ABSTRACT

As the First World War came to an end, the U.S. Navy's leadership engaged in a bitter fight over the “lessons” of the war. Admiral William S. Sims and Secretary of the Navy Josephus Daniels fought against each other's irreconcilable positions. Sims argued that the Navy Department's inexpert civilian secretary had hamstrung mobilisation, impeded the anti-submarine campaign, and ostracised capable officers in favour of friends upon whom he bestowed medals. Daniels countered that his administration had masterfully responded to the crisis of war. The Navy's record, Daniels insisted, could best be summarised as “a great job greatly done.” Only disloyal nit-pickers could find fault in its accomplishments. The Sims-Daniels controversy raged in congressional hearings, the press, and in partisan histories written by the protagonists. The heart of the dispute and its uncertain resolution rested in radically different understandings of American civil–military relations, naval heroism, and the determinants of victory.  相似文献

ABSTRACT

At the turn of the nineteenth century, China’s Qing dynasty (1644–1912) was hit by a sectarian rebellion. Commonly considered a breakpoint marking the end of the dynasty’s golden age spanning most of the eighteenth century, the war to suppress the rebels, referred to as the White Lotus War (1796–1804) in this article (‘White Lotus’ was the umbrella name used by both the authorities and some sectarians for their teaching), exposed many structural drawbacks of the Qing political and military systems and depleted the dynasty’s financial resources, which had never been recovered. Reluctant in embracing guerrilla warfare in the beginning, the insurgents quickly turned themselves into master guerrillas. Shuttling in two massive mountain ranges in central China, they managed to prolong their rebellion and fought some successful battles against their suppressors. Superior in manpower, weaponry, and logistical support, the government forces had to adapt to guerrilla warfare, albeit passively and ineptly. This article gives a brief introduction to this little-known episode of guerrilla war at the turn of the nineteenth century in Qing China, expounds the strengths and weaknesses of both sides, and sheds light on the roots of the war’s long duration and the grim consequences to the Qing state.  相似文献

ABSTRACT

Is Currency Warfare defined as, the use of monetary or military force directed against an enemy’s monetary power as part of a military campaign, a just way to fight a war? This article explores the ethics of waging currency warfare against the Just War Tradition’s principles of jus in bello (just conduct in war) and its criteria of discrimination and proportionality. The central argument is that currency warfare is inherently indiscriminate but may be proportionate when policy makers consider the nature of the threat confronted and the targeted currency's level of internationalization, that is, to what degree it is used in foreign transactions or used as a foreign currency reserve. I evaluate this argument against historical cases during the Second World War (1939–1945), the Gulf War (1990–1991), subsequent operations against Saddam Hussein in the early 1990s, and the ongoing campaign against ISIS.  相似文献

ABSTRACT

Recent efforts aimed at understanding women’s contributions to nonstate armed groups have produced large-scale data sets on female combatants (Wood and Thomas 2017) and more limited data on women’s roles as supporters and leaders in armed groups (Henshaw 2016; 2017, Loken 2018). The present study aims to build on this literature by providing new data on the scope of women’s leadership in insurgent groups. While existing quantitative literature has focused mostly on the experience of female combatants, we argue that the presence of women in leadership roles is crucial to understanding how gender might influence the outcomes of insurgency. We introduce new data on over 200 insurgent groups active since World War II. While our analysis confirms earlier small-sample work demonstrating women’s presence in leadership roles, a qualitative analysis reveals that leadership is often gendered–revealing patterns of tokenization and tracking women to low-prestige leadership roles. At the same time, our findings challenge past research on jihadist organizations, showing limited expansion in the authority of women.  相似文献

ABSTRACT

Despite its portrayal as something new, the concept of the ‘gray zone’ is not novel. It was the Cold War battleground in which the USA and the Soviet Union waged rival unconventional campaigns, and it was there that the newly formed Central Intelligence Agency (CIA) was given responsibility for operating. This was not the organization’s original purpose, but Cold War exigencies forced Washington to improvise and build an organization with unique capabilities. These early years shaped the CIA’s operations directorate, creating two distinct cultures within the larger agency, one focused on intelligence collection and the other focused on covert action.  相似文献

ABSTRACT

This article analyses the positions of the Chinese civilian leaders and military elites on Military Operations Other Than War in order to shed light on their preferences about the use of the armed forces in foreign policy between the late 1990s and the early 2010s. Over time, a significant divergence developed between civilians and soldiers until 2011, when the Libyan crisis happened. The study also prompts important considerations about our understanding of civil–military relations in China and future role of the People’s Liberation Army as a tool of statecraft in foreign policy.  相似文献

ABSTRACT

The India–Pakistan War of September 1965 has attracted little attention in the larger body of work on South Asia. Further, almost nothing has been written on the earlier skirmish, in April 1965, between Indian and Pakistani security forces in the Rann-of-Kutch, an uninhabited salt marsh. This article argues that the limited conflict in the Rann, its immediate consequences, and its impact on Pakistani military and civilian leaders were central to Pakistan’s consideration of a military solution to the ongoing dispute in Kashmir, which then led to Indian retaliation and the outbreak of war.  相似文献

ABSTRACT

The armed resistance offered by the Organization of Ukrainian Nationalists (OUN) to the Soviet state was the toughest internal political challenge that the Soviet regime faced from World War II to the 1980s. However, OUN’s grand strategy was based on self-delusion and was, therefore, always irrational. It resulted in misinterpretation of the sentiments of Ukrainians and the international situation, collaboration with Nazi Germany despite incompatible goals, counterproductive ethnic violence and sweeping terror against alleged Soviet collaborators. Local civilians rather than the representatives of the Soviet regime were OUN’s primary target; this alienated most residents of Western Ukraine.  相似文献

ABSTRACT

Throughout the Cold War, Italy was one of the most steadfast NATO allies in hosting American nuclear weapons on its territory. Such a policy could easily be construed as an example of almost automatic confidence in the US nuclear umbrella, yet only on the surface did extended deterrence appease Italian anxieties about the uncertainties of the American nuclear guarantee. The Italian rationale for accepting a large array of US nuclear weapons did as a matter of fact involve a complex mix of reasons, ranging from trying to ensure that the Italian government would be consulted in the event of a major crisis, to willingness to enhance the country’s profile inside any Western multilateral fora. The paper will investigate this policy by looking at how the Italian government behaved at the height of the NATO nuclear sharing debate, between 1957 and 1962, arguably one of the historical moments in the Cold War when the concept of extended deterrence was most intensely discussed. Drawing up on hitherto classified archival sources as well as on some less-known public ones, the paper will show how Italian diplomats, military leaders and policymakers understood the dangers and political implications of US nuclear policies. It will, hopefully, demonstrate that Italy’s persistent search for a multilateral solution to the nuclearisation of NATO strategy shows that Italy never saw extended deterrence as a solution per se, but only as a temporary means to an end.  相似文献

ABSTRACT

This article aims at challenging the notion of a French exception in the realm of irregular warfare, suggesting that it rather amounts to a western variation. Born out of a transatlantic community under British influence, the French irregular experience carried on through the early Cold War challenges, strengthening France’s ties with its Western allies. France’s subsequent involvement in post-colonial counter-insurgencies did contribute to generating some specific strategic features, although never totally disconnected from international circulation. Finally, the post-Cold War order significantly drove French irregular warfare back into its Western fold through the adoption of US- and NATO-sponsored concepts and doctrines, thus enhancing interoperability and some degree of standardisation.  相似文献

This Special Issue looks at the importance of institutions and the role played by international actors in crucial episodes of India’s strategic history. The contributions trace India’s tryst with war and peace from immediately before the foundation of the contemporary Indian state to the last military conflict between India and Pakistan in 1999. The focus of the articles is as much on India as it is on Pakistan and China, its opponents in war. ABSTRACT

Extended deterrence has been a main pillar of the security alliance between the United States and South Korea (Republic of Korea [ROK]) since the end of the Korean War. The changing dynamics of US extended deterrence in Korea, however, affected Seoul’s strategic choices within its bilateral alliance relationship with Washington. Examining the evolution of US extended deterrence in the Korean Peninsula until the Nixon administration, this article explains why South Korea began its nuclear weapons programme in a historical context of the US–ROK alliance relationship. This article argues that President Park Chung-hee’s increasing uncertainty about the US security commitment to South Korea in the 1960s led to his decision to develop nuclear weapons in the early 1970s despite the fact that US tactical nuclear weapons were still stationed in South Korea.  相似文献

ABSTRACT

World War I was an epochal event that permanently redefined international politics. Yet, there is no consensus about what kind of international system it erected. This article argues that since 1918 to the present day, there is a unique revolutionary/revisionist system in existence. To confirm the argument, this article will revisit the mid-twentieth century writings of political realism's founding father Hans J. Morgenthau. His political thought is premised on the co-constitutive relation between ethics and politics, which characterized international politics throughout the Westphalian era and which was irreversibly lost in the tragedy of World War I. By sketching some of Morgenthau’s main arguments on the political and ethical transformations brought about by total war and total politics, the article argues that World War I generated a revolutionary system indifferent to political and non-political spheres, where insulated ethical systems clash in a kind of “global civil war”.  相似文献

ABSTRACT

Between 1892 and 1894 the Force Publique of King Leopold II’s Congo Free State engaged in a series of little-known counter-insurgency operations against ivory and slave traders from Zanzibar, commonly referred to as Arabs. Without a particularly strong tradition of imperial service, this article argues that the predominantly Belgian officer corps borrowed and adapted methods used by more experienced colonial forces in the 19th Century. Whether taken from existing literature or learned through experience, it reveals that the Force Publique’s counter-insurgency methods reflected many of the more recognisable aspects of traditional French and British approaches. It suggests that, despite the unique nature of each colonial campaign, basic principles could be adapted by whomsoever to overcome the military and political challenges of colonial conquest. The Force Publique’s campaigns in the Congo-Arab War, therefore, provide further evidence as to how some base theories could be universally applied.  相似文献

Abstract

Will China's development of a new generation of nuclear weapons impact US-China security relations in important ways? One's answer depends on how one views the following: whether or not Chinese leaders believe that they are only now acquiring a secure second strike capability; the scope of coercive power that secure second strike capability provides to conventionally inferior actors; the meaning of China's ‘No First Use’ Doctrine; and the prospects for escalation control in future crises. Applying Cold War theories and tapping Chinese doctrinal writings this article concludes that China's nuclear modernization program might prove more consequential than is commonly believed.  相似文献
