Russian reliance on its non-strategic nuclear arsenal has been an ongoing concern for security experts. What is the Russian de facto employment doctrine for this arsenal? This article argues that Russian non-strategic nuclear weapons (NSNW) have no defined mission and no deterrence framework has been elaborated for them. This study disentangles Russian thoughts and deeds about regional nuclear deterrence and the role of NSNW in it. Situating the Russian case in the comparative context, the article argues that establishing a coherent theater nuclear posture and streamlining it with the national level deterrence strategy is a demanding and frequently unfulfilled task. It is likely to remain as such for both current and prospective nuclear states that consider an asymmetrical deterrence posture.  相似文献

ABSTRACT

The 1993 Highly Enriched Uranium (HEU) Purchase Agreement between the United States and Russian Federation is often described as one of the world's most successful nuclear nonproliferation programs. In 2013, the two states achieved the agreement's major goals of downblending 500 metric tons of Russian weapon-origin HEU to low enriched uranium (LEU) and delivering all resultant LEU to the United States. At one time, the LEU delivered under the agreement generated nearly 10 percent of all electricity in the United States. The agreement achieved its nonproliferation goals through a unique government/industry partnership. Commercial executive agents contracted for the annual sale and delivery of downblended LEU, while the US and Russian governments exercised reciprocal transparency monitoring measures to demonstrate that all LEU delivered under the agreement was derived from Russian weapons-origin HEU, and that the same LEU was used for exclusively peaceful purposes in the United States. The commercial development, negotiations, and implementation of the agreement have been well documented. This article describes the scope of US transparency monitoring activities in Russian HEU processing facilities, as well as Russian monitoring in the United States. In addition, it discusses the results of twenty years of reciprocal transparency monitoring and data analysis, and outlines lessons learned that are potentially applicable to future transparency monitoring and verification regimes and similar cooperative efforts.  相似文献

Russian naval nuclear fuel and reactors pose both proliferation and environmental threats, ranging from the possible theft of highly enriched uranium fuel to the radioactive contamination of the environment, whether due to accident, neglect, or sabotage. Current conditions at Russian naval bases, together with a history of accidents and incidents involving Russia's nuclear fleet, make a convincing case for the large-scale assistance that the G8 is now providing to improve the safety and security of Russian naval reactors and fuel. However, virtually no data has been released to allow accurate, reliable, and independent analysis of reactor and fuel properties, risking misguided international efforts to assist in the areas of nuclear cleanup, nonproliferation, and security. This article identifies and assesses relevant properties and developments related to reactor and fuel design, provides a comprehensive presentation of Russian nuclear naval technologies, and examines technological trends in the context of proliferation and environmental security.  相似文献

Following Russia’s annexation of Crimea and its initial actions in eastern Ukraine in 2014, the term hybrid warfare has received much public attention. Many have argued that the Russian actions we saw in Ukraine were part of a completely new strategy while others have suggested that there was nothing new in Russia’s actions. This article takes a critical look at these claims. Through the assessment of the history of the term hybrid warfare and a rigorous analysis of the so-called Gerasimov doctrine, this study finds that the Russian hybrid warfare strategy is rather a western myth than a formal comprehensive Russian strategic concept. Additionally, through the assessment of the Russian use of information operations and the way she has utilised the cyberspace in several recent conflicts, the study finds that against all claims Russia did not make these areas its main battlefield, but rather has been using them in support of its traditional concepts.  相似文献

Recent events demonstrate the complex and adaptive approach employed by Russia to reassert influence in Europe. The changing face of Russia’s strategy commenced in 2007 when it launched a crippling cyber-attack against Estonia. This was followed by a large Russian conventional attack against Georgia in 2008, occupying two large areas of the nation. 2014 witnessed the Russian annexation of Crimea where in just a week, Russia seized control of Crimea “without firing a shot.” The annexation of Crimea was rapidly followed by a Russian inspired and led subversive war in eastern Ukraine. The common thread among these diverse Russian operations is its use of ambiguity to confound and confuse decision makers in the West.  相似文献

Russia has sharply objected to US plans for ballistic missile defense. The Russian official explanation is that the real purpose of the US missile defense plan is to make it impossible for Russia to retaliate against a US nuclear (or massive conventional) attack, thus making Russia subject to military blackmail by the US. In recent years, writers have too quickly dismissed the Russian military as incompetent. Its performance in the Second Chechen War should give them pause. The Russian military has learned valuable lessons from the disaster of the first war and is applying those lessons to its conduct of the second. While improvements have come on the tactical and operational level, one should not conclude, however, that the Russians are winning the war. The Second Chechen War is proving once again that modern warfare is a messy business and that only a political solution can bring an end to a political problem.  相似文献

If a declining state has incentives for preventive war, the rising state should have incentives to delay a confrontation until it is stronger. We develop the theoretical paradox and examine the July 1914 crisis. Why did Russia, rising relative to Germany, not adopt a buying-time strategy? We argue that although most Russian leaders hoped to avoid a confrontation, they feared that the failure to support Serbia would lead to a loss of Russian credibility and a significant setback to Russia’s position in the Balkans, one that could not easily be reversed, even with Russia’s expected increase in relative military power.  相似文献

Russia has consistently opposed US hegemony since the early 1990s. Moscow has sought to create a world overseen by the UN Security Council and several power centres supporting an anti-hegemonic axis. Until recently, Russia's resources have been very limited. Russian opposition therefore was largely conceptual or a work in progress. Russian policy was largely reactive – and non-confrontational. However, the failure of the Russia-US relationship to develop practically has highlighted negative views of US hegemony, and the greater wealth generated through high energy prices is supporting an increasingly active Russian policy.  相似文献

The use of force in asymmetrical warfare, and in counterinsurgency operations in particular, has been written off as strategically dangerous and politically irrational. The goal of the article is to examine the role of force in a modern military context and determine if victory through its application is theoretically feasible. This hypothesis will be tested against the backdrop of the conflict in Chechnya. The work will examine the Russian military and public policy as a subordinate subject to the overall inquiry of the article in an attempt to show that force was one of the major factors behind Russian military success in 2001.  相似文献

This article critiques recent articles in Foreign Affairs and International Security that argue that in the foreseeable future the United States could acquire an assured first-strike capability vis-à-vis Russia and China thanks to technological improvements in U.S. nuclear delivery systems and a general decline in the numbers and capabilities of Russian nuclear forces. Notwithstanding these articles, this analysis finds that mutual deterrence will persist regardless of the scale of possible future imbalances because deterrence is a highly flexible phenomenon. The pertinent question is not whether the United States will be able, in a surprise first strike, to cripple severely Russian response capabilities, but whether political stakes in any foreseeable conflict could justify the risk of even a small retaliatory strike on the United States. This article also assesses whether the Foreign Affairs and International Security articles could inadvertently exacerbate an already highly charged anti-American sentiment in Russia, possibly laying the foundation for a revitalization and expansion of the Russian nuclear arsenal.  相似文献

Contemporary Russian military theory is dominated by three schools of thought: the ‘traditionalists’, the ‘modernists’ and the ‘revolutionaries’. On the role of technology in future warfare, the traditionalists argue for both high tech and massive forces at the same time. The modernists are ready to trade manpower for technology, whereas the revolutionaries give technology full priority. Both the traditionalists and the modernists believe Russia, because of the country's technological lag and limited resources, should respond asymmetrically to the Western technology challenge. The revolutionaries, on the other hand, maintain that Russia must respond in kind. If not, the country will no longer be able to defend its sovereignty. The currently ongoing radical reform of the Russian military is a partial victory for the modernists, but which model or mix of models that will dominate in the future is first of all dependent on the Russian military's purchasing power and the state of the domestic defence industry.  相似文献

As the United States and Russia contemplate the next stage of nuclear arms reductions beyond the 2010 New Strategic Arms Reduction Treaty, another issue enters the agenda—that of the impact of possible deep reductions on the shape of the global nuclear balance. As the gap between the US/Russian arsenals and the arsenals of “second-tier” nuclear weapon states narrows, the familiar shape of the global balance, which remains, to a large extent, bipolar, is likely to change. The article explores the Russian approach to the relationship between further US-Russian reductions and the prospect of “nuclear multipolarity,” and assesses the relative weight of this issue in Russian arms control policy as well as the views on the two specific regional balances—the one in Europe (including UK and French nuclear weapons) and in Asia (the possible dynamic of the Russian-Chinese nuclear balance).  相似文献

The term “hybrid warfare” is a new one that the West began to use to explain its failure to cope with asymmetric threats. Focusing on the war on global terrorism, the West temporarily withdrew its attention from traditional adversaries, such as Russia, which has used this gap and has audaciously returned to the stage as a global actor. Until the Russian annexation of the Crimean Peninsula in 2014 and inflaming the Ukrainian crisis, most Western authors attributed “hybrid threats” mostly to non-state actors. But the Ukrainian scenario showed the true face of “hybridity” in the modern battlefield when practised by a powerful state actor. Russian “hybrid warfare” in Ukraine has already been seen as a combination of conventional and unconventional methods, that have been complemented with other instruments of national power – diplomatic, economic and information. The purpose of this article is, through an analysis of the Ukrainian scenario, to demonstrate that although the term “hybrid” is new, the concept itself is old and is a continuation of already seen doctrine from the Cold War era. Although “hybrid threats” can come both from state and non-state actors, the Russian interference in Ukraine is proof that they are especially dangerous for the West if, or when, they are initiated from a traditional, sophisticated adversary that has the capacity to use all forms of warfare.  相似文献

Russia, as many contemporary states, takes public diplomacy seriously. Since the inception of its English language TV network Russia Today in 2005 (now ‘RT’), the Russian government has broadened its operations to include Sputnik news websites in several languages and social media activities. Moscow, however, has also been accused of engaging in covert influence activities – behaviour historically referred to as ‘active measures’ in the Soviet KGB lexicon on political warfare. In this paper, we provide empirical evidence on how Russia since 2014 has moved towards a preference for active measures towards Sweden, a small country in a geopolitically important European region. We analyse the blurring of boundaries between public diplomacy and active measures; document phenomena such as forgeries, disinformation, military threats and agents of influence and define Russian foreign policy strategy. In summary, we conclude that the overarching goal of Russian policy towards Sweden and the wider Baltic Sea is to preserve the geostrategic status quo, which is identified with a security order minimising NATO presence in the region.  相似文献

Post-Cold War “lab-to-lab” collaborations on unclassified scientific issues between U.S. and Russian nuclear weapons laboratories set the stage for bilateral cooperation in materials control and other nuclear areas. They also became the major element in a cooperative process initiated by a Presidential Decision Directive to ensure Russia's compliance with the Comprehensive Nuclear-Test-Ban Treaty. These collaborations have always been highly favored by leaders of the Russian nuclear weapons complex—the same leaders who oversee Russia's participation in various government-to-government programs. This article reviews these collaborations and examines the possibility that U.S. rebuffs of Russian proposals and the U.S. failure to keep promises of expanded collaboration could contribute to Russia's reluctance in major programs and even lead to a return to nuclear testing by Russia. The author argues that a renewed U.S. commitment to the process should be an immediate goal of the Obama administration and is an essential step in re-engaging Russia to solve the nuclear problems remaining from the Cold War. Steps for doing so are recommended.  相似文献

Although the Obama Administration has differed from its predecessor in a number of respects, on the specific issue of Ballistic Missile Defense (BMD), there is a striking continuity. The Obama Administration has remained committed to the BMD project, even as it has modified the schedule of deployments and prioritized different systems from the Bush Administration. Significantly, this has led to Chinese and Russian balancing in the nuclear sphere. As a result, there is evidence of a security dilemma-type dynamics in US relations with China and Russia. At present, there is no study that analyzes Russian and Chinese hard internal balancing against the USA in the sphere of missile defense during the Obama Administration.
