Although President Bill Clinton made the decision to withdraw U.S. combat troops from Somalia within three days of the disastrous Mogadishu raid that resulted in the deaths of 18 U.S. servicemen, casualties were not the only consideration. Many other factors were at play. Waning Congressional and public enthusiasm for a new “nation-building” mandate, the strategic insignificance of Somalia in the post-Cold War era, and a host of other foreign policy issues had been eroding U.S. support for the mission in Somalia for months. The “Black Hawk Down” incident merely accelerated the final rupture in public and Congressional support, forcing the president to bring the troops home. It was not a simple case of casualty aversion.  相似文献

The controversial humanitarian intervention in Somalia was a foretaste of a continuing international failure to come to terms with the post-Cold War security environment. For much of the 1990s, the wrong lessons, drawn almost entirely from the unsuccessful US experience in Mogadishu, shackled international thinking about international conflicts like Rwanda, Sierra Leone and Bosnia. Yet if the international communities going to develop a more effective response to the new pattern of intra-state violence, it should learn from the successes as well as the failures of humanitarian intervention in Somalia. In Baidoa, the Australians demonstrated it is possible to develop what might be termed a peace-enhancement strategy in a collapsed state situation. By striking a balance between political reconstruction and a measure willingness to use force to obtain compliance with UN demands the Australians indicated that the dire prophesies of Robert Kaplan's 'The Coming Anarchy' can be averted.  相似文献

This paper explores the circumstances around the enactment of new anti-homosexual legislation in Nigeria and Uganda, examining five categories of insecurity faced by lesbian, gay, bisexual, and transgender (LGBT) people in the context of these laws: physical violence; extortion and blackmail; arbitrary arrest and detention; displacement from home; and loss of work.  相似文献

Violent conflict escalated in Africa in 2014, with five sub-Saharan states – the Central African Republic (CAR), Nigeria, Somalia, South Sudan and Sudan – accounting for an estimated 75% of all conflict-related deaths on the continent. This paper provides an overview of the five major sub-Saharan African conflicts in 2014 and considers the underlying causes and dynamics in the Seleka/anti-Balaka conflict in the CAR, the Islamist threats of Boko Haram and al-Shabaab in Nigeria and Somalia, the civil war in South Sudan, and the long-running conflict between Sudan's government and southern and Darfuri rebels. The paper unpacks the general trends evident in these conflicts and the implications for the settlement thereof, including the targeting of civilians, ethnic and religious mobilisation and the state as epicentre of violence. ABSTRACT

The conventional wisdom about the 1992 US intervention in Somalia is that it was a quintessentially humanitarian mission pushed by President George H. W. Bush. This article challenges that interpretation, drawing on newly declassified documents. The Somalia intervention, I argue, was largely a pragmatic response to concerns held by the US military. In late 1992, as the small UN mission in Somalia was collapsing, senior American generals worried about being drawn into the resulting vacuum. Hence they reluctantly recommended a robust US intervention, in the expectation that this would allow the UN to assemble a larger peacekeeping force that would take over within months. The intervention ultimately failed, but the military learned useful lessons from this experience on how to achieve smoother UN handoffs in the future and thus effectively shift longer-term stabilisation burdens to the international community.  相似文献

Though parts of Somalia appear mired in intractable conflict, both domestic and foreign trade continues. As a result amidst the conflict, corruption, and chaos Somalia's business community is a small force for peace and stability. Thus, efforts directed at enhancing the business community, possibly via the Transitional Federal Government or its successor, could play a small role in improving the situation in this strategically poised country with a very entrepreneurial population. However, such success is far from certain, and numerous other factors besides a strengthened business community would have to occur for Somalia even to begin the journey on the long road to recovery.  相似文献

The article uses the example of the Somali war to analyse how globally travelling ideas and political concepts are adapted to local settings and translated into frames that promote collective action and feature violence. It outlines how two ideas with universal claim, nationalism and modernisation were combined with an anti-colonial rhetoric and evolved into the meta-narrative of Somali history. This meta-narrative changed little, and keywords such as (pan-Somali) nationalism, anti-colonialism, development, sovereignty structure most of the discursive repertoires of political actors in Somalia. The main difference is that politicized clan affiliations were during the war dragged out of their shadowy existence and placed in the spot-light of political practice. They alone were however not sufficient to justify claims to power, but were complemented by ‘injustice’, ‘modernisation’ and ‘territorial’ narratives that justified violent deeds as ‘liberation’, ‘defence’ or ‘territorial rights’. Islamists employed similar key narratives and revived the pan-Somali anti-colonialist nationalism, but rooted it in a religious rational. Their ability to abandon culturalised frames contributed to their success.  相似文献

This study analyzes the effects of political violence on electoral behavior by focusing on one of the longest lasting ethnic conflicts in contemporary times, the Kurdish insurgency in Turkey. How do armed conflict and electoral institutions shape turnout in a civil war context? Building on an original data-set at the sub-national level, the study reaches two major conclusions. First, it shows rural displacement caused by political violence led to lower levels of turnout and severely hampered access to voting controlling for a wide range of socioeconomic and electoral system variables. Second, an unusually high electoral threshold aggravated this pattern of disenfranchisement and limited the avenues of nonviolent Kurdish political activism with negative implications for the resolution of the conflict.  相似文献

ABSTRACT

This paper concerns the lesser known British counterinsurgency (COIN) operations in Northeast frontier of India during the First World War. Officially known as the ‘Kuki Operations’, it was considered as part of the Great War. Carried out in isolation from press and public, and shelved in colonial archives, the event remained invisible until today. Yet, it registers a critical case of colonial COIN doctrine where the ‘moral effect’ doctrine was employed without being questioned. It unleashed enormous amount of organized violence, ranging from shoot at sight to indiscriminate burning of villages, wholesale destruction of property and livestock, prevention of cultivation and rebuilding of villages, forced mass displacement in jungles or in ‘concentration camps’, and collective punishment (communal penal labour and payment of compensation) after the war. This paper argues that the theory of ‘minimum force’ and the practicability of the ‘moral effect’ doctrine as applied by the Empire, sit oddly with each other at the frontier, where violence was seen both as a natural and moral orders. Violence as an ‘imperatively necessary’ method to bring order in a disorderly frontier, in the opinion of colonial state, informs and registers Northeast India as geography of violence.  相似文献

The war against terrorism has brought Somalia, a country located in a key strategic region, back onto the radar of US and Western security concerns. Following a vicious civil war, a failed peace support operation and several attempts to start a peace process, lawless Somalia, a country without government, has gained the potential to be exploited as a terrorist base. Although this country in the Horn of Africa does not represent a direct and immediate threat to the US or its Western allies, its potential to destabilize the region is extremely high. This article offers an analysis of Somalia's potential to become a ground for terrorist activities and suggests a two-track approach. On the one hand, US foreign and security policy in Somalia needs to be more assertive; on the other, the only way to prevent Somalia from becoming a fertile ground for international terrorist groups is to help stabilize the country. In order to achieve this objective, it is crucial to adopt any initiative aimed at strengthening Somalia's civil society.  相似文献

The disappointingly slow pace of progress on efforts to prevent proliferation, reduce nuclear weapons, and eliminate nuclear risks has many causes. The factor that might be easiest for individuals in the arms control and nonproliferation community to change stems from their own ambivalence about major questions that must be addressed on the road to reducing the number of nuclear weapons in the world to zero. This essay explores how ambivalence about four key issues—strategic stability, alliance relations, institution-building, and nuclear energy—often leads community members to take positions that play well at home and within their like-minded group but raise unintended impediments to achieving their own long-term goals. The author suggests alternative ways to handle these questions to improve the prospects for domestic and international agreement on practical measures that would eliminate, not perpetuate, nuclear risks.  相似文献

From 2006 to 2011, al-Qaeda's East African proxy, al-Shabaab, served as the de facto ruling party of Somalia despite the efforts of the internationally recognised Transitional Federal Government (TFG). During these five years, a violent struggle between al-Shabaab and the peacekeeping force of the African Union Mission in Somalia (AMISOM) resulted in thousands of dead civilians, hundreds of thousands of internally displaced persons and a strategic environment inhospitable to reconciliation, recovery or development. By 2012, AMISOM was able to break the deadlock and force al-Shabaab from Mogadishu and Kismayo. In order to continue the momentum, the African Union and other partner nations must support the TFG in neutralising al-Shabaab throughout Somalia and providing good governance to its constituents. Al-Shabaab's revenue streams must be shut down and its offensive capability must be degraded while the strategic environment is shaped to ensure that conditions conducive to a revival do not exist. Failure to do so will likely see Somalia continuing to produce Islamist extremists and pirates to menace international maritime traffic in the western Indian Ocean, destabilise East Africa and adversely impact millions.  相似文献

Protracted state collapse in Somalia has led to a multiplication and diversification of armed groups. We can speak of at least five types of armed group: faction, warlord, business, court, and Islamic militias. These groups differ in important ways, yet often are simply classified as ‘militia’ or ‘warlord’. This essay seeks to add a measure of analytical rigour to the classification of armed groups and provides a comparison using a framework of purpose, motivations, logistics, and command, control and communication. It concludes with some observations about the importance of making these distinctions when formulating policy for this region.  相似文献

Measuring nationwide progress of counterinsurgency operations in Afghanistan using violence trends is difficult due to several factors: aggregation of data to the national level may obfuscate disparate local trends; the observed seasonality in violence makes comparisons difficult and may obscure progress; and short-term spikes or troughs – attributable to weather, military operations and tempo, or holiday periods – heavily influence simple averaging schemes. Despite these challenges, proper understanding of violence statistics is critical to estimating the effectiveness of military forces added during a surge or redeployed as part of transition. This article explores methods for analyzing observed violence trends to identify causal factors, to provide a comparable baseline, and to inform assessments at appropriate levels of aggregation. One methodology for seasonal adjustment of violence data is discussed and shown to provide a logical baseline for examining trends. An ordinary least squares regression model is developed and implemented using time-series violence data.  相似文献

The election of Sheik Sharif Sheik Ahmed as the transitional president of Somalia was the climax of the United Nations (UN)-led Djibouti peace process. The election, it was hoped, would herald the beginning of the reconstitution of the Somalian state. Unfortunately, nearly three years after the event, that has still not happened. The government of Sheik Sharif has faced a number of challenges which are yet to be resolved. In the end, the Djibouti peace process has not guaranteed a stable and functional national government in Somalia.  相似文献

Conflict resolution processes must meet certain prerequisites and conditions. Unless the warring parties or the mediators meet, it will be difficult to find lasting and just solutions to the conflicts in the Horn (Djibouti, Eritrea and Ethiopia, and Somalia). Most of these conflicts have ethnic or religious components and also have a lot do with the nature of the government institutions and the power distribution among the communities within these states. Identifying the main causes of the conflict and the issues involved in each country is a very necessary first step toward peace. Secondly, conditions have to be identified that would make the current peace agreements work. This includes identifying the specific problems faced by the parties involved; ascertaining the validity of the mechanisms through which the problems will be overcome; and planning how the agreements will be maintained. The knowledge that mediators have about the conflict is often as important as the actual meeting of parties at the negotiation table. This article also evaluates the peace initiatives underway in the Horn and attempts to identify the apparent reasons that prevented their implementation.  相似文献
