With the Canada First Defence Strategy, Canada has put forth a major opportunity to reconcile national security imperatives and industrial policy. The Jenkins Report (2013) set out to examine ways to use that procurement effort to foster key industrial capabilities (KICs) that would put the Canadian defence industry at an advantage both nationally and internationally. The Canadian defence industry should then develop highly focused capabilities with a view to moving up global value chains. As such, KICs that hold the best potential should be selected. They should be sustained through a range of strategies that are however contingent on the elimination of policy gaps. This leads to a balancing act between the need to control intellectual property assets versus accessing them in a world where national boundaries are eroded. Canada’s industry should target opportunities outside North America while continuing to focus on better integration with the North American industry.  相似文献

The British Military Covenant can be located in and from many sources and from 2011 onwards in primary legislation. This article argues that the provision of military housing amounts to an early test of how the military covenant is understood and used by those involved in defence policy, and those in the armed forces affected by it. It finds that housing was a prominent feature of how service personnel understood how they were valued, but was not explicitly understood as a covenant issue by those personnel or the officials in charge of the Defence Estates. We locate three reasons for this: (1) the covenant has been poorly translated from aspiration into policy practice, (2) the covenant is unevenly understood across its stakeholders which has the effect of generating disappointment through misaligned expectations, (3) those engaged in the reform process surrounding the Defence Infrastructure Organisation (DIO) saw the covenant as a means to energise reform. Ultimately housing was seen as a dry and technocratic business area and thus an issue ripe for being refracted through the covenant was ultimately left outside of its remit.  相似文献

The defense establishments of all major powers are changing to reflect changes in the foundations of national security strategy and resource allocation. The authors believe economists should play an active role in formulating these changes and offer an orientation to the U.S. debate, presenting three major alternatives: the “Base Force” (Bush Administration), Mr. Aspin's Force “C,” and the “Low” Alternative (Prof. Kaufmann and Dr. Steinbruner). These alternatives are compared using first‐order measures of capabilities, budgets and risk. Budgetary estimates are based on newly‐developed analytical tools.  相似文献

The ousting of Dr Goodluck Jonathan marked the first time in Nigerian history that a member of the opposition unseated an incumbent in fair and peaceful elections. The smooth transition of power, uncharacteristic of Nigeria, was hailed by the international community as a victory. However, did Muhammadu Buhari win because Jonathan lost or did Jonathan lose because Buhari won? This article argues that Jonathan's growing unpopularity gave Buhari the win, and that Boko Haram played a major role in the president's sinking support. India has increasingly high aspirations in the Indian Ocean, as enunciated by politicians, naval figures and the wider elite. These aspirations, its strategic discourse, are of pre-eminence and leadership. India's maritime strategy for such a self-confessed diplomatic, constabulary and benign role is primarily naval-focused; a sixfold strategy of increasing its naval spending, strengthening its infrastructure, increasing its naval capabilities, active maritime diplomacy, exercising in the Indian Ocean and keeping open the choke points. Through such strategy, and soft balancing with the United States, India hopes to secure its own position against a perceived growing Chinese challenge in the Indian Ocean.  相似文献

In 1999, rebels rose to oppose the newly elected former warlord Charles Taylor in Liberia. Motivated by a variety of reasons, the minimal common denominator of these rebels, who assumed the name Liberians United for Reconciliation and Democracy (LURD), was that Charles Taylor must leave the country. The decentralized nature of LURD though stands out in their struggle, as they don't fit the unitary actor assumed by literature on strategy, nor the alternative conception of decentralized forces fighting for purely local reasons. Understanding such aberrations as LURD is the first step to finding strategies that can incorporate and manage them.  相似文献

The term “Gray Zone” is gaining in popularity as a way of describing contemporary security challenges. This article describes the “short-of-war” strategies – the fait accompli, proxy warfare, and the exploitation of ambiguous deterrence situations, i.e. “salami tactics” – that are captured by the term and offers several explanations for why state and non-state actors are drawn to these strategies. The analysis highlights why defense postures based on deterrence are especially vulnerable to the short-of-war strategies that populate the “Gray Zone.” The article concludes by suggesting how defense officials might adapt defense policies to life in the “Gray Zone.”  相似文献

The article studies the range of problems that have emerged due to the growing immigration from Muslim countries into the European Union (EU). While describing the functions of immigrants' communities, the authors focus on their political role in the receiving states. The study of the historical development of government–diaspora relations in three cases (the UK, France, and Germany) shows that Muslim communities' political influence does not reflect their economic and cultural role, which in the future might threaten the EU security, unless these countries develop a new approach to an “acculturation” policy.  相似文献

‘Mowing the Grass’, Israel’s strategy in the twenty-first century against hostile non-state groups, reflects the assumption that Israel finds itself in a protracted intractable conflict. The use of force in such a conflict is not intended to attain impossible political goals, but a strategy of attrition designed primarily to debilitate the enemy capabilities. Only after showing much restraint in its military responses does Israel act forcefully to destroy the capabilities of its foes, hoping that occasional large-scale operations also have a temporary deterrent effect in order to create periods of quiet along its borders. The Israeli approach is substantively different from the current Western strategic thinking on dealing with non-state military challenges.  相似文献
