This article examines the role military intelligence played in the Dhofar campaign between 1970 and 1976. Drawing on an array of sources, it examines not only the crucial role played by military intelligence in prosecuting a successful operational campaign against a Marxist inspired insurgency, but equally, the importance that intelligence played in consolidating the Al Bu Said dynasty when across Oman and Dhofar itself, the material benefits to be had from the discovery and production of oil had yet to be realised.  相似文献

This article examines the British Army's deployment in support of the civil power in Northern Ireland. It argues that the core guiding principles of the British approach to counterinsurgency (COIN) – employing the minimum use of force, firm and timely action, and unity of control in civil–military relations – were misapplied by the Army in its haste to combat Irish Republican Army (IRA) terrorism between 1971 and 1976. Moreover, it suggests that the Army's COIN strategy was unsuccessful in the 1970s because commanders adhered too closely to the customs, doctrine, and drill applied under very different circumstances in Aden between 1963 and 1967, generally regarded as a failure in Britain's post-war internal security operations. The article concludes with a discussion of the British government's decision to scale back the Army's role in favour of giving the Royal Ulster Constabulary primacy in counter-terrorist operations, a decision which led ultimately to success in combating IRA violence.  相似文献

ABSTRACT

To an observer, Japan’s approach to nuclear weapons can appear confused and contradictory. The only country to have been attacked with nuclear weapons is variously described as a pacifist and non-nuclear nation and as a proliferation threat. These widely varied and conflicting conclusions are understandable given that conflicting messages are sent by senior figures. However Japan’s stance is in fact a coherent, if not uncomplicated, response both to its security needs and to domestic public opinion. However, the security provided by US extended nuclear deterrence underlines and enables this approach. The key policies and decisions were taken in both Washington and Tokyo between China’s first nuclear test (1964) and Japan’s ratification of the Nuclear Non-Proliferation Treaty (1976). How the United States came to offer this additional security guarantee to Japan and how Japan came to rely upon it underscore this complex stance and are crucial to understanding a longstanding and ongoing security arrangement and source of stability and security in northeast Asia.  相似文献

Guatemala is a nation with a history of severe political and socioeconomic problems. These crises contributed to the growth and durability of insurgent movements, which from 1961 to 1996 were endemic in certain regions of the nation, particularly western Guatemala. This paper examines insurgent activity in the four marketing subsystems described by Smith1 ?1. Smith, ‘Marketing Systems’, pp. 117–46. found in western Guatemala: dendritic, primate, top-heavy and interlocking. Peasants are said to be severely disadvantaged in the dendritic marketing systems, disadvantaged in primate markets, and relatively capable of making a decent living in top-heavy and interlocking systems. If this is so, support for system changing revolutionary movements should predictably be highest in dendritic systems, significant in primate systems, and only marginal in top-heavy and interlocking systems. An examination of the political-military situation in western Guatemala from 1976 to 1996 supports this thesis.  相似文献

We study unreliable serial production lines with known failure probabilities for each operation. Such a production line consists of a series of stations, existing machines, and optional quality control stations (QCSs). Our aim is to decide on the allocation of the QCSs within the assembly line, so as to maximize the expected profit of the system. In such a problem, the designer has to determine the QCS configuration and the production rate simultaneously. The profit maximization problem is approximated assuming exponentially distributed processing times, Poisson arrival process of jobs into the system, and the existing of holding costs. The novel feature of our model is the incorporation of holding costs that significantly complicated the problem. Our approximation approach uses a branch and bound strategy that employs our fast dynamic programming algorithm for minimizing the expected operational costs for a given production rate as a subroutine. Extensive numerical experiments are conducted to demonstrate the efficiency of the branch and bound procedure for solving large scale instances of the problem and for obtaining some qualitative insights.

The rising trend in income inequality has recently attracted a renewed interest in the determinants of this growing trend across many countries. This article adds to the debate by investigating the impact of defence expenditure as a possible determinant of inequality in Taiwan, a country once was considered to be a poster child of an equitable growth, but now income inequality has become one of the Taiwan’s growing challenges. Applying the bounds test approach to cointegration and four long-run estimators for the period from 1976–2011, we found a long-run relationship between the various measures of inequality and defence expenditure where defence expenditure exerts a positive and a statistically significant impact on the worse income inequality in Taiwan. Further application of the lag-augmented causality test procedure also reveals a unidirectional causality running from defence expenditure to income inequality with defence expenditure causing income inequality to rise.  相似文献

The Soviet Union was able to develop a large military-industrial complex and become the world's second superpower despite deficiencies in its centrally planned economy because defence was given high priority status and special planning, rationing and administrative mechanisms were used to attain national security objectives. However, in the period 1976-85 the effectiveness of priority protection diminished and defence institutions experienced more of the problems typical of the shortage economic system. The heavy defence burden also created growing difficulties for the civilian economy. The attempts by the Gorbachev government to reform the defence sector and improve defence-economic relationships during perestroika (1985-91) uniformly failed. For most of the transition period, the Russian military-industrial complex has been adversely affected by its low priority status, cuts in defence spending, instability of the hybrid politico-economic system, and negative growth of the economy. The armed forces and defence industry have been reduced in size and their outputs of military services and equipment have fallen to low levels. Nevertheless, the Russian armed forces still have over one million troops, significant stocks of sophisticated conventional weapons, and a large nuclear arsenal. The government of President Putin has raised the priority of the defence sector, increased real defence spending, and adopted ambitious plans to revive Russian military power. It is likely, though, that tight resource constraints will hamper efforts to reform the armed forces and to upgrade weapons. By 2010 Russia will be an important, but not dominant, military power in Eurasia.  相似文献

In Mexico, a 40 year period of political stability and economic advancement, hailed for its high rates of growth in income per capita, rapid urbanization, and impressive gains in indicators of health and education, seemed to come to a halt in the early 1980s. Since the early 1970s, fertility has declined sharply in chronological association with a new population policy and the implementation of a national family planning program. If in 1940 there was no apparent reason for the Mexican state to have much interest in limiting fertility, such was no longer the case by 1970. The General Law of Population that had been passed in 1947 was laced with the expansionist ideology that dominated demographic issues for more that a century; its pro-natalism had been reinforced by health regulations prohibiting the sale and use of contraceptives and by a penal code that made abortion a crime. Between 1970 and 1981 the total fertility rate fell by about 39%. Since 1975, change in contraceptive practice accounts for the bulk of the measured fertility decline. Between 1976 and 1982 there was a 66% increase in contraceptive prevalence. The government's involvement in family planning activities helped to: 1) develop an effective contraceptive distribution system; 2) circulate extensive information, education, and communication publicizing fertility and images of the small family; and 3) mobilize health practitioners in public institutions to counsel and persuade their clients to accept and practice contraception. The emerging debate over population policy in Brazil may well prefigure debates in other Latin American countries; the recent democratization in Brazil is the vocalization of a demand from women's groups and the left for government provided family planning services. Overall, Mexico's willingness to take the long view tackle the birth rate issue head on is likely to remain an exception in Latin America.  相似文献

India and China contain more than 40% of the world's population, yet in India it is painfully clear that the political commitment necessary to tackle India's greatest problem is not there in full measure. India's present per capita income is less than $300, and nearly 65% of the people live below the poverty line. The average Indian woman produces 5 children; even if the Indian government's efforts to reduce family size to 2 children is successful by the year 2040, India will have a population of 2.5 billion. The possibility that India will succeed in reducing average family size to 2 children appears remote. 30 years ago, India became the 1st developing country to formally make family planning a matter of national policy. In the early years of the national family planning programs, practitioners had access mostly to sterilization and condoms. Over the years, theIndian government persuaded the US and other western donors to give $2 billion to population control programs. Still, the population continues to grow annually at the rate of 2.1%. Government statistics reflect the ups and downs of national population control policies; thenumber of new family planning users increased from 4.3 million in 1974-1975 to 12.5 million in 1976-1977, due largely to a dramatic increase in vasectomies. Tge number of new contraceptive users fell to 4.5 million after the "emergency" was lifted in 1977. The present Indian generation is far more receptive culturally as well as sociologically to the concept of population control than most other developing countries. What is needed now is renewed political committment by the Gandhi adminiostration. India cannot afford to replicate the Chinese way of tackling overpopulation without inflicting human abuses and without undermining its painstakingly cultivated democratic system.  相似文献

This paper is concerned with estimating p = P(X1 < Y …, Xn < Y) or q =P (X < Y1, …, X < Yn) where the X's and Y's are all independent random variables. Applications to estimation of the reliability p from stress-strength relationships are considered where a component is subject to several stresses X1, X2, …, XN whereas its strength, Y, is a single random variable. Similarly, the reliability q is of interest where a component is made of several parts all with their individual strengths Y1, Y2 …, YN and a single stress X is applied to the component. When the X's and Y's are independent and normal, maximum likelihood estimates of p and q have been obtained. For the case N = 2 and in some special cases, minimum variance unbiased estimates have been given. When the Y's are all exponential and the X is normal with known variance, but unknown mean (or uniform between 0 and θ, θ being unknown) the minimum variance unbiased estimate of q is established in this paper.  相似文献
