Using strategic culture to understand participation in expeditionary operations: Australia,Poland, and the coalition against the Islamic State

This article investigates how strategic culture influenced the decision-making of Australia and Poland regarding the global coalition against the Islamic State. In the coalition, Australia has followed its tradition of active participation in United States-led operations, while Poland has embarked on a more cautious line, thereby breaking with its previous policy of active participation. The article examines how Australian and Polish responses to the coalition were shaped by five cultural elements: dominant threat perception, core task of the armed forces, strategic partners, experiences of participating in coalitions of the willing, and approach to the international legality of expeditionary operations. It finds that Australia and Poland differed on all five elements but that the major differences are found in dominant threat perception and core task of the armed forces.

The effect of catastrophes on the strategic customer behavior in queueing systems

We consider the single server Markovian queue subject to Poisson generated catastrophes. Whenever a catastrophe occurs, all customers are forced to abandon the system, the server is rendered inoperative and an exponential repair time is set on. During the repair time new arrivals are allowed to join the system. We assume that the arriving customers decide whether to join the system or balk, based on a natural linear reward‐cost structure with two types of rewards: A (usual) service reward for those customers that receive service and a (compensation) failure reward for those customers that are forced to abandon the system due to a catastrophe. We study the strategic behavior of the customers regarding balking and derive the corresponding (Nash) equilibrium strategies for the observable and unobservable cases. We show that both types of strategic behavior may be optimal: to avoid the crowd or to follow it. The crucial factor that determines the type of customer behavior is the relative value of the service reward to the failure compensation. © 2013 Wiley Periodicals, Inc. Making defense planning meaningful: the evolution of strategic guidance in the Hungarian Ministry of Defense

Hungary, a former communist state, adapted a Western-style defense planning system during the 1990s and 2000s. Although on the surface the elements of this planning system were similar to the planning programming budgeting system (PPBS) developed by the US Department of Defense, strategic guidance for defense planning has not been properly developed until recently. Thus, albeit PPBS-based defense plans were developed in the Hungarian Ministry of Defense (Hungarian MoD) regularly, they lacked both an expression of clear priorities and strategic focus. This article delineates the evolution of strategic guidance in the Hungarian MoD concentrating on current developments, and introduces the newly elaborated analytical concepts and tools, which helped to create needed strategic guidance in Hungary.
