Illicit procurement networks often target industry in developed economies to acquire materials and components of use in WMD and military programs. These procurement networks are ultimately directed by elements of the proliferating state and utilize state resources to undertake their activities: diplomats and missions, state intelligence networks, and state-connected logistical assets. These state assets have also been utilized to facilitate the export of WMD and military technologies in breach of sanctions. While used in most historic proliferation cases, their role has seen limited consideration in the scholarly literature. This article seeks to systematically contextualize state resources in proliferation networks, arguing that their use lies between state criminality and routine activity in support of national security. Considering the competitive advantages of these assets compared to similar resources available in the private sector, the article argues that nonproliferation efforts have caused states to change how they use these resources through an ongoing process of competitive adaptation.  相似文献

When does a state become a “nuclear weapon state”? How we choose to answer this question has significant implications for proliferation assessment, analysis, and policy. Traditionally, the standard demarcation line has been a state's first nuclear test, but in recent years analysts have increasingly focused instead on the accumulation of a significant quantity (SQ) of fissile material. The article argues that although the test/no-test indicator clearly has problems, its replacement by the SQ/no-SQ indicator would be highly counterproductive. The article instead proposes supplementing the traditional test/no-test indicator with a theory-driven approach that focuses on the incentives and disincentives to test.  相似文献

As worries have grown about global warming and the sustainability and price of fossil fuels, the demand for nuclear energy has increased, and nuclear power is increasingly viewed as a reliable and clean resource. However, the so-called nuclear renaissance coincides with an international security environment in which the norms of nuclear nonproliferation seem to be eroding. Turkey, a non-nuclear weapon state, plans to generate nuclear power to meet future energy demands, but it is aware of and concerned with regional proliferation trends. Questions have also been raised regarding Ankara's rationale for using nuclear energy, as well as its potential motivations and capabilities regarding future proliferation. This article will provide an overview of Turkey's nuclear energy history and plans, as well as the proliferation-related questions that could arise; it will also look at the domestic debate on nuclear energy and Turkey's status as a non-nuclear weapon state.  相似文献

Narratives about Brazil's nuclear program are distorted by supporters and critics alike. In Brazil, the national nuclear infrastructure is undergoing a period of expansion, with plans to build new nuclear power plants and industrial-scale fuel production facilities. While Brazil's leaders herald the nuclear sector as a triumph for indigenous science and technology, foreigners view the nuclear program as a dangerous legacy of the military regime. This discrepancy becomes even more apparent in discussions about the ongoing construction of Brazil's first nuclear powered submarine. Brazil's military touts the submarine as a symbol of political status, economic growth, and military might. But from abroad, the military's involvement in nuclear development is considered unnecessary, worrisome, and even irresponsible. These narratives—often incomplete or selective—have polarized discussions about Brazil's nuclear submarine program and caused considerable political antagonism during safeguards negotiations. This article works to dispel myths, highlight legitimate concerns, and explain historical perspectives that shed light on some difficulties that can be anticipated in future negotiations.  相似文献

A comprehensive maritime interdiction strategy to attack the insurgent's logistic system was a key element in the defeat of the Tamil Tigers. The campaign of maritime interdiction required the Sri Lankan Navy (SLN) to attack LTTE arms smuggling, sea piracy, and maritime terrorism. The SLN degraded the insurgency's robust maritime logistical network while also devising tactics to engage the maritime insurgents who reacted with swarm and suicide boat tactics. The efforts of the SLN forced the Tamil Tigers to confront the government's final land offensives with diminished resources, thus collapsing a three decades’ old insurgency in a matter of months.  相似文献

ABSTRACT

Nuclear disarmament is often seen as eventually requiring access to nuclear warheads or to the warhead-dismantlement process to verify that a state has not hidden weapons or weapon-materials despite promising to disarm. This article suggests this view is misplaced, and that what is needed is a verification mechanism able to provide reliable assurances of the absence of fissile materials available for use in weapons after a state has disarmed. Such a mechanism will need an initial declaration of the amount of fissile materials held by a state for all purposes, military and civilian. In a state with a nuclear arsenal awaiting elimination, this declaration would have to include materials that may not be available for verification because they are in nuclear weapons or are in other classified or proliferation-sensitive forms. This article describes a verification arrangement that does not require access to materials in weapons and in sensitive forms while still allowing checks on the overall accuracy of the declaration. Verification of the completeness and correctness of the declaration is deferred to the time when the weapons-relevant material enters the disposition process, at which point it no longer has any sensitive attributes. By removing the focus on monitoring warheads and dismantlement, this new approach could provide a more manageable path to nuclear disarmament.  相似文献

The Pakistan Army elicits many concerns about terrorism, nuclear and the coherence of the state. However, very little is actually known about this institution. This article mobilizes unique data to address one important facet: the Army's geographical recruitment base. We find that the Pakistan Army has been successful at expanding the geographical recruitment base while some groups (namely those who are native to Sindh) remain highly under-represented. We also find that the officer corps is increasingly coming from urban areas. We conclude with a discussion of the implications of these important shifts subject to the limitations of our data.  相似文献

The perpetuation of an otherwise astute fissile material safeguards model by the current non-proliferation regime raises a number of concerns, not least the efficacy of the approach in reducing clandestine weapon developments and the nuclear terrorism threat. Mindful of potential shifts in illicit nuclear material and weapon acquisition, following an excessive focus on fissile material safeguards and the proliferation of nuclear weapon technology, this article uses proliferation trend and scenario analysis in a bid to identify potential proliferation threats and non-proliferation opportunities. The results of the article's assessment of reported incidents (1992–2013) involving theft, unauthorised possession, and attempts to smuggle or sell highly enriched uranium (HEU), plutonium, low-enriched uranium (LEU), natural uranium and uranium yellowcake reveal a decline in occurrences involving fissile material but an increase in uranium yellowcake incidents, particularly in Africa. Presumptions that yellowcake may have provided the newest threat to clandestine weapon developments and nuclear terrorism wane amid concerns over possible biases in reporting, scepticism over an organised and demand-driven nuclear black market, and the difficulties of non-state actors’ development of crude nuclear weapons off the tedious yellowcake conversion-enrichment-fabrication pathway. To secure Africa's uranium yellowcake from potential proliferators, the article proposes concerted domestic, regional and multilateral non-proliferation efforts.  相似文献

“French nuclear diplomacy” is the French government's use of civilian nuclear cooperation agreements (NCAs) to advance specific commercial and strategic interests. During the heart of the so-called nuclear renaissance, the Élysée Palace aggressively peddled France's nuclear expertise and technology abroad, signing over a dozen new NCAs in an effort to bring in business for the French industry, forge diplomatic relationships, and promote global nonproliferation norms. Several years later, however, the outcomes of France's aggressive global nuclear power push appear nominal at best. This article explores the mixed results of this nuclear campaign, and through three case studies, illustrates how many of France's commercial and political disappointments stem from unrealistic expectations and the disorganization of the French nuclear complex.  相似文献

Sixteen years after stepping out of the nuclear closet, India's nuclear posture, some of its operational practices, and hardware developments are beginning to mimic those of the original five nuclear weapon states. Several proliferation scholars in the United States contend that India's national security managers are poised to repeat the worst mistakes of the superpowers’ Cold War nuclear competition, with negative consequences for deterrence, crisis, and stability in South Asia and the Asia-Pacific region. This article takes a contrarian view. It dissects the best available data to show why the alarmist view is overstated. It argues that not only are the alarmists’ claims unsupported by evidence, their interpretation of the skeletal and often contradictory data threatens to construct the very threat they prophesize.  相似文献

This article discusses the impact of Complex Humanitarian Emergencies on the delivery of humanitarian aids. Complex emergencies were the results of long-term political and social disputes. Its impact brings about public health crises like epidemics, malnutrition, and even widespread desperation. In fact, there are four aspects of these crises which complicate public health programs: 1) emergencies are long and recurring; 2) access to the most vulnerable population is often restricted; 3) restructuring health systems in complex emergencies can be futile; and 4) complex emergencies often result in mass forced migration. What makes matters worse is the breakdown of health networks which collapse early in complex emergencies, leading to extensive losses of human health resources. Not only that, health facilities and transportation, infrastructure are often decimated in complex emergencies, and regional hospitals, district health posts, laboratories, and primary care outposts are similarly abandoned or destroyed. Moreover, because it is difficult to predict the course of these emergencies, ascertaining the optimal time to intervene and to invest in materials and facilities that could be lost to renewed fighting can be impossible. To solve this problem requires a coordinated effort. It should also focus on resources, early warning systems, preparedness measures, ongoing career training of relief workers, and prepositioning of relief supplies.  相似文献

Traditional analyses of Switzerland's nuclear weapons program often explain both its beginning and its end by merely subsuming it under the broad logic of security calculations: the country originally developed an interest in nuclear weapons due to its precarious security environment after the end of World War II; it ended its nuclear ambitions roughly two decades later when it felt less threatened by external powers. Yet this depiction of the Swiss case brushes aside the historical political context in which Switzerland's nuclear decision-making was embedded. Drawing upon studies in sociology and political theory, this article argues that understanding the Swiss debate on nuclear weapons is possible only if we manage to comprehend the significant political and cultural changes that took place within Swiss society. These changes deeply affected the country's defense and foreign policy conceptions and also altered prevalent notions of neutrality, thereby ultimately foreclosing the nuclear option. In more abstract theoretical terms the article moreover suggests that we need to overcome depictions of objectively given threats or predetermined interests and develop analytical tools that help us disentangle the complex, non-linear ways in which threat perceptions, identities, and preferences evolve and shape states’ proliferation policies.  相似文献

ABSTRACT

There is a lingering disagreement among scholars on how the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) affects nonproliferation and disarmament outcomes. Drawing on constructivist scholarship on international norms, this article examines the extent of the NPT's effect in the case of Ukraine's nuclear disarmament. In the wake of the Soviet Union's collapse, Ukraine found itself host to the world's third largest nuclear arsenal. Despite Ukraine's initial commitment to become a non-nuclear state, it proceeded along a difficult path toward NPT accession. Most controversial and directly at odds with the NPT was Ukraine's claim to ownership of its nuclear inheritance as a successor state of the Soviet Union. This article argues that, while much domestic discourse about the fate of these nuclear weapons was embedded in the negotiation of Ukraine's new identity as a sovereign state vis-à-vis Russia and the West, the NPT played an important, structural role by outlining a separate normative space for nuclear weapons and providing the grammar of denuclearization with which Ukraine's decision makers had to grapple.  相似文献

Current International Atomic Energy Agency safeguards do not provide adequate protection against the diversion to military use of materials or technology from certain types of sensitive nuclear fuel cycle facilities. In view of highly enriched uranium's relatively greater ease of use as a nuclear explosive material than plutonium and the significant diseconomies of commercial spent fuel reprocessing, this article focuses on the need for improved international controls over uranium enrichment facilities as the proximate justification for creation of an International Nuclear Fuel Cycle Association (INFCA). In principle, the proposal is equally applicable to alleviating the proliferation concerns provoked by nuclear fuel reprocessing plants and other sensitive nuclear fuel cycle facilities. The INFCA would provide significantly increased nonproliferation assurance to its member states and the wider international community by holding long-term leasehold contracts to operate secure restricted zones containing such sensitive nuclear facilities.  相似文献

ABSTRACT

Conventional theories of alliance management often overemphasize the utility of either assurance or coercion in preventing allied nuclear proliferation. Historical analysis reveals that prioritizing either of these two tactics to the exclusion of the other is inadvisable. A strategy that focuses solely on security guarantees or coercive threats is likely to encourage an allied state to pursue a hedging strategy, in which the client state continues to clandestinely develop its own nuclear capabilities while remaining underneath its patron’s defensive “umbrella.” This article introduces a new framework for understanding the effectiveness of nonproliferation-focused alliance-management strategies. By exploring the cases of West Germany and South Korea, the article concludes that the best way to prevent allies from pursuing nuclear weapons is to combine assurance with coercion. This establishes an incentive–punishment relationship that limits an ally’s motivation to develop nuclear weapons. These conclusions have particular salience today, as conversations over nuclear-weapons development have become increasingly normalized in Germany and particularly in South Korea. The United States’s capacity to influence its allies’ nuclear behavior is currently being eroded through the degradation of both patron credibility and client dependence, weakening the long-term viability of the global nonproliferation regime.  相似文献

The exploits of the A.Q. Khan nuclear network have received significant attention in the last three years. Gordon Corera's recent book, Shopping for Bombs, is an important addition to the existing literature. In this book, the author explores how Khan became a nuclear supplier and why his network was able to flourish for so many years. In his analysis, Corera examines relevant domestic and international political circumstances that affected Khan's rise and ultimate fall. The author also gives a compelling account of the international investigation that shut down this network in 2004 and warns that Khan's network will not be the last to challenge international nonproliferation regimes. Despite a few gaps in the book's narrative and analysis, Shopping for Bombs is an important source of insight into the activities of Khan and his network.  相似文献

China's nuclear deterrent relies on so-called ‘first strike uncertainty’, which means not letting the other side be confident of a completely successful disarming strike. But in order to deter, the uncertainty must be high enough. After reviewing the developmental history of China's nuclear capability and the evolution of Chinese and foreign leaders’ perceptions of China's nuclear retaliatory capability, this article identifies the criteria of nuclear deterrence for China and other countries. This research can contribute to Sino-US strategic dialogue and deepening understanding of the security consequences of nuclear proliferation.  相似文献

This article applies the concept of nuclear ambivalence to the case of the Islamic Republic of Iran. Nuclear ambivalence differs from other approaches to understanding nuclear proliferation in that it focuses on the deeply misunderstood relationship between the two potential uses of nuclear power: energy and weapons. According to this theory, the civilian applications of nuclear technology cannot be separated from the potential military applications and vice versa. Ambivalence, therefore, extends into the realm of states’ nuclear intentions, making it impossible to know with certainty what a potential proliferator's “true” intentions are. This article will demonstrate that the concept of nuclear ambivalence applies in the case of Iran, suggesting that current international nonproliferation efforts run the risk of encouraging rather than discouraging Iranian weaponization. The final section outlines recommendations for policy makers to reverse this counterproductive nonproliferation approach.  相似文献

Although the existing international-relations scholarship argues that technological assistance in the nuclear domain increases the probability of nuclear proliferation, the historical account indicates otherwise. Congressional legislation for nonproliferation, economic sanctions, and poor state capacity—specifically, inept managerial capabilities of the recipient state—explain merely part of the puzzle, but overlook the role of positive inducements offered to impede nuclear proliferation. Historical evidence shows that the United States often provided technological assistance with the deliberate intent to inhibit proliferation. In other words, Washington employed its technological leverage to attain nonproliferation goals. American technological preponderance since the end of World War II made such an approach feasible. This study examines key Cold War cases—Israel/Egypt, India, and West Germany—where the United States offered technological assistance with the deliberate intent to stall nuclear proliferation, thereby underscoring the role of assistance for inhibitive ends.  相似文献
