Famous cultural monuments are often regarded as unique icons, making them an attractive target for terrorists. Despite huge military and police outlays, terrorist attacks on important monuments can hardly be avoided. We argue that an effective strategy to discourage terrorist attacks on iconic monuments is for a government to show a firm commitment to swift reconstruction. Using a simple game‐theoretic model, we demonstrate how a credible claim to rebuild any destroyed cultural monument discourages terrorist attacks by altering the terrorists' expectations and by increasing the government's reputation costs if they fail to rebuild. 相似文献

This article argues that the dominant paradigm in studies of British small wars positing a central role of minimum force in doctrinal guidelines for counterinsurgency needs to be even more fundamentally revised than has been argued in recent debates. More specifically, it argues that minimum force is nowhere to be found in British doctrine during the small wars of decolonisation. The need for revision also applies to the way British counterinsurgency is usually sharply contrasted with French counterinsurgency. British doctrine during this period is better understood when placed in its proper historical context. This means comparing it with the other two most significant examples of doctrinal development for small wars of decolonisation – those of France and Portugal. This comparison shows that British counterinsurgency was not uniquely population-centric, and this characteristic cannot, therefore, be the reason for its arguably superior if far from infallible performance. Evidence for these arguments comes primarily from doctrinal sources developed specifically to deal with counterinsurgency, complemented with insights from key military thinkers and archival sources of relevance practices. Some wider implications of this analysis for the relationship between combat experience and doctrinal development as well as for counterinsurgency are identified. 相似文献

France still sees its nuclear arsenal as essential both as insurance against future major risks and as support for an independent foreign policy. There is a wide consensus in the country to maintain a nuclear deterrent, both among political parties and the general public. A modernization program is under way that will ensure the continued efficacy of the French nuclear force well into the 2030s, and France has adopted a fairly restrictive interpretation of its disarmament commitments under the Treaty on the Non-Proliferation of Nuclear Weapons. This suggests that the likeliest future direction of France's nuclear policy is conservatism. However, other scenarios remain possible, especially in the domain of transatlantic and/or European cooperation. 相似文献

Deterrence has been a crucial element in fighting terrorism, both in actual politics and rational choice analyses of terrorism. But there are superior strategies to deterrence. One is to make terrorist attacks less attractive. Another to raise the opportunity cost - rather than the material cost - to terrorists. These alternative strategies effectively dissuade potential terrorists. The strategies suggested here build on the "benevolence" system and tend to produce a positive sum game among the interacting parties. In contrast, the deterrence system is based on "threats" and tends to produce a negative sum game interaction. 相似文献
