Russia’s illegal occupation and annexation of the Crimean peninsula in February–March 2014, and the country’s well-documented involvement in the separatist conflict in Eastern Ukraine, have led to a significant worsening of Russia’s relations with the West. Vladimir Putin’s move to redraw Russia’s southern borders through the use of military force and subversive measures has given rise to an uncertainty that goes well beyond the post-Soviet space. Since 2014, North Atlantic Treaty Organization (NATO) has had to reassess many aspects of its relationship with Russia. The alliance has also initiated various measures to strengthen the military security of its eastern member states, particularly the Baltic states, Poland, and Romania. Further to the North, NATO’s northernmost member – Norway – is following developments in Russia with a heightened sense of awareness. The same goes for non-aligned Sweden and Finland, which are trying to adapt to the emerging, and increasingly complex, security environment in Northern Europe.  相似文献

What were Russia’s objectives in Eastern Ukraine, and why was it seemingly unable to achieve a successful or decisive outcome? In contrast to Russia’s seizure of Crimea, the uprising in Eastern Ukraine was marked by disorganization and chaos. Using proxy and surrogate actors, along with military exercises and the injection of Russian troops, Russia sought to institutionalize a political entity inside Ukraine to influence its domestic politics. In this article, I analyze the mechanisms by which Russia attempted to implement, and later salvage, its strategy. The article contributes to clearer theoretical and practical understanding of limited force in coercive diplomacy, signaling, and a more rigorous treatment of the role and uses of proxy actors.  相似文献

If a declining state has incentives for preventive war, the rising state should have incentives to delay a confrontation until it is stronger. We develop the theoretical paradox and examine the July 1914 crisis. Why did Russia, rising relative to Germany, not adopt a buying-time strategy? We argue that although most Russian leaders hoped to avoid a confrontation, they feared that the failure to support Serbia would lead to a loss of Russian credibility and a significant setback to Russia’s position in the Balkans, one that could not easily be reversed, even with Russia’s expected increase in relative military power.  相似文献

The Soviet Union was able to develop a large military-industrial complex and become the world's second superpower despite deficiencies in its centrally planned economy because defence was given high priority status and special planning, rationing and administrative mechanisms were used to attain national security objectives. However, in the period 1976-85 the effectiveness of priority protection diminished and defence institutions experienced more of the problems typical of the shortage economic system. The heavy defence burden also created growing difficulties for the civilian economy. The attempts by the Gorbachev government to reform the defence sector and improve defence-economic relationships during perestroika (1985-91) uniformly failed. For most of the transition period, the Russian military-industrial complex has been adversely affected by its low priority status, cuts in defence spending, instability of the hybrid politico-economic system, and negative growth of the economy. The armed forces and defence industry have been reduced in size and their outputs of military services and equipment have fallen to low levels. Nevertheless, the Russian armed forces still have over one million troops, significant stocks of sophisticated conventional weapons, and a large nuclear arsenal. The government of President Putin has raised the priority of the defence sector, increased real defence spending, and adopted ambitious plans to revive Russian military power. It is likely, though, that tight resource constraints will hamper efforts to reform the armed forces and to upgrade weapons. By 2010 Russia will be an important, but not dominant, military power in Eurasia.  相似文献

The beginning of the twenty-first century has witnessed the emergence of balancing responses to the US hegemony, among which Russia’s foreign policies stand out as corresponding to what is understood as ‘hard balancing.’ Why is the United States being balanced against? This paper categorizes the existing theories of non-balancing into six conditions that together guarantee the absence of balancing and demonstrates that the current unipolar system can satisfy only one of them. This eases the systemic constraints and makes balancing possible. The paper then presents three cases of balancing with reference to President Putin’s foreign policy. It argues that even though in terms of relative military capabilities unipolarity still holds, the emergence of counter-hegemonic balancing is indicative of important changes in the nature of post-Cold War American domination.  相似文献

Russia holds the largest stocks of civilian highly enriched uranium (HEU) of any country, operating more than fifty research reactors, pulsed reactors, and critical assemblies using HEU, as well as nine HEU-fueled icebreakers. Russia's participation in international efforts to phase out civilian HEU is crucial if international HEU minimization efforts are to succeed. Individual Russian institutes and organizations participate in international programs to replace HEU with low-enriched uranium in Soviet-supplied research reactors, develop alternative fuels, and repatriate fresh and spent HEU fuel from third countries. However, an overarching national policy on HEU phase-out has yet to be adopted. There are many obstacles to obtaining such a commitment from Moscow. At the same time, the ongoing reform of the Russian nuclear industry and plans for expansion of domestic nuclear power generation and for increased nuclear exports create opportunities for securing such a commitment.  相似文献

Contemporary Russian military theory is dominated by three schools of thought: the ‘traditionalists’, the ‘modernists’ and the ‘revolutionaries’. On the role of technology in future warfare, the traditionalists argue for both high tech and massive forces at the same time. The modernists are ready to trade manpower for technology, whereas the revolutionaries give technology full priority. Both the traditionalists and the modernists believe Russia, because of the country's technological lag and limited resources, should respond asymmetrically to the Western technology challenge. The revolutionaries, on the other hand, maintain that Russia must respond in kind. If not, the country will no longer be able to defend its sovereignty. The currently ongoing radical reform of the Russian military is a partial victory for the modernists, but which model or mix of models that will dominate in the future is first of all dependent on the Russian military's purchasing power and the state of the domestic defence industry.  相似文献

Post-Cold War “lab-to-lab” collaborations on unclassified scientific issues between U.S. and Russian nuclear weapons laboratories set the stage for bilateral cooperation in materials control and other nuclear areas. They also became the major element in a cooperative process initiated by a Presidential Decision Directive to ensure Russia's compliance with the Comprehensive Nuclear-Test-Ban Treaty. These collaborations have always been highly favored by leaders of the Russian nuclear weapons complex—the same leaders who oversee Russia's participation in various government-to-government programs. This article reviews these collaborations and examines the possibility that U.S. rebuffs of Russian proposals and the U.S. failure to keep promises of expanded collaboration could contribute to Russia's reluctance in major programs and even lead to a return to nuclear testing by Russia. The author argues that a renewed U.S. commitment to the process should be an immediate goal of the Obama administration and is an essential step in re-engaging Russia to solve the nuclear problems remaining from the Cold War. High-level declarations in Moscow and Beijing on the steady progress in upgrading their strategic partnership depart increasingly far from the reality of shrinking economic ties and diverging political perspectives. In late 2014, the dynamic development of this partnership appeared to have the potential of becoming a major shift in the fluid security balance in the Asia-Pacific region; in late 2015, however, the concerned neighbours have more reasons to worry about the deformations in the development of Russia–China relations. President Vladimir Putin and President Xi Jinping are eager to demonstrate perfect personal rapport but their mutual trust is open to doubt and their views on priorities of domestic and international order are in fact strikingly dissimilar. The deep contraction of trade and the lack of interest from Chinese investors propels the Russian leadership towards increasing the emphasis on the security dimension of the partnership, and this makes Russia one of the key sources of instability in the Asia-Pacific region and a challenge to the East Asian peace. It is also entirely possible that the Russian challenge to the stability of the world system would result in strengthening of the key institutions of its governance, thus leaving the revisionist Russia in isolation.  相似文献

Recent events demonstrate the complex and adaptive approach employed by Russia to reassert influence in Europe. The changing face of Russia’s strategy commenced in 2007 when it launched a crippling cyber-attack against Estonia. This was followed by a large Russian conventional attack against Georgia in 2008, occupying two large areas of the nation. 2014 witnessed the Russian annexation of Crimea where in just a week, Russia seized control of Crimea “without firing a shot.” The annexation of Crimea was rapidly followed by a Russian inspired and led subversive war in eastern Ukraine. The common thread among these diverse Russian operations is its use of ambiguity to confound and confuse decision makers in the West.  相似文献

Following Russia’s annexation of Crimea and its initial actions in eastern Ukraine in 2014, the term hybrid warfare has received much public attention. Many have argued that the Russian actions we saw in Ukraine were part of a completely new strategy while others have suggested that there was nothing new in Russia’s actions. This article takes a critical look at these claims. Through the assessment of the history of the term hybrid warfare and a rigorous analysis of the so-called Gerasimov doctrine, this study finds that the Russian hybrid warfare strategy is rather a western myth than a formal comprehensive Russian strategic concept. Additionally, through the assessment of the Russian use of information operations and the way she has utilised the cyberspace in several recent conflicts, the study finds that against all claims Russia did not make these areas its main battlefield, but rather has been using them in support of its traditional concepts.  相似文献

In contrast with a widespread perception of Russia as an expansionist power in the Arctic, this article argues that Moscow does not seek military superiority in the region. Rather, Moscow's military strategies in the Arctic pursue three major goals: first, to demonstrate and ascertain Russia's sovereignty over its exclusive economic zone and continental shelf in the region; second, to protect its economic interests in the High North; and third, to demonstrate that Russia retains its great power status and still has world-class military capabilities. The Russian military modernization programs are quite modest and aim at upgrading the Russian armed forces in the High North rather than providing them with additional offensive capabilities or provoking a regional arms race. The Russian ambitions in the Arctic may be high, but they are not necessarily implying the intentions and proper capabilities to confront other regional players by military means. On the contrary, Moscow opts for soft rather than hard power strategy in the Arctic.  相似文献

This article examines Chinese and Russian foreign policy and military strategy from the theoretical standpoint of soft balancing. Analysis of their thinking indicates that both seek to offset US military superiority without engaging American power directly. To that end, Chinese and Russian strategists have adopted ‘soft’ or ‘normative’ power assets as strategic capabilities in their military and foreign policy. Alternative norms, such as the concept of ‘sovereign democracy’, allow China and Russia to deliberately ignore human rights issues in order to achieve diplomatic advantage with respect to the United States. The two powers have institutionalized these norms within the Shanghai Cooperation Organization, which they use to counterbalance US interests in Central Asia.  相似文献

Asia, where nuclear powers already interact (including North Korea), exerts a growing influence on the thinking and policy underlying Russia's current and future nuclear (and overall defense) posture. China's rise is forcing Russia into a greater reliance on strategic offensive weapons and tactical nuclear weapons. These in turn will reinforce its opposition to US missile defenses, not only in Europe but also in Asia. Russia must now entertain the possibility of nuclear use in regional conflicts that would otherwise remain purely conventional. It cannot be postulated blindly that nuclear weapons serve no discernible purpose other than to deter nuclear attacks by other nuclear powers. The strategic equation in Asia and in the Russian Far East convincingly demonstrates the falsity of this approach. Nuclear weapons will be the essential component of Russia's regional defense policy if not of its overall policies – and this also includes contingencies in Europe.  相似文献

One of the central debates in contemporary international relations scholarship concerns the issue of whether balancing has occurred in response to US-based unipolarity, and if it has, how this should be characterised. Existing research has seen analysts argue that major power responses to unipolarity can be placed in one of either three categories: an absence of balancing, soft balancing, and hard balancing. This article contributes to the scholarly literature by providing a case study of hard internal Russian balancing against the US’s development and deployment of Ballistic Missile Defense (BMD) systems during the Bush Administration (2001–08). Russian hard balancing against the US has involved: (1) fielding new strategic nuclear and conventional weapons equipped with BMD countermeasures, and, relatedly, (2) making changes in military doctrine. As a result, security dilemma dynamics are increasingly in evidence in US relations with Russia.  相似文献

Despite the burgeoning literature on Russia’s renewed power politics, little attention has been paid to the fact that US reactions towards Russia’s military interventions were all but coherent. The USA has chosen weak measures in Georgia in 2008 (shaming) compared to its assertive response in Ukraine in 2014 (sanctions, hard deterrence). This article assesses the explanatory power of neorealist, liberal and constructivist theories for the variation in US reactions towards Russian interventions in Georgia and Ukraine. Our argument is that the constructivist perspective explains the cases best as it highlights the power and communality of normative assessments. The Ukraine crisis was perceived by the USA as a violation of core international norms, especially the non-use of force and the principle of territorial integrity. Relevant international norm carriers shared this assessment of the conflict. In contrast, the perception of the Georgian war centred on the issue of democracy promotion. While democracy is an important aim of US foreign policy, it does not summon the same normative importance as general principles of international law. Furthermore, the perception of the Georgian war remained contested among Western allies, which decreased the communality of the normative assessment.  相似文献

Minimum deterrence is a compromise, or halfway house, between nuclear abolition or nearly zero and assured destruction, the dominant paradigm for strategic nuclear arms control during and after the cold war. Minimum deterrence as applied to the current relationship between the United States and Russia would require downsizing the numbers of operationally deployed long-range nuclear weapons to 1000, or fewer, on each side. More drastic bilateral Russian–American reductions would require the cooperation of other nuclear weapons states in making proportional reductions in their own arsenals. In addition, US plans for European-based and global missile defenses cause considerable angst in Russia and threaten to derail the Obama “reset” in Russian–American relations, despite the uncertainties about current and plausible future performances of missile defense technologies.  相似文献

Russia has sharply objected to US plans for ballistic missile defense. The Russian official explanation is that the real purpose of the US missile defense plan is to make it impossible for Russia to retaliate against a US nuclear (or massive conventional) attack, thus making Russia subject to military blackmail by the US. The end of the 1987 Intermediate-range Nuclear Forces (INF) Treaty has the potential to plunge Europe and NATO into deep crisis. Russia’s continued violation coupled with the Donald J. Trump administration’s desire to balance against Moscow and Beijing could force a new missile debate on Europeans. Even though Washington is trying to assuage its allies, the specter of another round of INF missile deployments to Europe is not unrealistic. Meanwhile, NATO’s European members face a dilemma. Some want NATO to resolutely push back against Russia. Others want to avoid a new deployment debate, at almost all costs. The Kremlin will use these cleavages to weaken NATO. If not carefully handled, NATO’s response to the Russian missile buildup could lead to domestic turmoil in a number of European states and render the alliance ineffective for a prolonged period. Europeans need to act now and voice their preferences in the military and diplomatic domains. A number of different military options are available, below the level of deploying new INF missiles in Europe. However, Europeans need to consider trade-offs regarding crisis and arms-race stability. At the same time, it will be up to European capitals to conceptualize a new arms-control framework for the post-INF world, one that takes into account today’s geopolitical realities and the entanglement of modern conventional and nuclear forces. Given the Trump administration’s loathing of arms control, concepts of mutual restraint may well have to wait for the next US administration. In any case, that should not stop Europeans from taking on more responsibility for their own security.  相似文献

The Caucasus has been a major flashpoint of contention between NATO and a resurgent Russia since the collapse of the Soviet Union. The rivalry saw the escalation of hostility in the region during the brief 2008 Russo-Georgian War where a NATO-backed Georgia challenged South Ossetia supported by the Russian military. In 2011, NATO officially recognised Georgia as a potential member, challenging Russia’s traditional sphere of influence in the Caucasus. Moscow says the Eastward expansion of NATO into the Baltics and to include Georgia as a member state is a method of containing a resurgent Russia. However, the former Soviet Republics of Ukraine, the Baltics and Georgia, maintain that Russia represents a threat to their sovereignty, as seen by the Russian support of the breakaway unrecognised Republics of South Ossetia and Abkhazia. A hostile rivalry between the Russian-backed Armenia and Azerbaijan, which is reliant upon NATO-member Turkey, intensifies the polarisation in the Caucasus.  相似文献
