With relations with the Soviet Union growing ever ‘hotter’, it became essential for the British to comprehend Soviet atomic development. However, British intelligence had to rely on more overt methods of intelligence collection, which provided an inadequate basis from which to proceed. This was further hindered by the interpretation of such information on the basis of Anglo-American development and by the 1946 McMahon Act. Accordingly the first Soviet atomic bomb in August 1949 was not accurately predicted by the British. Meanwhile British war planning centred on the year 1957, based – it was argued – on strategic forecasts. Yet the impact of recently released intelligence material throws this into question, and instead reveals that the date reflected British war readiness, rather than when British intelligence predicted the Soviet Union would have achieved the nuclear capability to wage a successful war.  相似文献

This article focuses on Pakistan's policy option of “minimum deterrence” (MD) post-1998 nuclearization of South Asia and explores why “minimum” in reality is not the minimum. It states that the term “minimum” has not been fully defined yet due to which MD stays ambiguous. In addition, it endeavors to elaborate the rudimentary factors responsible for the non-existence of an MD, which, in turn, keeps the Pakistani stance on MD dynamic and evolving.  相似文献

This article examines British Army operations in Iraq. It focuses on the causes of the army's apparent failure to live up to its reputation for the conduct of small wars. The paper discusses the British experience of small wars in the context of Iraq, the influence of doctrine and strategy, and the political and moral factors that shaped the army's performance. The paper's conclusions suggest that the Iraq War may cause a significant reappraisal, not just of military doctrine and strategy, but also of Britain's role in future small wars.  相似文献

This essay, based on substantial archival research, critically examines President Harry S. Truman's often‐cited post‐World War II claim that he had received pre‐Hiroshima counsel in 1945 that the invasion(s) of Japan could cost ‘half a million American lives’. This essay concludes that there is no 1945 archival evidence supporting Truman's postwar contention, and that there is substantial evidence undercutting his claim. Moreover, in view of the total size of American forces scheduled for 1945–46 operations against Japan, any claim of 500,000 American dead seems implausible. This essay also critically examines how Truman's postwar memoir claim of ‘half a million American lives’ was constructed, and this essay discusses the many and rather varied casualty/fatality numbers that Truman presented during his White House and post‐presidential years. Such an analysis also focuses on the numbers he privately provided in the construction of his memoirs by ‘ghost’ writers. Reaching beyond the specific question of Truman's claims, this essay also discusses the dangers of analysts relying heavily upon post‐event memoir and interview sources, and this essay emphasises the need generally to instead privilege contemporaenous archival materials. Otherwise, analysts risk letting policymakers, often in self‐serving recollections, shape the history of crucial events.  相似文献

An institutional perspective on nuclear deterrence cooperation within alliances has the potential to fundamentally reorient how we think about analyzing nuclear and deterrence decision-making between nuclear patrons and non-nuclear clients. It comes at a time when the presidency of Donald Trump is sure to test many of the core claims and assumptions in security studies, especially relating to bargaining and credibility within alliances. This article surveys questions that will be core to the research agenda involving alliance institutions and nuclear weapons during the Trump presidency and beyond.  相似文献

In their article in this journal, James, Solberg and Wolfson (1999) challenge our findings that two states are more likely to have peaceful relations if they are both democratic. They claim to develop a simultaneous system of two equations showing that peace and democracy foster each other, and that the effect of peace in encouraging democracy is stronger than that of democracy on peace. Their analysis, however, is flawed. Their research design employs measures of dispute and joint democracy that are inferior to those now common in the literature, and their equation for predicting peace is not properly specified. These problems distort their results. Even so, their results provide evidence of the pacific benefits of democracy. Analyses we conduct with a more completely specified model reveal stronger support for the democratic “ peace. Furthermore, a test of the effect of interstate conflict on democracy should be done at the national (or monadic) level of analysis; but James et al. perform a dyadic analysis. In a monadic test using vector autoregression, we find that disputes make no contribution to explaining the character of regimes. Even with their dyadic method, their finding that peace promotes democracy is not robust Including a crucial control variable, the ratio of militarily relevant national capabilities, that James et al. omitted, dramatically alters their findings.  相似文献

Turkey has been investing in its national defence industrial base since the 1980s. As with other developing countries, Turkey’s motivations for investing in national defence industries can be boiled down to the pursuit of defence autarky, economic benefits and international prestige. However, after 40 years of investment, Turkey is unable to reach the primary goals of defence industrialisation. We argue that three factors are important to understanding Turkey’s persistence in these primary goals. First, Turkey believes that there is an overall improvement in its defence industrial capabilities and the goal of autarky is still reachable. Second, increased defence exports support the belief that Turkish defence industries have become sustainable and the trend will continue in the future. The third reason, perhaps most important of all, has to do with the domestic political gains of defence industrialisation: the AKP uses defence industry and indigenous weapon systems for prestige and, therefore, garners broader support.  相似文献

In the classical EPQ model with continuous and constant demand, holding and setup costs are minimized when the production rate is no larger than the demand rate. However, the situation may change when demand is lumpy. We consider a firm that produces multiple products, each having a unique lumpy demand pattern. The decision involves determining both the lot size for each product and the allocation of resources for production rate improvements among the products. We find that each product's optimal production policy will take on only one of two forms: either continuous production or lot‐for‐lot production. The problem is then formulated as a nonlinear nonsmooth knapsack problem among products determined to be candidates for resource allocation. A heuristic procedure is developed to determine allocation amounts. The procedure decomposes the problem into a mixed integer program and a nonlinear convex resource allocation problem. Numerical tests suggest that the heuristic performs very well on average compared to the optimal solution. Both the model and the heuristic procedure can be extended to allow the company to simultaneously alter both the production rates and the incoming demand lot sizes through quantity discounts. Politics is critical to making sense of Pakistani successes and failures in dealing with non-state armed groups. This includes domestic political currents; regional political currents; and the global impetus of the post-9/11 era. How these currents overlap renders to any reading of insurgency in Pakistan real complexity. This article engages with this complexity rather than shirking from it. Its hypothesis is that while the insurgency bordering Afghanistan has been an epicentre of Pakistani military efforts to fight the Taliban, this theatre is in of itself insufficiently inclusive to grasp the nature of Pakistan’s security challenges and its consequent responses.  相似文献

Recent events demonstrate the complex and adaptive approach employed by Russia to reassert influence in Europe. The changing face of Russia’s strategy commenced in 2007 when it launched a crippling cyber-attack against Estonia. This was followed by a large Russian conventional attack against Georgia in 2008, occupying two large areas of the nation. 2014 witnessed the Russian annexation of Crimea where in just a week, Russia seized control of Crimea “without firing a shot.” The annexation of Crimea was rapidly followed by a Russian inspired and led subversive war in eastern Ukraine. The common thread among these diverse Russian operations is its use of ambiguity to confound and confuse decision makers in the West.  相似文献

South Africa's military has, since the First World War, been an oft-used and effective tool in the conduct of South African foreign policy, but this role has not always translated into power for Defence Department principals in its formulation. South African Defence Ministers for most of the country's history have played a minor role in the making of foreign policy; despite a change in this dynamic between approximately 1975–1990, the post-apartheid era has once again seen a diminishment of Defence's power in this arena. This article examines why Defence Ministers have generally been such weak players, with an eye toward disaggregating whether this was a product of interpersonal relationships with Cabinet and – most importantly – the Head of State, or whether this influence (or lack thereof) was more a function of South Africa's international standing. While determining who has influence on this process is difficult given the primacy of the national leader in making foreign policy and a lack of insider accounts by participants in the process, this article relies upon several interviews with participants and knowledgeable observers that help illuminate the process and Defence's role in it.  相似文献

The Congolese security sector reform – disarmament demobilisation and reintegration (SSR-DDR) process has suffered from setbacks in its military sector during the last 10 years, such as insufficient funding, lack of coordination and domestic reluctance to major changes, with as a result, a very fragile and disjointed Army. These problems have deepened as officers have defected from the Army and caused new instability in the East of the Congo. This article aims to analyse the recent mutinies and the reaction by the Congolese government by applying a capabilities-based approach in combination with a typology of spoilers. The objective is to identify and classify the spoilers and answer the questions of why they emerge now and how they are dealt with on a national level. From the analysis, the author suggests that there are several spoilers involved in the current situation – the most powerful being the Congolese and the Rwandan governments, prompting the question of whether an international involvement is necessary to solve the problem.  相似文献

Abstract

An argument is presented that Valentine Green’s mezzotint engraving ‘Queen Elizabeth at the Head of her Army at Tilbury-Fort, A.D. 1588’ (1792) was inspired by the late 18th-century life-sized group of three figures representing the same subject that was formerly on show at the Tower of London. The mezzotint presented in Acta Historica Reginarum Angliae is the only known image of the original pre-1828 setup of the display, showing the figure of the queen in a skirt-like piece of armour that has since been re-identified as King Henry VIII’s tonlet armour.  相似文献
