Because it is a producer and supplier of high-tech dual-use goods as well as a major transit point for WMD-related and military items, Taiwan represents an important case study of national export control systems. Taiwan is not an official member of the major multilateral export control regimes, yet it remains committed to nonproliferation goals. The article explores the strategic trade controls of Taiwan within the context of its nonproliferation policies and commitments. The author discusses the strong and weak aspects of Taiwan's strategic trade controls by looking in detail at key components of the country's export-import control system: legal basis, licensing system, enforcement and compliance mechanism, government-industry outreach, and adherence to nonproliferation treaties and multilateral export control regimes.  相似文献

Abstract

What makes some states more militarily powerful than others? A growing body of research suggests that certain ‘non-material’ factors significantly affect a country's ability to translate resources into fighting power. In particular, recent studies claim that democracy, Western culture, high levels of human capital, and amicable civil-military relations enhance military effectiveness. If these studies are correct, then military power is not solely or even primarily determined by material resources, and a large chunk of international relations scholarship has been based on a flawed metric. The major finding of this article, however, suggests that this is not the case. In hundreds of battles between 1898 and 1987, the more economically developed side consistently outfought the poorer side on a soldier-for-soldier basis. This is not surprising. What is surprising is that many of the non-material factors posited to affect military capability seem to be irrelevant: when economic development is taken into account, culture and human capital become insignificant and democracy actually seems to degrade warfighting capability. In short, the conventional military dominance of Western democracies stems from superior economic development, not societal pathologies or political institutions. Therefore, a conception of military power that takes into account both the quantity of a state's resources and its level of economic development provides a sound basis for defense planning and international relations scholarship.  相似文献

This article examines Poland's national potential and its international position within the European Union (EU) with respect to security issues. It presents research results based on a comparison of Poland's national potential as it relates to other EU countries, which is useful when evaluating Poland's power within the EU. The article also evaluates Poland's crisis potential, i.e. it identifies those factors that may potentially be treated as threats to national and regional security. Finally, it enables the identification of challenges to Poland's security in the second decade of the twenty-first century. The research is conducted according to a multidimensional comparative analysis, which is perceived by the author as the best available to measure a country's power despite its weaknesses.  相似文献

This paper employs both linear and non‐linear models to investigate the relationship between national defense spending and economic growth for Taiwan and China. Using data from 1953–2000 on defense spending, GDP, import, export and capital, we find that China's defense spending leads that of Taiwan. There exists the phenomenon of an arms race between both countries when official Chinese data are used. On the one hand, feedback relations prevail between economic growth and defense spending growth in Taiwan. On the other hand, China's national defense is found to lead economic growth.  相似文献

In 2003, Libyan leader Muammar Qaddafi agreed to eliminate his country's weapons of mass destruction (WMD) programs and long-range Scud missiles under strict verification by U.S. and British experts and international inspectors. This article examines the negotiation and implementation of Libya's WMD rollback, with a primary focus on its chemical weapons program, and draws some lessons for the future. Although the Libyan case was unique in many ways, some aspects have relevance for other countries, including the critical role played by multilateral nonproliferation organizations, the utility of economic sanctions and export controls, the importance of a flexible U.S. disarmament funding mechanism, the value of rotating technical assistance teams in and out of the country that is disarming, and the desirability of remaining politically engaged with a former proliferator after rollback is complete.  相似文献

Comments that Donald Trump made while campaigning to be U.S. president have raised concerns that his administration will pull back from U.S. alliance commitments and encourage countries such as Japan and South Korea to acquire nuclear arms. The new article by Frühling and O’Neil outlines an institutional framework that can be helpful in assessing the risks that Trump administration policies will lead to nuclear proliferation. An institutional perspective shows that important elements of U.S. security assurances will continue to function, and this reduces the chances that President Trump’s actions or statements will trigger proliferation by U.S. allies. The greatest risk to global non-proliferation efforts posed by a Trump administration in fact lies elsewhere, in the possibility that President Trump will seek to abrogate the Iran nuclear deal.  相似文献

For many years, non-nuclear weapons states have sought binding commitments from nuclear armed states that they would not be the victim of either the threat or use of nuclear weapons—so-called negative security assurances (NSAs). The nuclear weapon states have traditionally resisted granting such unconditional NSAs. Recent U.S. efforts to use nuclear deterrence against the acquisition and use by other states of chemical, biological and radiological weapons, however, have further exacerbated this divide. This article analyzes the historical development of NSAs and contrasts U.S. commitments not to use nuclear weapons with the empirical realities of current U.S. nuclear weapons employment doctrines. The authors conclude that NSAs are most likely to be issued as unilateral declarations and that such pledges are the worst possible manner in which to handle the issue of security assurance.  相似文献

In January 2004 U.S. President George W. Bush and Indian Prime Minister Atal Behari Vajpayee announced the Next Steps in Strategic Partnership (NSSP), a bilateral initiative to expand cooperation in the areas of civilian space activities, civilian nuclear programs, and high-technology trade and to expand discussions on missile defense. Today, India and the United States view the NSSP initiative as a tool to transfer high-technology items to India without compromising U.S. nonproliferation goals. The success of this proposal depends on U.S. efforts to modify its nonproliferation regulations and India's efforts to implement stringent regulations to control the flow of sensitive technologies within its borders. This report examines the Indo-U.S. NSSP initiative and associated agreements, discusses the set of reciprocal steps agreed upon by India and the United States, reviews the extent of technology transfer permissible under existing U.S. nonproliferation regulations, and presents some preliminary conclusions on the NSSP agreement.  相似文献

Claims that China is the only nuclear power currently expanding its arsenal fail to take into account the technical, historical, and bureaucratic realities that shaped China's nuclear posture and drive its ongoing modernization. China's strategic modernization is largely a process of deploying new delivery systems, not designing new nuclear warheads; the majority of its new missiles are conventionally armed. Today, China maintains the smallest operationally deployed nuclear force of any of the legally recognized nuclear weapon states, operates under a no-first-use pledge, and keeps its warheads off alert. The modernization of China's delivery systems is the culmination of a decades-long plan to acquire the same capabilities deployed by the other nuclear powers. U.S. concerns about this modernization focus too much on deterring a deliberate Chinese attack and ignore the risk that modernized U.S. and Chinese forces could interact in unexpected ways during a crisis, creating uncontrollable escalatory pressures. To manage this risk, Washington should assure Chinese leaders that it does not seek to deny China's deterrent, in exchange for some understanding that China will not seek numerical parity with U.S. nuclear forces.  相似文献

Since the terrorist attacks of 11 September 2001, the continent of Africa, particularly Greater East Africa, has played an increasingly signifi cant role in United States (US) national security strategy. Transnational security threats and political authoritarianism continue to plague the region, creating calls for greater US and international involvement. Before reacting to the situation, however, it is prudent to pause, reflect, and understand that the United States developed strategic relations with nation-states in the region well before contemporary concerns for international terrorism and ungoverned spaces entered the strategic lexicon. Toward a more comprehensive understanding of Greater East Africa's strategic history, this paper examines the core strategic relationship in the region, US-Kenya relations, its origins and implications, and offers policy recommendations that will affect future international security.  相似文献

This article focuses on the relationship between means and ends in international politics, which is one of the core issues that has been reflected upon in international relations. Political realism, usually regarded as the dominant paradigm in international relations, provides a very specific understanding of this relationship: power and survival are considered as the unique, given and fixed ends of political action on the international scene. Consequently, a theory of international relations only concentrates on how states can make the most efficient use of the varied means the states dispose of in order to achieve these ends. However, this article argues that this dominant conception of international politics is surprisingly narrow. By focusing on other prominent thinkers traditionally labelled as 'realists', like Clausewitz and Aron, the article stresses the complexity of the relationship of means and ends and the place of power within a realist theory of international relations.  相似文献

ABSTRACT

Attempts to explain the failure to reform the security sectors in post-conflict countries have often resorted to two sets of explanatory factors: international and local factors. This article seeks to move from that unhelpful dichotomy to an explanation linking both factors. Drawing on a Foucauldian approach and the concept of “counter-conduct,” it examines the rationality and practices of European Union (EU) governmentality and how governing technologies are resisted and reversed by local elites involved in security sector reform (SSR). Instead of understanding power and resistance as binary opposites, this article argues that counter-conduct can be conceived as implicated in the very relations of power that it seeks to resist. To tease out these relations, the article analyzes the EU's efforts in SSR in Bosnia and Herzegovina, where it identifies four forms of counter-conduct: upholding European standards, using the local ownership trap, simulating reforms, and lowering the bar.  相似文献

The Australia Group's (AG's) contributions toward stemming global proliferation of chemical and biological weapons of mass destruction over the last 20 years are noted, in addition to the group's complementary role in effectively supporting the purpose and objectives of the Chemical Weapons Convention (CWC). This report also outlines the organizational and operational means that help accomplish the AG mission and notes the U.S. Congress’ recognition of the role of the AG in countering chemical and biological weapons proliferation. Addressing criticism by some CWC states parties that question the AG's role in nonproliferation, the author also highlights the AG's expanded reach since September 2001 over terrorist activity. Finally,the article identifies a challenge the AG now faces in furthering its objectives and offers a possible solution.  相似文献

China-U.S. cooperation over the most difficult security problem in Northeast Asia—the North Korean nuclear issue—in essence projects its bigger power game amid the tectonic shifts of Asian geopolitics. The nuclear issue affords a test case to gauge the future posture of China and the United States in East Asia and their partnership in that conflict-prone region. Approaches to resolving this issue must take into account the geopolitical realignment of Asia, Washington's reorientation of relations with its Asian allies, and China's rise as an influential regional player and the subsequent regional response. However, the long-standing mistrust between China and the United States is contributing to a lack of substantial progress in Korean nonproliferation efforts. The declared nuclear test by Pyongyang further put the denuclearization cooperation between China and the Unites States on the line. China-U.S. cooperation in denuclearizing Pyongyang may either produce lasting stability for the region or create ‘‘collateral damage,’’ with the North Korean issue paling in comparison.  相似文献

This article argues that an increasingly sea-power-minded China will neither shelter passively in coastal waters, nor throw itself into competition with the United States in the Pacific Ocean. Rather, Beijing will direct its energies toward South and Southeast Asia, where supplies of oil, natural gas, and other commodities critical to China's economic development must pass. There China will encounter an equally sea-power-minded India that enjoys marked geostrategic advantages. Beijing will likely content itself with ‘soft power’ diplomacy in these regions until it can settle the dispute with Taiwan, freeing up resources for maritime endeavors farther from China's coasts.  相似文献

Too often called 'mindless', terror groups are more often calculating. They set short term and longer aims related to power and political objectives, and then use terrorism - the calibration of fear - to advance those aims. Evident terrorist strategies are numerous, and often several are combined in particular campaigns or acts. Five of the leading strategies are discussed here: (1) creation of societal dislocation or chaos; (2) discrediting or destroying a particular government; (3) rendering economic and property damage; (4) 'bleeding' state security forces and doing other military damage; and (5) spreading fear for international effects. The author shows how the destructiveness of these strategies usually has a complementary 'positive' side for the group, such as filing its operating coffers or attracting overseas potential support.  相似文献

Current U.S. nuclear weapons strategy, force structure, and doctrine contribute to the threat of nuclear terrorism in several ways. First, the U.S. nuclear stockpile presents opportunities for nuclear terrorists to seize the materials they need. Second, U.S. nuclear forces remain a key justification for Russia's maintenance of similar nuclear forces that are less well protected. Third, America's continued embrace of nuclear weapons encourages and legitimizes other states to seek nuclear weapons that they will have difficulty securing from terrorists. The national security interests of the United States would be better served by a strategy to shrink the global footprint of nuclear weapons and provide the highest possible levels of security for the most minimal possible deterrent forces. Given the inability to secure nuclear weapons and materials perfectly or to eliminate terrorism in the foreseeable future, reducing the global inventory of nuclear weapons and materials is the most reliable way to reduce the chances of nuclear terrorism.  相似文献

The rejection of the Comprehensive Nuclear-Test-Ban Treaty (CTBT) by the U.S. Senate in October 1999 could have been avoided, and the consequences of that vote still loom in the minds of supporters of the treaty. President Barack Obama has embraced the vision of a world free of nuclear weapons, and a key element of the Obama administration's arms control agenda is delivering on U.S. CTBT ratification. In order to secure the two-thirds majority in the Senate necessary to ratify the treaty, senators that remain skeptical of nuclear disarmament must also be convinced that the entry into force of the CTBT is in the national security interest of the United States. This article provides an analysis of the issues surrounding U.S. CTBT ratification divided into three segments—verifiability of the treaty, reliability of the U.S. stockpile, and the treaty's impact on U.S. national security—and concludes that CTBT ratification serves the security objectives of the United States. The CTBT constitutes an integral component of the multilateral nonproliferation architecture designed to prevent the proliferation of nuclear weapons, and it constrains the qualitative development of nuclear weapons, thereby hindering efforts by states of concern to develop advanced nuclear weapons.  相似文献

ABSTRACT

From 1944 to 1973 Australia attempted to acquire atomic weaponry. This ambition was driven by the desire to contribute to defending British interests in Asia, fears of invasion by China, Indonesia, and Japan, great-power war, and the belief that nuclear weapons were merely bigger and better conventional weapons, that they would proliferate, and that US security assurances lacked credibility. Although the pursuit of the bomb was eventually abandoned, this was not the result of US assurances. Rather, geopolitical changes in Australia’s environment meant that a major attack on the continent was unlikely to occur outside the context of a confrontation between the US, China, and the Soviet Union. This article argues that Australia may soon have to rethink its policies towards US extended deterrence and instead focus on developing its own deterrent.  相似文献
