In 2013, France launched Operation ‘Serval’ to halt the southwards advance of Islamist insurgents in Mali. Using a Clausewitzian analytical framework, this article provides an assessment of France’s political and military aims in Mali and the degree to which they have been attained. Clear political goals, coordinated international diplomacy, an effective use of military force and blunders by the rebel forces turned ‘Serval’ into a short-term success. Strategically, however, the mission has proven unable to address the conflict’s underlying causes. Serval’s long-term effect is probably better measured by what it prevented than what it contributed.  相似文献

In this article, I analyze the use of historical counterfactuals in the Campaign of 1815 by Carl von Clausewitz (1780–1831). Such is the importance of counterfactuals in this work that its gist can be given in a series of 25 counterfactuals. I claim that a central role is played by evaluative counterfactuals. This specific form of counterfactuals is part of a didactic method that allows Clausewitz to teach young officers a critical method that prepares them for the challenge of decision-making in real warfare. I conclude with the enduring relevance of Clausewitz’s use of evaluative counterfactuals for contemporary military historiography.  相似文献

It seems paradoxical that powerful Western states are at their most vulnerable when the disparity in military capabilities between them and their opponents is at its largest. Yet it is precisely in such ‘asymmetric conflicts’ that Western countries have failed to achieve their overall political objectives the most often. Focusing on the post-1945 world, this article will examine governmental, military, and societal reasons for Western failures in asymmetric conflicts. Politicians' lack of understanding regarding war's fundamental nature, militaries' tendency to dissociate operational goals from grand strategy objectives and citizens' moral aversion to warfare appear to be among the main obstacles to success.  相似文献

The F‐35 Joint Strike Fighter (JSF) programme is important for innovation in the Dutch economy and also contributes to other programmes in the aerospace industry (spin‐off) and other industries (spillover). On top of the expected value of US$9.2 billion in development and production, based on interviews with 10 companies and research institutes, an expected spin‐off of US$1.1 billion and an expected spillover of US$120 million will result. In addition, over 23,000 man‐years are associated with the activities in the development and production of the JSF. This study excludes the large and labour‐intensive Maintenance, Repair and Overhaul (MRO) activities. Further validation of data and an update of current results is planned for 2006.  相似文献

The ultimate goal of Iran's nuclear programme remains uncertain. While the nuclear reactor of Bushehr has finally been connected to the power grid, the nuclear fuel enrichment activities and their location cause concern to the international community. Thirty years of nuclear investments demonstrate a negative cost–benefit analysis: technical constraints and economic and infrastructural requirements constitute a burden on the implementation of a nuclear programme. This article analyses the economic, legal, technical and political aspects of the Iranian programme in order to uncover its civil and/or military finality.  相似文献

This article presents a new model for the development of Carl von Clausewitz’s thinking on the factors that constrain warfare. The model posits three stages in his thinking that are determined by two system theoretic dimensions. The three stages are friction as a constraint on the effectiveness of the execution of military plans on paper, suspension as a constraint on the intensity of military action and political objectives as a constraint on military objectives. The two dimensions consist of an interactive perspective in the form of causal feedback loops and a holistic perspective in the form of a political system that forms the context of the military subsystem.  相似文献

Theory on the use of information technology in military operations assumes that bringing together units in an information network helps units to work together. Decentralized command systems such as mission command have been proposed for these networks, so that units can adapt to changes in their turbulent working environments. Others have proposed centralized command systems that permit higher organizational levels to closely direct military operations. This article uses Perrow’s (1984, 1999) Normal Accidents Theory to propose that increasing interdependencies between units in information networks places incompatible demands on the design of networked military operations. It is concluded that networked military operations require decentralized command approaches, but only under the condition that interdependencies between modules of networked units are weak rather than tight. This precondition is essential for retaining control over networked military operations.  相似文献
