Operating costs per unit of input or output are often claimed to grow faster in defence than elsewhere in the economy. In this paper, we outline several possible reasons as to why operating costs increase at higher rates in defence, including differences in the input factor mix and productivity growth, the technological complexity required to maintain the relative effect of weapon systems and a gradual reduction in the number of units and activity. We investigate whether operating costs grow at a faster rate than elsewhere in the economy, by estimating growth in real output unit costs in the Norwegian Armed Forces for the period 1994–2013, using activity as a measure of output. We find no increase beyond general inflation in structural (fixed) costs, whereas activity-based (variable) costs per unit of activity increase significantly.  相似文献

This paper describes a method of solving aircraft service life problems. The particular application concerns aircraft in the Naval Advanced Jet Training Command. The method of solution is comparative present value analysis of alternative replacement policies. The likely risks of estimation errors are reflected in the comparisons of present values. Differences are noted in the benefits associated with each policy, but external to Naval Aviation. Since the values of these benefits can be determined only at a higher level of decision-making, the result of the study is not a conclusive selection among policies, but a schedule of present values on the basis of which, together with values of the external benefits, a decision can be reached. This paper discusses replacement policies for aircraft used in the Naval Advanced Jet Pilot Training mission. Taking engineering technology and the training syllabus as given, four feasible plans for introducing replacement aircraft into service are evaluated in terms of the present values of differential costs associated with the plans and in terms of the likely errors in cost estimates used in calculation of the present values. The trade-off between present value of costs and planning flexibility is emphasized in choosing a recommended time pattern of aircraft replacement. The specific aircraft mixes considered are the TF–9J/TAF–9J and the TA–4F/A–4B. The first is the currently employed mix; the second is the proposed replacement. The problem is to select an optimal time-pattern of replacement of F–9's by A–4's, given technological differences favoring the A–4 and increasing costs of maintaining squadrons of F–9's. Replacements by aircraft types other than the A–4 are considered impractical. Four feasible plans for introducing A–4's through a 5-year period are evaluated in terms of current best estimates of the related costs of the plans and in terms of the flexibility of modifying each plan given future better information concerning the relevant costs. This paper employs both linear and non‐linear models to investigate the relationship between national defense spending and economic growth for Taiwan and China. Using data from 1953–2000 on defense spending, GDP, import, export and capital, we find that China's defense spending leads that of Taiwan. There exists the phenomenon of an arms race between both countries when official Chinese data are used. On the one hand, feedback relations prevail between economic growth and defense spending growth in Taiwan. On the other hand, China's national defense is found to lead economic growth.  相似文献

We consider an integrated usage and maintenance optimization problem for a k‐out‐of‐n system pertaining to a moving asset. The k‐out‐of‐n systems are commonly utilized in practice to increase availability, where n denotes the total number of parallel and identical units and k the number of units required to be active for a functional system. Moving assets such as aircraft, ships, and submarines are subject to different operating modes. Operating modes can dictate not only the number of system units that are needed to be active, but also where the moving asset physically is, and under which environmental conditions it operates. We use the intrinsic age concept to model the degradation process. The intrinsic age is analogous to an intrinsic clock which ticks on a different pace in different operating modes. In our problem setting, the number of active units, degradation rates of active and standby units, maintenance costs, and type of economic dependencies are functions of operating modes. In each operating mode, the decision maker should decide on the set of units to activate (usage decision) and the set of units to maintain (maintenance decision). Since the degradation rate differs for active and standby units, the units to be maintained depend on the units that have been activated, and vice versa. In order to minimize maintenance costs, usage and maintenance decisions should be jointly optimized. We formulate this problem as a Markov decision process and provide some structural properties of the optimal policy. Moreover, we assess the performance of usage policies that are commonly implemented for maritime systems. We show that the cost increase resulting from these policies is up to 27% for realistic settings. This article compares the profitability of two pervasively adopted return policies—money‐back guarantee and hassle‐free policies. In our model, a seller sells to consumers with heterogeneous valuations and hassle costs. Products are subject to quality risk, and product misfit can only be observed post‐purchase. While the hassle‐free policy is cost advantageous from the seller's viewpoint, a money‐back guarantee allows the seller to fine‐tune the consumer hassle on returning the product. Thus, when the two return policies lead to the same consumer behaviors, the hassle‐free policy dominates. Conversely, a money‐back guarantee can be more profitable even if on average, high‐valuation consumers experience a lower hassle cost than the low‐valuation ones. The optimal hassle cost can be higher when product quality gets improved; thus, it is not necessarily a perfect proxy or signal of the seller's quality. We further allow the seller to adopt a mixture of these policies, and identify the concrete operating regimes within which these return policies are optimal among more flexible policies. © 2014 Wiley Periodicals, Inc. In this article, we focus on relatively new maintenance and operational scheduling challenges that are faced by the United States Air Force concerning low‐observable (LO) or stealth aircraft. The LO capabilities of an aircraft degrade stochastically as it flies, making it difficult to make maintenance scheduling decisions. Maintainers can address these damages, but must decide, which aircraft should be put into maintenance, and for how long. Using data obtained from an active duty Air Force F‐22 wing and interviews with Air Force maintainers and program specialists, we model this problem as a generalization of the well‐known restless multiarmed bandit superprocess. Specifically, we use an extension of the traditional model to allow for actions that require varying lengths of time, and generate two separate index policies from a single model; one for maintenance actions and one for the flying action. These index policies allow maintenance schedulers to intuitively, quickly, and effectively rank a fleet of aircraft based on each aircraft's LO status and decide, which aircraft should enter into LO maintenance and for how long, and which aircraft should be used to satisfy daily sortie requirements. Finally, we present extensive data‐driven, detailed simulation results, where we compare the performance of the index policies against policies currently used by the Air Force, as well as some other possible more naive heuristics. The results indicate that the index policies significantly outperform existing policies in terms of fully mission capable (FMC) rates. A nonlinear optimization model is developed in this paper to identify the optimal replacement strategy for military aircraft. In the model, the aircraft operating and maintenance (O&M) costs per available year are estimated as a function of age during the aircraft life cycle. After determining the optimal replacement policy, the model is applied to the CF Long-Range Patrol CP-140A Arcturus fleet. A sensitivity analysis is also carried out to assess the impact of some key model parameters on the result.  相似文献

We study new models of scheduled maintenance management for modular systems, consisting of multiple components with respective cycle limits. The cycle limit of each component specifies the time interval in which this component must be repaired or replaced. The goal is to compute a feasible maintenance schedule that minimizes the cost associated with component maintenance. Applications of these models arise in Air Force aircraft maintenance as well as in other arenas with required preventive maintenance. The typical cost structures that arise in practical settings are submodular, which make the resulting models computationally challenging. We develop two efficient and operationally tenable approximation algorithms. We prove constant factor worst‐case guarantees for both algorithms, and present computational experiments showing that these algorithms perform within a few percent of optimality on operationally relevant instances. © 2014 Wiley Periodicals, Inc. An artificial neural network (ANN) constitutive model is developed for high strength armor steel tempered at 500 °C, 600 °C and 650 °C based on high strain rate data generated from split Hopkinson pressure bar (SHPB) experiments. A new neural network configuration consisting of both training and validation is effectively employed to predict flow stress. Tempering temperature, strain rate and strain are considered as inputs, whereas flow stress is taken as output of the neural network. A comparative study on Johnson–Cook (J–C) model and neural network model is performed. It was observed that the developed neural network model could predict flow stress under various strain rates and tempering temperatures. The experimental stress–strain data obtained from high strain rate compression tests using SHPB, over a range of tempering temperatures (500–650 °C), strains (0.05–0.2) and strain rates (1000–5500/s) are employed to formulate J–C model to predict the high strain rate deformation behavior of high strength armor steels. The J-C model and the back-propagation ANN model were developed to predict the high strain rate deformation behavior of high strength armor steel and their predictability is evaluated in terms of correlation coefficient (R) and average absolute relative error (AARE). R and AARE for the J–C model are found to be 0.7461 and 27.624%, respectively, while R and AARE for the ANN model are 0.9995 and 2.58%, respectively. It was observed that the predictions by ANN model are in consistence with the experimental data for all tempering temperatures.  相似文献

This paper empirically examines whether the aging of a fleet affects operational availability and operating cost using a unique data-set on the 117 47-foot Motor Lifeboats (MLBs) of the United States Coast Guard (USCG). Procured from 1997 to 2003, the 47-foot MLB is the standard lifeboat of the USCG and all 117 MLBs remain in service. The aging of the MLB fleet has resulted in higher annual operating costs and lower operational availability, although the nature of this relationship remains unclear. Our estimation strategy utilizes an error components estimator to examine these issues. We employ three variants of the dependent variables (i.e. the standard logarithmic transformation as is most commonly seen in the literature, inverse hyperbolic sine [IHS], and level outcomes). The point estimates from the standard logarithmic model finds operational availability for the MLBs decreases at a rate between 0.83 and 1.8% per year and cost increases at a rate between 0.33 and 7.81% per year. Similar effects are shown with the IHS and level outcome specifications. In terms of nonlinearity effects, we find the most pronounced changes in operational availability and cost occur for MLBs aged 15 years or more (in comparison to younger MLBs).  相似文献

Fuel optimizers are decision models (software products) that are increasingly recognized as effective fuel management tools by U.S. truckload carriers. Using the latest price data of every truck stop, these models calculate the optimal fueling schedule for each route that indicates: (i) which truck stop(s) to use, and (ii) how much fuel to buy at the chosen truck stop(s) to minimize the refueling cost. In the current form, however, these models minimize only the fuel cost, and ignore or underestimate other costs that are affected by the models' decision variables. On the basis of the interviews with carrier managers, truck drivers, and fuel‐optimizer vendors, this article proposes a comprehensive model of motor‐carrier fuel optimization that considers all of the costs that are affected by the model's decision variables. Simulation results imply that the proposed model not only attains lower vehicle operating costs than the commercial fuel optimizers, but also gives solutions that are more desirable from the drivers' viewpoint. © 2008 Wiley Periodicals, Inc. In this study we deal with the determination of optimal service rate in an M/M/1 queue. The arrival rate is unknown and assumed to be a random variable with a known distribution function. Holding and operating costs are considered and service rate is determined to minimize total expected discounted costs for infinite horizon. We analyze strategic relationships between buyers and sellers in markets with switching costs and dynamic uncertainty by investigating the scenario wherein a representative buyer trades with two foreign sellers located in the same foreign country. We show that, under exchange rate uncertainty, switching costs may lead to switching equilibria where both sellers co‐exist in the market with the buyer, or no‐switching equilibria where either seller captures the market. The presence of exchange rate uncertainty facilitates competition by allowing the sellers to co‐exist in the market with the buyer. However, if the level of uncertainty is beyond a threshold, the only viable equilibria are those where one of the sellers captures the market. Further, depending on the level of exchange rate uncertainty and the sellers' variable costs, switching costs may either raise or lower the level of prices in long‐term contracts between the buyer and the sellers. © 2007 Wiley Periodicals, Inc. A new technique for solving large‐scale allocation problems with partially observable states and constrained action and observation resources is introduced. The technique uses a master linear program (LP) to determine allocations among a set of control policies, and uses partially observable Markov decision processes (POMDPs) to determine improving policies using dual prices from the master LP. This article studies the classical single‐item economic lot‐sizing problem with constant capacities, fixed‐plus‐linear order costs, and concave inventory costs, where backlogging is allowed. We propose an O(T3) optimal algorithm for the problem, which improves upon the O(T4) running time of the famous algorithm developed by Florian and Klein (Manage Sci18 (1971) 12–20). Instead of using the standard dynamic programming approach by predetermining the minimal cost for every possible subplan, we develop a backward dynamic programming algorithm to obtain a more efficient implementation. © 2012 Wiley Periodicals, Inc. We consider the coordination problem between a vendor and a buyer operating under generalized replenishment costs that include fixed costs as well as stepwise freight costs. We study the stochastic demand, single‐period setting where the buyer must decide on the order quantity to satisfy random demand for a single item with a short product life cycle. The full order for the cycle is placed before the cycle begins and no additional orders are accepted by the vendor. Due to the nonrecurring nature of the problem, the vendor's replenishment quantity is determined by the buyer's order quantity. Consequently, by using an appropriate pricing schedule to influence the buyer's ordering behavior, there is an opportunity for the vendor to achieve substantial savings from transportation expenses, which are represented in the generalized replenishment cost function. For the problem of interest, we prove that the vendor's expected profit is not increasing in buyer's order quantity. Therefore, unlike the earlier work in the area, it is not necessarily profitable for the vendor to encourage larger order quantities. Using this nontraditional result, we demonstrate that the concept of economies of scale may or may not work by identifying the cases where the vendor can increase his/her profits either by increasing or decreasing the buyer's order quantity. We prove useful properties of the expected profit functions in the centralized and decentralized models of the problem, and we utilize these properties to develop alternative incentive schemes for win–win solutions. Our analysis allows us to quantify the value of coordination and, hence, to identify additional opportunities for the vendor to improve his/her profits by potentially turning a nonprofitable transaction into a profitable one through the use of an appropriate tariff schedule or a vendor‐managed delivery contract. We demonstrate that financial gain associated with these opportunities is truly tangible under a vendor‐managed delivery arrangement that potentially improves the centralized solution. Although we take the viewpoint of supply chain coordination and our goal is to provide insights about the effect of transportation considerations on the channel coordination objective and contractual agreements, the paper also contributes to the literature by analyzing and developing efficient approaches for solving the centralized problem with stepwise freight costs in the single‐period setting. © 2006 Wiley Periodicals, Inc. Two types of warranties are analyzed. These are the free-replacement warranty, under which failed items are replaced free of charge until a specified total operating time has been achieved, and the pro rata warranty, under which items that fail prior to a specified time are replaced at pro rata cost to the buyer. Both the buyer's and seller's points of view are considered. The basis of the analysis is a comparison of warranted and unwarranted (otherwise identical) items with regard to long-run cost to the buyer and long-run profit to the seller. Application of the results requires knowledge of certain characteristics of the life distribution of the items in question. Parametric and nonparametric methods of estimation of these characteristics from incomplete data are discussed. Single and multiple failure-mode situations are considered. Some solutions to the problem are illustrated using incomplete data on failure times of an aircraft component.  相似文献

This study analyses an arms race between South and North Korea over the period 1963–2000. Despite the strategic importance of the Korean Peninsula, the arms race between South and North Korea has rarely been studied. In this study, the South–North arms race is empirically estimated using Richardson’s action–reaction model. The pattern of South–North arms race between the Cold War (1963–1989) and the post‐Cold War eras (1990–2000) as well as the existence of an arms race is examined comparing both countries’ defence spending, number of military personnel and tactical aircraft.  相似文献

The US Air Force is asking when to replace its aging aircraft. We develop a framework to identify economically optimal replacement strategies that recognizes cost trade-offs and incorporates age effects. We also preview a stochastic methodology. We use the framework to identify an optimal strategy, defined by the replacement age, for a generic fleet and conduct a sensitivity analysis. Quantitative illustrations show that the range of strategies that provides close-to-optimal outcomes widens as the operating and support (O&S) cost growth rate decreases and the ratio of the acquisition price to the initial O&S cost increases. A wider range implies more decision-making leeway.  相似文献
