The impact of defence expenditure on the economy has been widely studied through different types of models. However, the results from these studies have not reached definitive conclusions, and have left a gap in the analysis of the impact of defence R&D expenditure at the economy level. Defence R&D has specific characteristics, which lead to market failures: public good, high risk and uncertainty, national security. Also, defence R&D creates two types of externalities: negative (crowding-out), and positive (spin-off). Crowding-out is the major economic debate about defence R&D. This paper analyses the crowding-out hypothesis by applying three types of models for the UK case: supply, demand, and demand-supply models. From these three models the most reliable is chosen and applied to the individual cases of France, Germany, Japan and USA. The paper also reports the results for the pooled data of these five countries, and for four error component models. The results from estimating such models shed light on the defence R&D crowding-out hypothesis.  相似文献

This article studies a min‐max path cover problem, which is to determine a set of paths for k capacitated vehicles to service all the customers in a given weighted graph so that the largest path cost is minimized. The problem has wide applications in vehicle routing, especially when the minimization of the latest service completion time is a critical performance measure. We have analyzed four typical variants of this problem, where the vehicles have either unlimited or limited capacities, and they start from either a given depot or any depot of a given depot set. We have developed approximation algorithms for these four variants, which achieve approximation ratios of max{3 ‐ 2/k,2}, 5, max{5 ‐ 2/k,4}, and 7, respectively. We have also analyzed the approximation hardness of these variants by showing that, unless P = NP , it is impossible for them to achieve approximation ratios less than 4/3, 3/2, 3/2, and 2, respectively. It is commonly assumed in the foreign policy literature that narratives are uniquely persuasive and thus integral to obtaining public support for war. Yet, empirical research on “strategic narrative” is often vague on both the concept of narrative and how it persuades. Moreover, the stories publics use to interpret war are rarely examined. This paper offers a novel approach to studying “from the ground up” the war stories of individual British citizens. It examines public interpretations of war through emplotment: the way people select and link events to create a coherent story. Examining the wars people include and those they silence, it illustrates how a diverse range of citizens morally evaluates Britain’s military role, be it as a Force for Good, a Force for Ill or a country Learning from its Mistakes. In doing so, the paper offers an alternative methodological approach to studying how individual citizens understand war.  相似文献

Defence economics uses the tools of economics to study the defence sector and its domestic and international implications. Simple models require careful application in defence economics, since indirect effects may have counterintuitive impacts. For example, while certain arms races can lead to the outbreak of war, others may have the counterintuitive effect of discouraging the outbreak of war owing to mutual deterrence.

The world is now multipolar rather than bipolar, analogous to an oligopoly situation. This multipolar world can be analyzed by a qualitative characteristic function, where the formation of a potential coalition allows study of the shift from conflict to cooperation in international relations. Some new issues to be considered in this framework include accidental nuclear war, potential arms races and conflicts in the third world, and the proliferation of chemical weapons and missiles.  相似文献

Defence offsets have often been described as government‐to‐business compensation arrangements or contracts involving “reciprocity beyond that associated with normal market exchange”. This paper argues that it is irrelevant and misleading to use this notion as a criterion for defining offsets.

The paper also explores the apparent inconsistency between the maximising efficiency in defence procurement and the application of offsets requirements. It is shown that defence offsets are a subset of all the price‐quality‐quantity trade‐offs which in general characterise negotiations surrounding complex transactions.

It is argued that although reciprocal or offsetting arrangements are a normal aspect of commercial transacting, the operation of certain offsets schemes namely mandatory offsets obligations, may inhibit the buyer's flexibility in negotiating deals and result in inefficient procurement. This leads us to ask why these offsets schemes have persisted for so long.  相似文献

Let , where A (t)/t is nondecreasing in t, {P(k)1/k} is nonincreasing. It is known that H(t) = 1 — H (t) is an increasing failure rate on the average (IFRA) distribution. A proof based on the IFRA closure theorem is given. H(t) is the distribution of life for systems undergoing shocks occurring according to a Poisson process where P (k) is the probability that the system survives k shocks. The proof given herein shows there is an underlying connection between such models and monotone systems of independent components that explains the IFRA life distribution occurring in both models.  相似文献

ABSTRACT

The uncritical layering of western liberal defence governance norms and concepts on top of existing legacy concepts has impeded achieving coherent military capabilities and capacities when Serbia’s political and military leadership tried to reform the defence system using Western benchmarking principles and Western countries’ best practices. The process of this change has been more valuable than its actual output, as defined by increased capabilities. Such outcomes should be reflective of policy guidance, and can be thought of as closing the trinity loop of a defence planning system: plans, money and execution. This article addresses two key functional areas of the Serbian defence institution. First, it assesses the current state of defence planning to discern its strengths and weaknesses to ascertain if plans are tied to financial decision-making. Second, a full examination of current Serbian defence management is conducted to discern whether weaknesses exist that distract from producing operational capabilities. Both areas are analyzed thoroughly and some solutions for change are proposed. Also, the article analyzes the appearance of two negative phenomena in the planning process – economization and managerialism.  相似文献

The purpose of this paper is to examine the role of military expenditures in affecting the pattern of Arab industrial development. In doing so, it attempts to determine whether military expenditures have stimulated increased levels of industrial output, or whether, through diverting resources away from industrial activity, they have depressed the expansion of the region's industrial diversification.

By the use of factor and regression analysis, the main finding of the study is that defence expenditures in the Arab world have been somewhat neutral in impacting on industrial output. In contrast, the study found that non‐defence expenditures have tended to retard the region's industrial diversification efforts.

These findings suggest that analysis of the relative skill intensities of civilian and defence expenditures might be a fruitful area for further research into the process of Arab industrialization.  相似文献

Defence offsets are elements of defence procurement deals additional to the primary content. Offsets are usually expected to yield technological or industrial benefits to the purchasing country (e.g. countertrade, technology transfers, or additional jobs) and military buyers often require suppliers to make offsets available “cost-free.” The authors argued previously that such strategies achieve little of value to buyers that lack market power and are unnecessary otherwise, since purchasers with the market power to extract more value for money from foreign suppliers can do so anyway. This article also focuses on the supply side of offset deals. The USA is the world's largest defence offsets supplier but the US government opposes offsets demands as economically inefficient and trade distorting. Even if offsets are inefficient and trade distorting, they may still benefit a materiel-exporting country such as the USA as they may induce exports and create associated benefits for the offsets provider.  相似文献

In this article, an optimal replacement policy for a cold standby repairable system consisting of two dissimilar components with repair priority is studied. Assume that both Components 1 and 2, after repair, are not as good as new, and the main component (Component 1) has repair priority. Both the sequence of working times and that of the components'repair times are generated by geometric processes. We consider a bivariate replacement policy (T,N) in which the system is replaced when either cumulative working time of Component 1 reaches T, or the number of failures of Component 1 reaches N, whichever occurs first. The problem is to determine the optimal replacement policy (T,N)* such that the long run average loss per unit time (or simply the average loss rate) of the system is minimized. An explicit expression of this rate is derived, and then optimal policy (T,N)* can be numerically determined through a two‐dimensional‐search procedure. A numerical example is given to illustrate the model's applicability and procedure, and to illustrate some properties of the optimal solution. We also show that if replacements are made solely on the basis of the number of failures N, or solely on the basis of the cumulative working time T, the former class of policies performs better than the latter, albeit only under some mild conditions. © 2010 Wiley Periodicals, Inc. ABSTRACT

The recent rise in the defence budgets among the NATO members reawakens the free-riding dilemma. This article provides an analysis of the defence spending of two new member states, the Czech Republic and Lithuania. Based on the free-riding theory, we explain why some of the new NATO members decide to increase their defence budgets (Lithuania), and others do not (Czech Republic). In contrast to the majority of works which focus either on the US as the biggest spender or on the “old” members of the Alliance, we explain under what circumstances some of the small European states who became new NATO members started to increase their defence budgets even though they do not have to, and the literature suggests that free-riding is easier. In the process, we identify three crucial factors that in?uence the decision-making process in this regard: the level of threat perception, economic situation, and the US pressure.  相似文献

A 2‐dimensional rectangular k‐within‐consecutive‐(r, s)‐out‐of‐(m, n):F system consists of m × n components, and fails if and only if k or more components fail in an r × s submatrix. This system can be treated as a reliability model for TFT liquid crystal displays, wireless communication networks, etc. Although an effective method has been developed for evaluating the exact system reliability of small or medium‐sized systems, that method needs extremely high computing time and memory capacity when applied to larger systems. Therefore, developing upper and lower bounds and accurate approximations for system reliability is useful for large systems. In this paper, first, we propose new upper and lower bounds for the reliability of a 2‐dimensional rectangular k‐within‐consecutive‐(r, s)‐out‐of‐(m, n):F system. Secondly, we propose two limit theorems for that system. With these theorems we can obtain accurate approximations for system reliabilities when the system is large and component reliabilities are close to one. © 2005 Wiley Periodicals, Inc. The South African Defence Review 2014 is the country's new defence policy. The Review, which is expected to steer South African defence policymaking for the next few decades, discusses in detail the role of the South African National Defence Force (SANDF) in peace missions in Africa and proposes the direct involvement of the country's soldiers in both military and civilian tasks, from peacekeeping to humanitarian assistance, post-conflict reconstruction and development. This paper contains a critical review of the Review with regard to South Africa's envisaged contribution to regional and continental peace and stability. It is argued that humanitarian assistance and post-conflict reconstruction should not be securitised and that the SANDF should only be tasked with peacekeeping and the establishment of stability and security in fragile in-conflict and post-conflict settings. The humanitarian work should be left to humanitarian and aid agencies, while reconstruction and development should be left to organisations such as the New Partnership for Africa's Development, continental and international development organisations, and local actors.  相似文献

Consider a single-server exponential queueing loss system in which the arrival and service rates alternate between the paris (γ1, γ1), and (γ2, μ2), spending an exponential amount of time with rate i in (γi, μi), i = 1.2. It is shown that if all arrivals finding the server busy are lost, then the percentage of arrivals lost is a decreasing function of c. This is in line with a general conjecture of Ross to the effect that the “more nonstationary” a Poisson arrival process is, the greater the average customer delay (in infinite capacity models) or the greater the precentage of lost customers (in finite capacity models). Inspection models deal with operating systems whose stochastic failure is detected by observations carried out intermittently. The current communication deals with systems in which N + 1 levels of quality can be diagnosed. Optimal policies leading to minimal loss are developed, while the system's distribution is represented by an (N + 1)-state semi-markov process. Based on previous studies of the authors, relative efficiencies of the proposed checking policies are ascertained, by comparison with the loss sustained if discrimination of quality by intermediate levels is disregarded and by viewing the system as one which is either good or failed. Various models are treated where checking, truncated checking, and monitoring policies optimize loss per cycle, per unit of time and per unit of good time. Numerical examples are given.  相似文献

Applications to estimation of the reliability p from stress-strength relationships are considered where a component is subject to several stresses X1, X2, …, XN whereas its strength, Y, is a single random variable. Similarly, the reliability q is of interest where a component is made of several parts all with their individual strengths Y1, Y2 …, YN and a single stress X is applied to the component. When the X's and Y's are independent and normal, maximum likelihood estimates of p and q have been obtained. For the case N = 2 and in some special cases, minimum variance unbiased estimates have been given. When the Y's are all exponential and the X is normal with known variance, but unknown mean (or uniform between 0 and θ, θ being unknown) the minimum variance unbiased estimate of q is established in this paper.  相似文献

Multiechelon repairable-item provisioning systems are considered under a time-varying environment. Such conditions could arise, for example, in a military context where a shift from peacetime operation to wartime operation takes place; or, in a civilian setting where a public transit system decides to increase its hours of operation or frequency of service. Exact Markovian models, incorporating a finite population of repairable components and limited repair capacity (nonample service), are treated, with transient solutions obtained using the randomization technique. The exact models are compared with the approximate Dyna-METRIC model which assumes an infinite population of components and ample repair capacity.  相似文献
