NATO's post-Cold War transformation, as well as the military alliance's decision to use force in Bosnia in 1994 and 1995, has been examined from multiple perspectives. Among an array of diplomatic, historical and political approaches, however, analysts have given little attention to the role played by NATO's top civilian leader in Brussels, the Secretary General. On the crisis in Bosnia, no research has been devoted to the leadership of Secretary General Manfred Woerner, who oversaw NATO as it moved toward aggressive military action in the Balkans. Using an approach that examines the Secretary General's leadership from three perspectives, this article provides the first assessment of Woerner's role in shaping alliance policy on Bosnia. The findings suggest that Woerner was a critical leader in influencing NATO decisions, which provides new explanations for NATO's conduct in the Balkans, and speaks to the broader literature on NATO's evolution after the Cold War.  相似文献

The US role in the North Atlantic Treaty Organization (NATO) Alliance is a 65-year history of retrenchment and renewal. When Washington has sought a retrenchment from the world, it traditionally increased burden sharing pressure on Europe to do more. During times of increased global ambition, the USA reaffirmed its traditional leadership role in the Alliance and its commitment to NATO effectiveness and relevance. This cycle of NATO retrenchment and renewal, however, is halting. Though the USA will continue to go through periods of relative increases and decreases in security policy ambition, signs point to a permanent defense and security retrenchment in Europe. Germany is the ally singularly capable of filling the resulting security gap. If NATO is to avoid the drift toward irrelevance many critics have predicted, Germany will need to cast off old inhibitions toward security and defense leadership. These trends and their implications for NATO's future are explored through historical case studies and the shifting contemporary security environment.  相似文献

ABSTRACT

Since the 1950s, the United States has engaged in nuclear sharing with its NATO allies. Today, 150-200 tactical nuclear weapons remain on European soil. However, the Treaty on the Non-proliferation of Nuclear Weapons (NPT) prohibits the transfer of nuclear weapons to non-nuclear weapon states. The potential discrepancy between text and practice raises the question of how the NPT's negotiators dealt with NATO's nuclear-sharing arrangements while drafting the treaty that would eventually become the bedrock of the international nonproliferation regime. Using a multitiered analysis of secret negotiations within the White House National Security Council, NATO, and US-Soviet bilateral meetings, this article finds that NATO's nuclear-sharing arrangements strengthened the NPT in the short term by lowering West German incentives to build the bomb. However, this article also finds that decision makers and negotiators in the Lyndon B. Johnson administration had a coordinated strategy of deliberately inserting ambiguous language into drafts of Articles I and II of the Treaty to protect and preserve NATO's pre-existing nuclear-sharing arrangements in Europe. This diplomatic approach by the Johnson administration offers lessons for challenges concerning NATO and relations with Russia today.  相似文献

From the late 1970s and until the end of the Cold War, the ‘High North’ constituted a central theatre for military forces. Extensive NATO preparations were made, a solid infrastructure developed in northern Norway, and frequent and large-scale exercises were carried out. These developments, from the late 1970s, were much discussed by scholars and strategists. However, the change of perception, laying the foundation for the military build-up, had actually occurred a decade earlier, in the late 1960s. This change has not yet been given its rightful attention, partly because the relevant documents have only recently become available. This essay takes the chronology of events back into the 1960s and to NATO's secret discussions between the national Ministers of Defence and Chiefs of Staff. The most significant turning-points were the Flexible Response strategy of 1967; SACLANT's concern over increased Soviet naval activity and his ‘Maritime Strategy’ studies of 1965 and 1967; NATO's awakening to the Soviet SSBN threat in 1967; and the concept of ‘External Reinforcement of the Flanks’ of 1968 – finally followed by the ‘Brosio Study’ (named after the then NATO Secretary-General) of 1969. As a consequence of these developments NATO's ‘tactical northern flank’ was set to become an independent strategic theatre.  相似文献

Over the past several decades, NATO allies have debated the relative burdens and benefits of NATO membership. Recently, this concern surfaced as members debated the magnitude and distribution of NATO expansion costs. This paper presents an economic model of defence alliances to identify the benefits and burdens of alliance membership. It suggests that defence expenditures provide public benefits if alliance members share common interests and mutual commitment; defence expenditures provide private benefits if countries lack common interests and mutual commitment. The model's results are used to discuss NATO's evolving roles and missions, NATO expansion and burden sharing across NATO members.  相似文献

The North Atlantic Treaty Organization (NATO) has since the turn of the new century experienced a double transformation gap: between global and regionally oriented allies and between allies emulating new military practices defined by the United States and allies resisting radical change. This article takes stock of these gaps in light of a decade's worth of collective and national adjustments and in light of counter-insurgency lessons provided by Afghanistan. It argues first of all that the latter transatlantic gap is receding in importance because the United States has adjusted its transformation approach and because some European allies have significantly invested in technological, doctrinal, and organizational reform. The other transformation gap is deepening, however, pitching battle-hardened and expeditionary allies against allies focused on regional tasks of stabilization and deterrence. There is a definite potential for broad transformation, our survey of officers' opinion shows, but NATO's official approach to transformation, being broad and vague, provides neither political nor military guidance. If NATO is to move forward and bridge the gap, it must clarify the lessons of Afghanistan and embed them in its new Strategic Concept.  相似文献

This article explains why the EU in recent years has gained an upper hand in Allied defence planning. The development is surprising in light of reforms undertaken by NATO in the mid-1990s and also the 1998-99 US ambition to reinforce NATO's defence planning process with the Defence Capabilities Initiative. The article argues that a number of European governments, notably including the British and French, has been motivated to seek change because NATO's defence planning process has proved difficult to adapt to new low-intensity threats and also because governments seek to control the political development of the EU itself. The article illustrates how these concerns are directly visible in the current EU design for military planning and offers an assessment of future NATO-EU relations.  相似文献

During the Cold War, NATO planners created the Allied Command Europe Mobile Force (Land) to implement proto-flexible response strategies. Originally conceived as a means to plug gaps in the NATO Central Region "Shield" forces with portable tactical nuclear weapons, ACE Mobile Force evolved into a signalling device intended to forestall an escalatory situation with Soviet and Warsaw Pact forces on NATO's northern and southern flanks. The story of ACE Mobile Force is a lens from which to view the implementation of Flexible Response, particularly in the mature period of the 1970s and 1980s.  相似文献

Since 2002, NATO's territorial missile defense has evoked continuous debates between NATO states and the Russian Federation. Thirteen years have passed without reaching a common denominator. This article provides a comprehensive overview of the historical background of the debate and the technical details of the missile defense system, highlighting its shortcomings and the state of its deployment process. It also contrasts the military-technical and political arguments of both sides, before addressing the applicable norms of international law to highlight violations and the effect of this noncompliance on existing arms control measures.  相似文献

From the Barents and the Baltic Sea in the north, through Central Europe and the Balkans, to the Black Sea in the south a range of new subregional groups and cooperation processes have emerged in Europe during the 1990s. Compared to NATO and the European Union, these new subregional groups have received little attention. Their ‘indirect approach’ to security, however, plays an important role in overcoming the legacy of the Cold War, reducing the risks of military conflict and addressing non‐military security challenges. As NATO and the EU expand eastwards, subregionalism is assuming growing importance as a means of avoiding new ‘dividing lines’ in Europe. After the wars in Bosnia and Kosovo, subregionalism is also gaining importance as a means of building cooperation in South‐Eastern Europe. The challenge for the future is to give more substance and depth to Europe's new subregional cooperation frameworks.  相似文献

“Smart Defense” is NATO's new approach to risk- and burden-sharing, which has been a chronic problem within the alliance since the 1950s. Numerous solutions have been proposed, but initiatives resulting in more equitable burden-sharing have never been fully implemented. There are two driving forces influencing a county's willingness to support such initiatives – the economic theory of alliances and the risks posed by the implementation of capability sharing. The authors examine each of these and propose that rather than aiming for group consensus on the production of capabilities, NATO should focus on interoperability through support functions. This approach provides the most likely solution for connecting the forces, doctrine, procedures, standards and other factors of joint capability production such that country leaders find the risks of doing so to be politically and militarily acceptable.  相似文献

Conventional constructivism presents conforming to normative expectations as a constituent force in state legitimacy. However, what is broadly considered appropriate is not necessarily realized since concrete action can collide with other norms, just as prevention of human rights violations is generally viewed as desirable, but related action provokes a debate over sovereign integrity and the use of force. This article argues that this ‘norm dilemma’ prompts states to develop international organizations. That is to say, if international mechanisms exist to deal with regional contingencies effectively, such dilemmas that accompany intervention are more likely to be pre-empted. For this reason, states move towards development of institutions for security management. This article examines this claim by analyzing North Atlantic Treaty Organization's (NATO's) reorganization through the intervention in Bosnia and explains why investigating norm dilemmas elucidates more aspects of this case than paying attention to the influence of humanitarian norms alone. Given the stress placed on conflict ‘prevention’ in NATO today, instead of promotion of intervention, as reiterated in the 2010 Strategic Concept, analysis of the first major crisis in post-Cold War Europe offers important insights into future management of norm dilemmas by the Alliance.  相似文献

It would be hard to overstate the importance of air power in humanitarian intervention (HI) and the Responsibility to Protect (R2P). Yet, the role of air power in HI and R2P has been understudied. This article seeks to remedy the lack of systematic investigation. It does so by developing a framework for assessing the effectiveness of air power during military operations in HI and R2P and applies it to NATO’s air campaigns in Kosovo (Operation Allied Force) and Libya (Operation Unified Protector). Upon examination NATO is revealed to have fared better in Libya than Kosovo in positively accomplishing its stated humanitarian objectives, minimizing collateral damage and reducing the costs for the interveners, all of which are aspects considered by the model. The relative effectiveness of Operations Unified Protector is generally attributed to geography, diplomacy and technology. It is argued that better ground support, unmanned aerial vehicles (UAVs) and burden sharing are needed to enhance the utility of air power in HI and R2P even further.  相似文献

The past decade has seen substantial shifts in Swedish security policy and major change in the domestic debate about NATO. For the first time, all of the right-of-centre “alliance parties” are calling for a full NATO membership, and popular support for NATO has increased. Yet public opinion contains ambiguities and paradoxes that complicate the picture. At the same time as support for NATO has increased, the public is overwhelmingly for continued military non-alignment. Drawing on previous research, longitudinal data from national surveys, and other sources on defence and security issues, this article aims to increase our understanding of the development and change in Swedish public opinion on NATO. A key argument is that Erving Goffman’s theatre metaphor, combined with neo-institutional decoupling theory, to a large degree can help understand the public opinion paradox.  相似文献

This article examines two related issues: the policy objectives pursued by the British government to prevent India from developing nuclear weapons and the challenges presented to the Indian government in balancing Gandhian idealism with the reality of nuclear diplomacy. Building on recent research, the following issues are explored: the implementation of Anglo-American non-proliferation policy in Asia, the provision of security guarantees for India and Pakistan and the UK proposal to establish a Commonwealth Nuclear force as a means of maintaining British influence in the region. The analysis is placed within the context of Britain's overall defence policy during the 1960s focusing particularly on the British withdrawal from East of Suez and the development of nuclear-sharing arrangements within NATO. The article argues that the Wilson government regarded security guarantees for India as an obstacle towards the successful conclusion of a non-proliferation agreement. Britain's primary objective in advancing the concept of a Commonwealth Nuclear Force was not to increase Indian security in the face of Chinese nuclear threats but to explore possible options to internationalise Britain's nuclear forces after initial plans for a NATO nuclear force had failed.  相似文献

During their 60 years within the North Atlantic Treaty Organisation (NATO), Denmark and Norway have experienced both high and low standings within the alliance, which can be attributed to both external and internal factors influencing their alliance strategies. During the ‘first’ Cold War and Détente, 1949–79, Danish and Norwegian alliance strategy aimed to simultaneously deter and reassure the Soviet Union. During the ‘second’ Cold War, 1979–89, Danish alliance policy became driven by domestic politics, and the Danish government was forced to formally dissociate the country from NATO's policies. Norway was not uncritical, but held a much lower profile. After the Cold War this situation shifted. Denmark successfully rehabilitated itself as a loyal and dependable ally by responding to the call for focusing on out-of-area operations. Meanwhile, Norway's continued focus on the lingering Russian Threat made the country seem out-of-touch with priorities in the post-Cold War alliance, and domestic politics prevented a more active out-of-area engagement.  相似文献

Russia’s illegal occupation and annexation of the Crimean peninsula in February–March 2014, and the country’s well-documented involvement in the separatist conflict in Eastern Ukraine, have led to a significant worsening of Russia’s relations with the West. Vladimir Putin’s move to redraw Russia’s southern borders through the use of military force and subversive measures has given rise to an uncertainty that goes well beyond the post-Soviet space. Since 2014, North Atlantic Treaty Organization (NATO) has had to reassess many aspects of its relationship with Russia. The alliance has also initiated various measures to strengthen the military security of its eastern member states, particularly the Baltic states, Poland, and Romania. Further to the North, NATO’s northernmost member – Norway – is following developments in Russia with a heightened sense of awareness. The same goes for non-aligned Sweden and Finland, which are trying to adapt to the emerging, and increasingly complex, security environment in Northern Europe.  相似文献

ABSTRACT

France’s so-called exceptionalism in multilateral security policy is often explained with its Gaullist political culture. However, a closer look shows that Gaullism cannot easily capture different French policies, particularly toward NATO. To unearth what can explain policy variance, this paper asks the question of whether French political parties value NATO differently and, if so, to what effect? Looking at French governments from 1991 to 2014, I argue that political parties in France carry different values, which lead them to interpret NATO’s role for France’s security policy differently. As a result, French parties in power encouraged, delayed, or halted NATO institutional transformation at specific junctures. This argument builds on the insights of the study of ideational factors in IR and the study of party politics in Comparative Politics. Through an analysis of French governments’ policy preferences toward NATO, this paper stresses that institutional transformation can be understood through the study of veto points in conjunction with national preference formation.  相似文献

According to the NATO’s collective defence strategy and the principle of deterrence, “no one should doubt NATO’s resolve if the security of any of its members were to be threatened”. In this sense, credible deterrence acts as a guarantee for peace and stability in the Euro-Atlantic region. However, recent events in Ukraine and Georgia have revealed the potential weaknesses of the current deterrence models. Without any overt fear of retaliation, we have seen Russia’s aggressive steps towards its neighbours, which were planned and executed with great sophistication, initiative, agility and decisiveness. Although contrary to Ukraine and Georgia which are not the members of the Alliance, Estonia, Latvia and Lithuania are granted security guarantees in the NATO framework, the Baltic countries clearly constitute Russia’s point of contact with NATO and are, therefore, also subject to the interests of Russia to test mutual capabilities and commitment, and to send strategic messages to the Alliance. In this context, the article aims to assess how credible is the deterrence posture provided by NATO in avoiding potential aggression on the part of Russia against the Baltic countries.  相似文献

Although a number of studies concerning Turkish defence-growth relation have been published in recent years, little attention is given the demand for Turkish defence expenditure. This is an important issue for understanding which variables contribute to the determination of the demand for military expenditure. However, it is difficult to develop a general theory or a standard empirical approach for the determination of the demand military expenditure. This study models and estimates the demand for Turkish defence expenditure for the period 1951-1998 using autoregressive distributed lag approach to cointegration (ARDL) following the methodology outlined in Pesaran and Shin (1999). This procedure can be applied regardless of the stationary properties of the variables in the sample and allows for inferences on long-run estimates, which is not possible under alternative cointegration procedures. The findings suggest that Turkish defence spending is determined by NATO's defence spending, Greece's defence spending and some security considerations.  相似文献
