NUCLEAR ISLANDS     
Current International Atomic Energy Agency safeguards do not provide adequate protection against the diversion to military use of materials or technology from certain types of sensitive nuclear fuel cycle facilities. In view of highly enriched uranium's relatively greater ease of use as a nuclear explosive material than plutonium and the significant diseconomies of commercial spent fuel reprocessing, this article focuses on the need for improved international controls over uranium enrichment facilities as the proximate justification for creation of an International Nuclear Fuel Cycle Association (INFCA). In principle, the proposal is equally applicable to alleviating the proliferation concerns provoked by nuclear fuel reprocessing plants and other sensitive nuclear fuel cycle facilities. The INFCA would provide significantly increased nonproliferation assurance to its member states and the wider international community by holding long-term leasehold contracts to operate secure restricted zones containing such sensitive nuclear facilities.  相似文献

The Middle East is a crucial region for the global nonproliferation regime. In 2010, the state parties to the Treaty on the Non-Proliferation of Nuclear Weapons proposed a conference on a Middle East Weapons of Mass Destruction-Free Zone. The nuclear weapon-free zone model, on which this idea builds, has achieved important results in other regions, but faces especially stark challenges in the Middle East. However, the attempt to apply the boldly imaginative zone approach to the Middle East holds promise for building a more inclusive dialogue on nonproliferation and regional security.  相似文献

The period from December 1940 through to the spring of 1941 saw the British Army win a series of rapid and decisive victories over Italian and Vichy French forces in North and East Africa and the Middle East. A key feature of these operations was the extensive British use of fast-moving all-arms mobile formations utilising superior speed and mobility to out-manoeuvre considerably larger Italian formations. A number of reasons have been given for the British Army adopting this mode of warfare, but the paper contends that the best explanation is that they were an organic evolution from methods used by the British Army in ‘small wars’ throughout the early twentieth century, use of mobile ‘frontier columns’ at the operational and tactical level of war being described and recommended by Callwell himself and visible with the Army in practice in operations in India and the Middle East in particular. The inter-war period saw the combination of this model of warfare with post-First World War military technology, notably tanks, close air support and coordination by wireless. Colonial operations in this period also saw some utilisation of what would later be identified as ‘Special Forces’ – also used extensively in the Desert War – the most obvious example being Captain Orde Wingate's Special Night Squads in Palestine in 1938.  相似文献

In the past, Germany reprocessed a significant amount of its spent nuclear fuel, partly on its own territory but mostly as a customer of British and French reprocessing plants. In mid-2005, Germany stopped this practice, banning new transports of spent fuel for reprocessing—although the already-exported material would be allowed to be reprocessed and recycled in German reactors as mixed-oxide (MOX) fuel. In total, about 6,500 tonnes of heavy metal have been contracted for reprocessing, but a significant portion of this material has neither been reprocessed nor recycled as MOX fuel in German reactors. Due to the complex import-export history and the partly nontransparent information policy of the German government and utilities, a comprehensive and up-to-date plutonium balance for Germany is not publicly available. This report provides an assessment of Germany's plutonium inventory (stored domestically or abroad) based on open-source information. Special attention is paid to the issue of whether the entire inventory of separated plutonium can be completely irradiated in German nuclear reactors before the last of them are shut down in 2022. The authors conclude that Germany's stock of plutonium waiting to be recycled was about 12.2 tonnes as of 2010; this plutonium should be completely re-imported from the United Kingdom and France by 2017. Germany's MOX-consumption capacities should be sufficient to irradiate the remaining plutonium, although further delays are expected that could leave Germany with an inventory of separated (unirradiated) plutonium.  相似文献

Some scholars counter-intuitively argue that the proliferation of nuclear weapons increases international security by substantially reducing the chances for inter-state armed conflict. This school of thought draws heavily on the history of the American-Soviet Cold War rivalry to inform its analysis. The security dilemmas in the contemporary Middle East and South Asia where numerous states have or want nuclear weapons, however, are profoundly different than the competition between the United States and the Soviet Union. States in the Middle East and South Asia today may see nuclear weapons as usable instruments of warfare in contrast to conventional wisdom in the West that views them as weapons of deterrence and last resort. As common sense would have it, American and Allied policy designed to stem the proliferation of nuclear weapons is prudent. American diplomatic intervention, moreover, in regional crises as a third party may be needed in the future in the Middle East and South Asia to lessen the risks of nuclear warfare. Nevertheless, American policy-makers are likely in the future to find themselves facing a nuclear-armed nation-state-or soon to be nuclear weapons-capable state-in a crisis and will have to grapple with the risks of pre-emptive or preventive military action.  相似文献

The United States faces a series of strategic and policy conundrums as it attempts to promote strategic stability in the Persian Gulf and the wider Middle East. This article examines the relationship between a reduced US nuclear arsenal and strategic stability in the Persian Gulf and the Middle East. It argues that a series of interrelated political and military factors play a much more significant role in regional security and stability than the US strategic arsenal, which has never, with a few extraordinary exceptions, played a direct role in maintaining regional security. The United States has constructed a system of regional stability based on conventional deterrence and defense that has seen it forward base forces at various installations in the region in combination with efforts to arm, train, and equip host-nation militaries. Nuclear weapons have never played a prominent role in this regional system. Evidence presented in this article suggests that there is no compelling reason for the United States to abandon and/or modify the defensive system of conventional deterrence and defense by adding nuclear-backed guarantees to the mix.  相似文献

This article contributes yet another perspective to the Suez War – the strategic and military planning carried out since the end of the Second World War by the Western Allies for the contingency of a new world conflict against the Soviet bloc. The Middle East was of vital strategic significance. Colonel Nasser's announcement of the Czech arms deal in September 1955 triggered the countdown to a new war in the region. London and Washington urgently drew up contingency plans for intervention, both with economic sanctions and armed force. Joint staff talks were held in Washington from March to August 1956. They were halted just two months before the United Kingdom decided to collude with France and Israel to attack Egypt.  相似文献

The Nonproliferation Review (NPR) recently interviewed Ambassador Sergio de Queiroz Duarte of Brazil, who presided over the 2005 Seventh Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). Ambassador Duarte discussed his views on the outcome of the conference and the future of the treaty. He provided NPR with valuable insights into the outcome of the conference and also shared his thoughts on some of the most pressing issues confronting the NPT today, including the Middle East, nuclear terrorism, elimination of the threat of highly enriched uranium in the civilian nuclear sector, proposals to limit access to the nuclear fuel cycle, nuclear disarmament, and negative security assurances. Blaming the failed conference on a general lack of political commitment among states parties and their unwillingness to negotiate common solutions, Ambassador Duarte stressed that “the conference should face squarely its own failure without my attempting to disguise or sugarcoat the deep differences of view, which must be resolved with courage and determination by the states parties if they want the treaty to remain effective.”?He emphasized that if states fail to act on their overriding interest in upholding the NPT, especially if states parties continue to ignore or disregard their nonproliferation and nuclear disarmament obligations, some states might come to believe that their security interests are no longer served by the treaty. As many states in the Middle East are considering whether to embark on nuclear power programs, there is an urgent need to develop confidence-building measures to reassure states in the region that the programs are peaceful. One possible path would be to consider multilateral approaches to the fuel cycle in order to foster nuclear cooperation between states in the region, instead of each state going it alone, which would likely increase suspicions and the risk of a cascade of nuclear proliferation. With its policy of “zero problems with neighbors,” strategic connection to the West, and long-standing experience in the nuclear field, Turkey would be well-placed to take the lead on such a nuclear confidence-building agenda. Over time and under the right political conditions, Turkey could initiate or participate in measures including cooperation on nuclear education, safety and security, research and development, and joint fuel cycle facilities such as a regional fuel fabrication center.  相似文献

We present neutrino-based options for verifying that the nuclear reactors at North Korea’s Yongbyon Nuclear Research Center are no longer operating or that they are operating in an agreed manner, precluding weapons production. Neutrino detectors may be a mutually agreeable complement to traditional verification protocols because they do not require access inside reactor buildings, could be installed collaboratively, and provide persistent and specific observations. At Yongbyon, neutrino detectors could passively verify reactor shutdowns or monitor power levels and plutonium contents, all from outside the reactor buildings. The monitoring options presented here build on recent successes in basic particle physics. Following a dedicated design study, these tools could be deployed in as little as one year at a reasonable cost. In North Korea, cooperative deployment of neutrino detectors could help redirect a limited number of scientists and engineers from military applications to peaceful technical work in an international community. Opportunities for scientific collaboration with South Korea are especially strong. We encourage policymakers to consider collaborative neutrino projects within a broader program of action toward stability and security on the Korean Peninsula.  相似文献

Nonproliferation policies to prevent biological and chemical weapons use are important, but insufficient, particularly in view of the rise of global terrorism. Given the history of developing and using these weapons, it is crucial that governments properly prepare for biological and chemical threats, whether naturally occurring or man-made, such as by developing and managing effective healthcare infrastructure to mitigate widespread illness and injuries resulting from pandemics or terrorist attacks. Although the Middle East is one of the most sensitive and complex areas in the world—especially regarding regional arms control efforts and prevention—coordinating preparedness strategies among states in the region may be possible. Cooperatively addressing biological and chemical threats could lead to constructive progress towards the otherwise elusive goal of establishing a weapons of mass destruction-free zone in the Middle East.  相似文献

African states' attendance at and participation in the preparations for the 2015 Review Conference of the Parties to the Treaty on the Non-proliferation of Nuclear Weapons (NPT) has produced mixed results, with the continent acting as both agent and bystander in respect of certain issues. African agency is evident in, for example, its position as a member of groupings on Iran's nuclear weapons programme and the Middle East Nuclear Weapons Free Zone. Less agency is evident in states' individual actions. This underscores the importance of African states' preference for multilateralism. However, African agency is also less evident in African multilateral efforts at the NPT preparatory meetings. The impact of these developments on the 2015 NPT Review Conference is too soon to tell but may bode ill for African agency.  相似文献

This article evaluates the performance of the Special Air Service (SAS) during secret cross-border raids conducted as part of Britain’s undeclared war against Indonesia from 1963–1966. The analysis reviews the existing debate on the SAS’ performance during this campaign; it looks more closely at how military effectiveness might be defined; and it then examines, using the SAS’ own operations reports, the nature of their activities and their success or failure. This article concludes that critics of the SAS’ effectiveness during Confrontation are right; but for the wrong reasons. SAS operations did indeed have less effect than orthodox accounts would have it. But the reasons for this lay not in their misuse but in the exigencies of British strategy. This article demonstrates an enduring truth – no matter how ‘special’ a military force might be, tactical excellence cannot compensate reliably for problems in strategy.  相似文献

With the exception of Iran, no Middle Eastern state has an operating nuclear power reactor. Several states, including the United Arab Emirates, Saudi Arabia, Qatar, Kuwait, Israel, Syria, Jordan, Turkey, and Egypt are considering constructing such reactors; some have even taken steps towards commencing nuclear power projects. There exist, however, considerable economic, technical, safety, and security challenges to achieving these goals, many of which are acute in the Middle East region. Regional and international cooperation on nuclear technology could not only help regional states meet their energy objectives, but it could also help to build trust among states as a basic step towards a future Middle East Weapons of Mass Destruction-Free Zone.  相似文献

Targeted killings have become a central tactic in the United States' campaigns against militant and terrorist groups in the Middle East, Asia, and Africa. Both ‘demand’ and ‘supply’ factors explain the rise of targeted killings. Demand for targeted killings increased as the United States faced new threats from militant groups that could not be effectively countered with conventional military force. Concerns about the political consequences of long-term military involvement overseas and American casualties led political leaders to supply more targeted killings. The conclusion discusses how this tactic may have unintended consequences as other states follow the United States use of targeted killings.  相似文献

The Ground-based Midcourse Defense system is intended to protect the US homeland against limited attacks from intermediate- and long-range ballistic missiles. It has succeeded in intercepting target missiles and can engage a threat launched from North Korea or the Middle East, targeting any point in the USA. Nevertheless, high-profile struggles and program changes related to homeland ballistic missile defense (BMD) continue to make headlines. The most significant struggle has been a string of three straight intercept test failures over five years, followed by the recent successful intercept test in June 2014. This article first briefly reviews the current threats of concern. It then examines homeland BMD policy objectives, followed by the current major technical issues in supporting these objectives and, then, the likelihood of negating a warhead. Finally, it highlights major considerations that should be part of the trajectory the US government takes moving forward.  相似文献

Islamist extremism as an ideology has seemingly spread in influence in the past few years. The violent Islamist threat may have a singular religious dogma, but that does not mean that it will interact in the same fashion within the various cultures it infests. The Sub-Saharan region is one general context where Islamist extremism is both vividly active and misunderstood. Africa's reaction to: Arabization; the adjustment to post-colonial rule; the perception of secular government institutions; the extent of cultural and religious pluralism; and the local character of Muslim leadership and institutions are all very different from that of the Middle East. Scores of terrorism analysts and even Arab populations only too familiar with the Middle East context superimpose Middle East threats over the Sub-Saharan African cultural landscape. Instead of generalizing the Islamist threats, it might be better to ask why it is that violent Islamist groups have traditionally been challenged to expand their influence in Muslim Sub-Saharan Africa. The underestimated Islamist is using ignorance to its advantage, recruiting through channels unnoticed by its Arab counterparts while creatively catering its message by region.  相似文献

France still sees its nuclear arsenal as essential both as insurance against future major risks and as support for an independent foreign policy. There is a wide consensus in the country to maintain a nuclear deterrent, both among political parties and the general public. A modernization program is under way that will ensure the continued efficacy of the French nuclear force well into the 2030s, and France has adopted a fairly restrictive interpretation of its disarmament commitments under the Treaty on the Non-Proliferation of Nuclear Weapons. This suggests that the likeliest future direction of France's nuclear policy is conservatism. However, other scenarios remain possible, especially in the domain of transatlantic and/or European cooperation.  相似文献

Nuclear weapon states historically have attached great secrecy to their nuclear weapon and fissile material production programs and stockpiles, despite warnings that this would fuel fears, handicap informed debate and decision making, and drive arms races. As evidenced by the “Action Plan on Nuclear Disarmament” agreed upon at the 2010 Treaty on the Non-Proliferation of Nuclear Weapons (NPT) Review Conference, however, the international community now sees greater transparency about nuclear weapon and fissile material stocks as necessary for enabling and monitoring progress toward nuclear disarmament. To support this effort, the International Panel on Fissile Materials has proposed a step-by-step program for weapon states to declare their inventories, production histories, and disposition of nuclear warheads and fissile materials, and to set up joint projects to develop methods for verifying these declarations. This openness initiative is described here, and could be adopted at the 2015 NPT Review Conference, laying a basis for negotiating verifiable deep reductions in nuclear arsenals and their eventual elimination.  相似文献
