we considered the current skin effect and the characteristics of electromagnetic loading and established a coupling model of"Electric—Magnetic—Force"and the theoretical model of jet formation under electromagnetic force. The jet formation and penetration of conical and trumpet liners have been calculated. Then, a numerical simulation of liner collapse under electromagnetic force, jet generation, and the stretching motion were performed using an ANSYS multiphysics processor. The calculated jet velocity, jet shape, and depth of penetration were consistent with the experimental results, with a relative error of less than 10％. In addition, we calculated the jet formation of different curvature trumpet liners driven by the same loading condition and ob-tained the influence rule of the curvature of the liner on jet formation. Results show that the theoretical model and the ANSYS multiphysics numerical method can effectively calculate the jet formation of liners driven by electromagnetic force, and in a certain range, the greater the curvature of the liner is, the greater the jet velocity is.

Therefore, counterinsurgency approaches are more relevant to the present conflict than traditional terrorism theory. Indeed, a counterinsurgency approach would generate subtly, but substantially different, policy choices in prosecuting the war against Al Qaeda. Based on this analysis, the article proposes a strategy of ‘disaggregation’ that seeks to dismantle, or break, the links in the global jihad.2 2 This article uses the short form of the Islamic term jihad to mean ‘lesser jihad’ (armed struggle against unbelievers), rather than ‘greater jihad’ (jihad fi sabilillah), i.e. moral struggle for the righteousness of God. Analysis of practical policies for a single link distribution system

In this paper we consider a transportation problem where several products have to be shipped from an origin to a destination by means of vehicles with given capacity. Each product is made available at the origin and consumed at the destination at the same constant rate. The time between consecutive shipments must be greater than a given minimum time. All demand needs to be satisfied on time and backlogging is not allowed. The problem is to decide when to make the shipments and how to load the vehicles with the objective of minimizing the long run average of the transportation and the inventory costs at the origin and at the destination over an infinite horizon. We consider two classes of practical shipping policies, the zero inventory ordering (ZIO) policies and the frequency‐based periodic shipping (FBPS) policies. We show that, in the worst‐case, the Best ZIO policy has a performance ratio of . A better performance guarantee of is shown for the best possible FBPS policy. The performance guarantees are tight. Finally, combining the Best ZIO and the Best FBPS policies, a policy that guarantees a performance is obtained. 基于"姿态矩阵"量测的机载导弹传递对准技术

"速度+姿态"量测匹配方案是目前比较理想的机载导弹传递对准技术.采用"姿态"量测时存在矩阵计算量大等缺点,在具体工程应用时更会受到计算机速度的限制,尤其是需要快速进行卡尔曼滤波计算时.引入了一种与"姿态"量测具有相同特点的"姿态矩阵"量测方案,设计了快速对准卡尔曼滤波器,并进行了仿真分析.结果表明是一种具有工程意义的实用快速传递对准技术.     

作战活动分析方法与建模

作战功能是作战节点具备的履行作战活动的能力,作战任务是作战节点履行作战活动的原因和目的.首先,从研究作战任务、作战功能、作战活动等基本概念着手,分析作战任务、作战功能和作战活动三者之间的关系.然后,建立模型,通过数学关系式a=A(f,t)说明作战活动是作战功能、作战任务的二维函数,作战节点履行什么作战活动由作战功能和需要完成的作战任务共同决定;在此基础上,构建作战功能、作战任务、作战活动三者的关系矩阵,用关系矩阵的形式分析、描述作战节点履行的作战活动;最后,结合IDEF0建模方法,给出分析、确定作战活动的基本步骤.     

基于线性频率调制与解调的片上直流电压信号放大器

片内直流电压信号摆幅较小,且受到CMOS工艺中被动器件一致性较差、易被高频交流信号干扰等因素的影响,采用典型的比例放大电路难以放大这类信号.为此提出了一种基于“载频”的“电压→频率→电压”放大方法,使用载波信号作为片上长距离传输的信号,将易受到干扰的直流信号局部化,利用前馈补偿技术构建了具有高度线性转换关系的“电压→频率”调制电路,采用具有较高线性度的频率解调电路实现后级电压信号的解调,有效地放大片内直流电压信号.电路仿真结果表明,所提出的放大器电路能有效地放大片上电压信号,直流电压增益为2.4.
