Intervention which violates state sovereignty is often justified by its humanitarian goals. In Africa, the debate goes beyond humanitarian objectives and considers intervention when collapsed state authority threatens regional security. Poorly planned interventions can do more harm than good while also weakening the norm of non-intervention in international relations. The brutal and often degrading history of colonization and neo-colonialism still influences African thinking on intervention. Africa's relative geopolitical weakness has compelled it to rely strongly on the international rules. African state's view on intervention should be rethought in the light of failed states, the spill-over of conflicts, threats to the democratic process and an abject failure to act in the face of hummanitarian catastrophe. Military intervention should be an exceptional action of last resort but it will remain an option while states are unwilling or unable to protect their own populations. The objective should be prevention through good governance and the democratic process.  相似文献

The nuclear weapons taboo is considered one of the strongest norms in international politics. A prohibition against using nuclear weapons has seemingly shaped state behavior for nearly seven decades and, according to some observers, made nuclear use ‘unthinkable’ today or in the future. Although scholars have shown that nuclear aversion has affected decision-making behavior, important questions about the nuclear taboo remain unanswered. This article seeks to answer a basic question: How durable is the taboo? We develop different predictions about norm durability depending on whether the taboo is based primarily on moral logic or strategic logic. We use the comparable case of the norm against strategic bombing in the 20th century to evaluate these hypotheses. The logic and evidence presented in this paper suggest that the norm of nuclear non-use is much more fragile than most analysts understand.  相似文献

This article contains a plan on how the African Union/United Nations hybrid force authorised by the UN Security Council in July 2007 could realistically and effectively use military power to save civilian lives in Darfur. It is envisaged that the international force, given its limited size, would mainly focus on protecting and policing refugee and internally displaced persons camps, rather than trying to stop all violence in the region. This intervention is unlikely to provoke a violent military reaction from the Sudanese government. In fact, a careful analysis of the conflict suggests that Khartoum has been engaged in a scorched-earth counterinsurgency rather than in an attempt to exterminate Darfur's ‘black’ population as an end in itself, and thus would stand to benefit from interveners' efforts to keep the camps demilitarised.  相似文献

Despite the burgeoning literature on Russia’s renewed power politics, little attention has been paid to the fact that US reactions towards Russia’s military interventions were all but coherent. The USA has chosen weak measures in Georgia in 2008 (shaming) compared to its assertive response in Ukraine in 2014 (sanctions, hard deterrence). This article assesses the explanatory power of neorealist, liberal and constructivist theories for the variation in US reactions towards Russian interventions in Georgia and Ukraine. Our argument is that the constructivist perspective explains the cases best as it highlights the power and communality of normative assessments. The Ukraine crisis was perceived by the USA as a violation of core international norms, especially the non-use of force and the principle of territorial integrity. Relevant international norm carriers shared this assessment of the conflict. In contrast, the perception of the Georgian war centred on the issue of democracy promotion. While democracy is an important aim of US foreign policy, it does not summon the same normative importance as general principles of international law. Furthermore, the perception of the Georgian war remained contested among Western allies, which decreased the communality of the normative assessment.  相似文献

This article attempts to forward an alternative theoretical explanation of insurgency sponsorship to standard realist and neo-realist explanations for international violence. While not discounting issues of security and power, this study points out that ‘extra-rational’ motivations often lead states to sponsor violent movements in target states, even if this decision has no or negative effects on the sponsor state's security. Furthermore, extra-rational explanations, such as revenge, prestige or ideology typically lead to conflicts of greater violence and duration.  相似文献

The Taliban's ‘code of conduct’, which lists rules of discipline for the fighters, has been widely discussed, but do the Taliban try to implement it? This article discusses the structures that the Taliban have put in place for this purpose and their evolution over the years. It assesses that while the Taliban's ‘military justice’ system is still work in progress, the fact that it has attracted a significant investment in human resources bears witness to a serious intent of the leadership. However, the Taliban's concern with the behaviour of their fighting force is driven by their own political calculus, not by any sympathy for the international law of conflict.  相似文献

While Carl von Clausewitz has generally been respected as one of the most profound philosophers of war, his expertise has been regarded as somewhat limited if not even irrelevant to the so-called ‘new wars’ of the post-Cold War world. Many scholars in international relations have claimed that ‘new wars’ are essentially ‘post-Clausewitzian’ and ‘post-trinitarian’ in nature, meaning that they are no longer fathomable through a Clausewitzian framework. However Clausewitz's earlier writings were nearly exclusively dedicated to guerrilla warfare, or what he called ‘small wars’. These writings have been largely overlooked by many analysts of contemporary conflicts. By drawing on his rare and untranslated writings, the article uncovers a critical part of Clausewitz's expertise in asymmetric warfare and shows that, far from being irrelevant in an age where interstate warfare is increasingly being replaced by conflicts between states and semi-/non-state actors, Clausewitz's philosophical writings actually shed new light into the particular interactive dynamics generated during wars waged under conditions of asymmetry.  相似文献

In this article, we construct and analyze an original database of overseas Chinese equity oil investments (EOI) in order to assess the relative importance of economic and geopolitical factors in determining the type of countries that are most likely to receive those investments. We find that China's national oil companies (NOCs) choose to make considerable investments in certain oil rich countries while ignoring others. We develop and examine ‘economic opportunity’ and ‘geopolitical relevance’ explanations of Chinese EOI. The economic explanation assumes that Chinese oil companies operate autonomously despite the fact that they are state owned, and that they seek international experience in countries offering less competition but more risk. The geopolitical explanation suggests that Chinese equity oil investments are developed and coordinated by the central government as part of a geopolitical strategy that is designed to bypass the so-called ‘Malacca Dilemma’ and deepen security ties with oil-rich states through the conduct of oil diplomacy. We argue that Chinese EOI tends to reflect both corporate interests and government priorities, and that it generates more liabilities rather than benefits for China.  相似文献

This article argues that the British government's deliberate exclusion of international law from colonial counterinsurgencies allowed the army to suppress opponents with little restraint. The oft-assumed national inhibitor, the principle of ‘minimum force’, was actually widely permissive. As a result exemplary force was employed to coerce the Kikuyu civilian population in Kenya into supporting the government rather than the insurgents. Apparently random acts were thus strategic, and emerged in three forms: beatings and torture, murders, and forced population movement. The article argues that such harsh measures were seen as necessary and effective; they were a form of indirect policy and did not arise from a disciplinary breakdown.  相似文献

This article argues that the nuclear nonproliferation norm (NNPN) is a social fact with a relatively independent life of its own and that it has a powerful impact on the behavior of both nuclear-weapon states (NWS) and non-nuclear-weapon states (NNWS). It challenges the application of critical constructivist research on norms to the NNPN and the idea that its legitimacy and structural power depend on contestation “all the way down.” State and non-state actors play an important role in explaining the dynamics of the NNPN, but agential constructivism runs the danger of “throwing the baby out with the bath water,” neglecting the structural impact of the NNPN on state behavior. The article examines the limitations of norm-contestation theory, arguing that some norms are more resistant to contestation than others. The NNPN is more difficult to contest than new norms (such as the Responsibility to Protect) because it is rooted in fifty years of nonproliferation nuclear diplomacy. The US-India nuclear deal is not a case of “norm change” but a violation of the NNPN. The “core” of the NNPN has not changed since the US-India nuclear deal. The conflict confronting NWS and NNWS is about the implementation of “type 2” norms (organizing principles) and “type 3” norms (standardized procedures), and not about the “hard core” of the NNPN.  相似文献

The most recent major document on human security tells us more about the ideal of human security than how this worthy objective can best be achieved. This is a problem because most African states were created to serve as a bulwark against further colonial rule rather than provide domestic order and protection for their citizens. Many African states have since become battlegrounds for ethnic or economic struggles. Neither a new and committed African leadership, nor intervention by the international community, is likely to transcend this problem and effectively advance the human security agenda. A reformed African state—one which induces leaders to be more concerned with advancing the interests of their people more broadly—remains the only viable alternative. The problem is that any reform of African states will also involve difficult trade-offs and dilemmas.  相似文献

The Lord's Resistance Army (LRA) has created a pervasive climate of fear in northern Uganda. This study addresses the purpose of this conduct. Diverging from the traditional ‘greed-grievance’ approach to the study of new wars, the LRA's behaviour is analyzed from a strategic perspective. Specifically, the article focuses on the LRA's use of mutilation, abduction, surprise, and unpredictable attacks. The conclusion is that the LRA is strategically using fear as a force multiplier, to further its organizational survival, and as a way to fight a political ‘dirty war’.  相似文献

Warlord is a label that currently besets us on all fronts. The 2001–2002 military action in Afghanistan is illustrative of the West's ambivalent view of armed factions in the developing world in general. The demonisation of the Taliban and the elevation of the former ‘warlords’ of the opposition to the rather more grandiose sounding ‘Northern Alliance’, at once formalising the hitherto informal nature of the warlord system, implies that the term ‘warlord’ is synonymous with anarchy, violence and a breakdown in civilised values. ‘Warlord’ has become an ugly, detrimental expression, evoking brutality, racketeering and terrorism. Analysts referring to violence across developing countries routinely refer to ‘new wars’ and ‘post-modern’ conflict, and yet the language used to describe these phenomena is usually pre-modern (medievalism, baronial rule, new feudalism). This article outlines some examples of historical warlords and draws out the common issues. In particular it emphasises the fact that warlords have been present for centuries and have periodically emerged whenever centralised political-military control has broken down. All that has changed through history is the technology available to each generation and the relative economic base. The article concludes with a series of implications for policy-makers currently considering intervention in warlord-based economies.  相似文献

In 1955, the New Zealand government authorised the creation of a Special Forces unit to operate with British forces in Malaya to counter a communist-inspired guerrilla insurgency. Drawing upon the operational experiences of the New Zealand SAS largely taken from the Cold War period, and underpinned by Colin Gray's Special Forces essentials of ‘economy of force’ and ‘expansion of choice’, this article will show how New Zealand's SAS is now accepted not only as a respected and relevant part of the nation's military capability, but also empowers its political decision-makers with the confidence to take on significant, and at times difficult, strategic foreign-policy choices.  相似文献

This commentary analyses the international response to the crisis that struck the Central African Republic (CAR) in early December 2013. It examines three intertwined dimensions defining the courses of action available to policymakers dealing with pre-genocidal crises: the politics and institutional manoeuvring shaping the United Nations (UN) Security Council's decision to authorise an enforcement mission without deploying ‘blue helmets’ on the ground; the operational complexities involved in launching rapid reaction forces; and the interdependent logics between peacebuilding and atrocity prevention. The author argues that there are three ways for the UN Secretariat to ensure a more effective response to CAR-type situations: generating political will to respond swiftly to deteriorating crises leading to widespread abuses of human rights by advancing the concept of Responsibility to Protect as a core component of states' national interests; developing strategic frameworks for the deployment of multi-plural missions equipped to avert the actual or potential threat of atrocities; and developing joint early warning and scenario planning between peacebuilding and atrocity prevention agencies.  相似文献

In 2013, France launched Operation ‘Serval’ to halt the southwards advance of Islamist insurgents in Mali. Using a Clausewitzian analytical framework, this article provides an assessment of France’s political and military aims in Mali and the degree to which they have been attained. Clear political goals, coordinated international diplomacy, an effective use of military force and blunders by the rebel forces turned ‘Serval’ into a short-term success. Strategically, however, the mission has proven unable to address the conflict’s underlying causes. Serval’s long-term effect is probably better measured by what it prevented than what it contributed.  相似文献

Previous historical accounts have simplified the Labour government's decision to commission a four-boat strategic nuclear deterrent, or ‘Polaris force’, in early 1965. Utilising previously classified sources, this article shows that a number of key strategic concerns led the decision-making process. Nevertheless, broader economic and diplomatic considerations were also important in determining the size of the Polaris force. A tremendous balance of payments deficit and ongoing debates regarding levels of conventional and nuclear involvement in NATO certainly influenced the government's final decision. Moreover, competing strategic and economic interests resulted in continued debate throughout the decision-making process.  相似文献

Last year, Southern Africa was host to two contradictory events. The first, the World Summit on Sustainable Development, optimistically aimed to map forward a path to global sustainability. The second, the launching of a series of international humanitarian assistance appeals, aimed more fundamentally at averting the devastating consequences of regional famine. That these events, one promising to ensure our future collective security, and the other, a desperate plea to avert current human hardship and widespread suffering, should occur concurrently in the same region, underlines the many contradictions in prevailing development policy and practice—especially as they apply to the management of disaster risk—and particularly as these relate to Southern Africa.

This article will reflect on the challenges of implementing disaster risk reduction in Southern Africa, a region not historically regarded as ‘disaster-prone’, with specific reference to Southern Africa's current humanitarian emergency. The paper will begin by reflecting the present status of humanitarian need in famine-affected countries and possible explanations for the severity of the impact. This will be followed by a reflection on the dilemmas and divisions that have shaped disaster mitigation efforts in Southern Africa. In this context, specific attention will be given to factors that have discouraged greater national ownership of disaster risk within Southern Africa, along with the challenges of bridging historic divisions between disaster reduction and development practice.  相似文献

Abstract

How do contemporary secessionist movements gain international recognition of their claims to self-determination? I argue that international recognition is forthcoming when a sufficient number of states believe a claim to self-determination ought to be accepted. That is, states recognize claims to self-determination when they perceive them to be legitimate. To convince outsiders of the legitimacy of their claims, separatist movements invoke resonant norms and symbols in a moral economy that structures decision-making. I contrast this argument with prevailing explanations of recognition dynamics. To illustrate the argument, I examine the diplomacy surrounding Kosovo’s independence bid and unilateral secession.  相似文献

The Indian Army, a force trained primarily for conventional warfare, has been engaged in internal counter-insurgency operations since the 1950s. Despite such a long innings on a counter-insurgency mode, little attention has been accorded within military circles to doctrinal innovation for waging sub-conventional warfare in India's democratic political context. At best, the Army continues to view counter-insurgency duty as secondary to its primary duty of defending India from external conventional threats. By conceptualizing a counter-insurgency strategy of ‘trust and nurture’, this article aims to fill this critical doctrinal gap in India's military policy. The author argues that a counter-insurgency strategy of ‘trust and nurture’ based on democratic political culture, measured military methods, special counter-insurgency forces, local social and cultural awareness and an integrative nation-building approach will result in positive handling of India's internal security problems. The author utilizes India's counter-insurgency experiences in Assam, Mizoram, Nagaland, Punjab, and Operation ‘Sadhbhavana’ in Jammu and Kashmir as illustrative empirical indicants in order to validate the ‘trust and nurture’ strategy.  相似文献
