This article argues that aspirations of maintaining a dominant influence over sub-Saharan security issues has spurred the French and British leadership of European Union (EU) foreign and security policy integration, just as it has informed military capability expansions by the armed forces of the main EU powers. While Europe's initial African focus was on stabilising a continent marred by state failure, civil wars and genocides, changes in the global security context, especially the shift towards multipolarity manifest in China's growing engagement, has prompted a complementary focus on deterring other powers from making military inroads into the subcontinent. Hence Europe's sub-Saharan security focus is shifting from stabilisation towards deterrence. This helps explain recent military procurements which, in spite of the extremely challenging fiscal position of most EU member states, feature large-scale investments in long-range deterrence capabilities.  相似文献

Since the mid-twentieth century, the East and Southern African regions have been mired in complex and overlapping security and development challenges, including ethnopolitical conflicts, terrorist insurgencies, the proliferation of small arms and light weapons (SALWs), and overwhelming economic crisis. These challenges have had implications for human security, socio-economic development, territorial authority, sovereignty and the stability and legitimacy of political regimes in the affected states. The adequacy and relevance of the regional responses to these challenges is the subject of ongoing debate, to which this paper now adds. Among other factors, this paper identifies competition for regional dominance and institutional inadequacies as accounting for the inability of regional governance bodies to respond adequately to the challenges they face. Consequently, it recommends the expansion of the mandate of the Regional Economic Communities (RECs) beyond regional economic integration to include peacebuilding and a deepening of the institutional efforts focused on security cooperation and conflict management.  相似文献

As a result of the migration crisis of 2015–2016, the management of mass migration and border control became militarised in Central Europe, and this process has also reshaped the dynamics of multinational defence cooperation in the region. Accordingly, while the so-called Central European Defence Cooperation (CEDC) was created by Austria, Croatia, the Czech Republic, Hungary, Slovakia and Slovenia in 2010 to support NATO and EU capability development projects via defence cooperation, after the migration crisis it became the major Central European forum for military cooperation against irregular mass migration. Although many defence officials in the region are not necessarily enthusiastic about this development, the Central European political environment and also practical defence considerations pushed the defence ministries of CEDC countries towards deeper cooperation on border control, as well as better coordination with ministries of interior affairs on the national and the regional levels.  相似文献

The military poses an ongoing threat to modern democratic rule in some African countries, especially in the Zimbabwean context. This paper reveals the ways in which Zimbabwe National Army (ZNA) generals have played a political role in the Zimbabwean elections, an issue which is both a political threat and a security threat to the state. It is argued that the ways in which ZNA generals engage in the political process goes against Section 208(2) of the constitution of Zimbabwe, which summarily states that the military must be apolitical. In substantiating this argument, the paper presents and analyses various public speeches made by army generals. It is contended that the army generals’ support of the Zimbabwe African National Union – Patriotic Front (ZANU-PF) and President Robert Mugabe has to be understood as a ‘mutual accommodation’, i.e. the generals are offered privileges in return for the political protection of the ruling regime which negatively impacts the security of the vote.  相似文献

Trust in institutions is an important issue of political science and sociology. This article contributes to the discussion by exploring public trust in the military at the global, regional and national levels, and the causes of trust and distrust in the military. Analyses of public opinion data reveal that the military is a highly trusted social institution across the world. In Slovenia, the trust in the military is high as well; however, it is lower than international data would suggest, averaging at 50%. Against this background, the article focuses on the causes of trust. The original empirical survey was accomplished and shows that the most significant causes of a high level of trust in the military are its frequent and successful involvement in disaster relief, its professional qualifications and high performance, as well as its national defense role. Whereas the key causes of distrust are: the poor levels of transparency in its procurement process; the politicization of the military and organizational problems.  相似文献

While unmanned aerial vehicles (UAVs) have become a standard element of modern armed forces, African countries have been reluctant to acquire remotely piloted aircraft for military purposes until recently. This is mainly due to a lack of industrial capabilities and, for military purposes so far, procurement policies that have concentrated on small arms and light weapons, more prestigious armoured vehicles and combat aircraft. Moreover, counter-insurgency strategies in Africa tend to focus on manoeuvre warfare, co-opting rebels or fighting them using armed proxies. As a consequence, international counterterrorism operations against fanatical and reckless groups like al-Qaeda in the Islamic Maghreb and Boko Haram in sub-Saharan Africa are characterised by a strong dependence on Western forces providing UAV-based reconnaissance and, in some cases for the United States, military strikes by drones. This essay reviews some of the incentives and problems of the use of UAVs in the African context. Given the geographical and military conditions of asymmetric warfare in Africa, and potential problems concerning international law, ethical aspects of the use of arms, and civil–military relations notwithstanding, it is argued that African security forces should develop their own UAV capabilities by intensifying their cooperation with Western armed forces.  相似文献

Since achieving political independence African countries have been involved in policies of regional co-operation and integration. Africa's leaders see regional integration as a way to harness resources collectively, to penetrate global markets and to attract foreign direct investment. The experience of African undertaking suggests, however, that regional co-operation has faced many obstacles and that co-operation arrangements in future will not be easy. Importantly, regional co-operation in Southern Africa raises issues of loyalties, resource availability, duplication of efforts and competition. Added to this is the aspect of globalisation, which is creating new economic challenges as well as new opportunities for regional integration.  相似文献

ABSTRACT

The extended deterrence relationships between the United States and its allies in Europe and East Asia have been critical to regional and global security and stability, as well as to nonproliferation efforts, since the late 1950s. These relationships developed in different regional contexts, and reflect differing cultural, political and military realities in the US allies and their relations with the United States. Although extended deterrence and assurance relations have very different histories, and have to some extent been controversial through the years, there has been a rethinking of these relations in recent years. Many Europeans face a diminished threat situation as well as economic and political pressures on the maintenance of extended deterrence, and are looking at the East Asian relationships, which do not involve forward deployed forces as more attractive than NATO’s risk-and-burden-sharing concepts involving the US nuclear forces deployed in Europe. On the other hand, the East Asian allies are looking favorably at NATO nuclear consultations, and in the case of South Korea, renewed US nuclear deployments (which were ended in 1991), to meet increased security concerns posed by a nuclear North Korea and more assertive China. This paper explores the history of current relationships and the changes that have led the allies to view those of others as more suitable for meeting their current needs.  相似文献

The Building Security Overseas Strategy is at its core an ‘Intervention to end all Interventions’ – from a Western as well as an African perspective. Two of its main pillars are security sector reform in specific countries and systematic support to the development of the African Peace and Security Architecture. This article addresses the question why such efforts have met little success in francophone Africa. It argues that the failure of Western advisers to understand the sociological dynamics of African armed forces, shaped by a political culture based on personal loyalty to the leader, is at the root of the problem. In that context, the Huntingtonian-type distinction between the civilians and the military does not apply as military and civilians act in concert within common clientelism systems. As a result of the curtailing of the state-formation experience in most African countries, the military never had to demonstrate its performance as a state builder, nor did it have to bargain its legitimacy against the support of the citizens. Partnership in that context will remain a misnomer, at least until African military can credibly demonstrate commitment to state-building grounded in a broad-based social contract.  相似文献

This article examines the impact of parliamentary involvement in troop deployment decisions on restrictions on military mandates by examining the Belgian contribution to the 2011 Libya intervention and the coalition against the self-proclaimed Islamic State. More specifically, we analyse (1) the effect of party ideology on mandate preferences, and (2) the impact of bargaining between majority and opposition parties on the outcome of mandate negotiations. Our case study demonstrates that left-wing parties show a strong inclination toward imposing restrictions on the use of military force beyond humanitarian goals, while right-wing preferences tend to depend on the national interests at stake in the operation. With regard to majority-opposition bargaining, our study shows that the impact of opposition parties is dependent on the degree of contention between government and opposition parties, as well as on the extent to which the executive needs to seek support across its own majority.  相似文献

This essay recalls the immediate and longer-term responses of the US and its allies to the events of 9/11. It contends that the die for contemporary developments in transnational terrorism was cast in the immediate aftermath of 9/11 – in particular the launching of sustained ‘anti-terrorist’ military combat operations in Afghanistan and Iraq, and more covert ‘kinetic’ operations elsewhere in the Middle East and Africa. The essay seeks specifically to expose the counter-productivity of using military operations as the primary antidote to transnational terrorism. Focusing on the African ‘laboratory’ and the spread of transnational terrorism and Islamic militancy, particularly in West and East Africa, the essay concludes that radical Islamists have mastered the ‘battle of the narrative’ and that the Western penchant for dispensing a kinetic brand of medication is feeding rather than fighting the virus of global terrorism.  相似文献

Despite both regional and international efforts to establish a weapons of mass destruction–free zone (WMDFZ) in the Middle East, regional support beyond mere rhetoric seems unattainable. The lack of commitment to WMD disarmament results from the complexity of regional security dynamics, which are characterized by a high level of weaponization and crosscutting conflicts. This article examines a strategy for WMD disarmament in the Middle East. First, such a strategy must reflect the motives underlying a state's WMD aspirations. Security and prestige may be identified as two motives that affect the acquisition, and thus also the abandonment, of WMD. Second, Egypt, Iran, Israel, and Syria are important actors because their reasons for desiring WMD cannot be considered apart from each other, and progress will consequently depend on the inclusion of all these actors. In this regard, we recommend the establishment of a parallel process between efforts to establish a WMDFZ and peaceful relations in the Middle East. Solving central problems, like the lack of political determination and security cooperation, is vital to create consensus on the final framework of a zone. This study suggests a way forward by analyzing the central causes of conflict in the region and recommending ways to resolve them in order to establish a WMDFZ.  相似文献

This article outlines the widespread needs of South African military veterans and the possible consequences if the promises made in the recent Military Veterans Act are not met. The first part of the article defines who generally qualifies as a military veteran, how they are typically compensated in various countries with specific reference to neighbouring southern African countries, and what the consequences are when veterans become disenchanted with the state. The second part focuses on South Africa and the recent debates on military veterans and their entitlements. With reference to the findings of a qualitative study conducted among military veterans, parliamentary debates and media reports, an assessment is made of the demands and affordability of promised benefits and the consequences should the state not deliver. The conclusion is reached that heightened expectations are presently frustrated by slow roll-outs, and this is likely to increase the possibility of protest action. This has now the potential to create further tension within the ruling party and civil society, as the pressure on public finances mounts and demands become unsustainable. The effect this may have on political stability will depend on how the government manages this issue.  相似文献

Under what conditions can leaders achieve wartime political–military integration? In the Vietnam War, political–military integration exhibited dramatic variation: in the air war, the US was able to tightly integrate its political objectives and military conduct, but in the ground war, the American military prosecuted a strategy that was both divorced from broader political objectives and was immune from Washington's influence. I argue that the nature of information management between the military and civilian leadership explains the pattern of political–military integration in the Vietnam War more completely than do explanations that focus on the organizational cultures of professional militaries.  相似文献

This article empirically explores the relationship between military expenditure, external debts and economic performance in the economies of sub-Saharan Africa using a sample of 25 countries from 1988–2007. In investigating the defence–external debt nexus, we employ three advanced panel techniques of fully modified OLS (FMOLS), Dynamic OLS (DOLS) and dynamic fixed effect (DFE) to estimate our model. We observe that military expenditure has a positive and significant impact on external debt in African countries. Real GDP affects the total debt stock of African countries with a negative relationship. Our empirical results based on long-run elasticities show that a 1% rise in national output leads to a decline in external debt by 1.52%, on average. Policy-wise, the study suggests that African countries need to strengthen areas of fiscal responsibility and pursue models that encourage rational spending, particularly reductions in military expenditure.  相似文献

In this article, I outline a holistic approach to the military concept of “Rules of Engagement” (ROE), which complements the legal aspects of ROE with considerations of operational and political requirements for the use of military force. Drawing upon two illustrative cases from the US military experience with the use of ROE, I demonstrate that ROE for any particular military operation should be formulated to balance optimally, if not harmonize fully, the legal, operational and political concerns related to the use of force. In this task, political decision-makers and military practitioners alike are confronted with unavoidable and real-life dilemmas. How these dilemmas are handled has significant implications for how legal requirements concerning accountability and concerns for civilian lives in military combat can be preserved through ROE.  相似文献

The UN relies on regional organisations to carry out peacekeeping activities and has very good reasons for doing so: resource constraints and relevant political influence. In Africa, however, the UN Security Council seems unwilling to take decisive action when faced with complex emergencies and leaves the burden to the OAU which has its own problems. The UN charter does allow regional organisations to take enforcement action even without prior armed attack. The OAU charter converges with that of the UN in ways that should make cooperation easier than it has been. Despite the rhetoric, the UN Security Council has undertaken very little visible action in Africa when it is most needed. A lack of significant African representation in the Council is perhaps a cause. The Council will improve its global authority if it undertakes reforms that reduce the power of the US and the UK over its decisions.  相似文献

The United States faces a series of strategic and policy conundrums as it attempts to promote strategic stability in the Persian Gulf and the wider Middle East. This article examines the relationship between a reduced US nuclear arsenal and strategic stability in the Persian Gulf and the Middle East. It argues that a series of interrelated political and military factors play a much more significant role in regional security and stability than the US strategic arsenal, which has never, with a few extraordinary exceptions, played a direct role in maintaining regional security. The United States has constructed a system of regional stability based on conventional deterrence and defense that has seen it forward base forces at various installations in the region in combination with efforts to arm, train, and equip host-nation militaries. Nuclear weapons have never played a prominent role in this regional system. Evidence presented in this article suggests that there is no compelling reason for the United States to abandon and/or modify the defensive system of conventional deterrence and defense by adding nuclear-backed guarantees to the mix.  相似文献

This paper is a study of the phenomenon of trans-border ethnic relations and its impact on national integration and citizenship in the countries of West and Central Africa where trans-border ethnic groups exist. Despite the existence of many such groups in these regions, and the numerous problems associated with the continued relations among these groups across their countries of abode, the phenomenon has not been seriously studied, especially as it concerns the identification of members of such groups and how they are viewed by members of other ethnic groups, as citizens of one country or the other. This paper notes that trans-border ethnic solidarity ordinarily presents the relevant African states with two possibilities, namely: enormous benefits accruing from regional integration and cooperation among states harbouring fractions of trans-border ethnic groups; or, debilitating conflicts within and between these states. It is the reality of the latter possibility that this paper examines. The states and the international system are often incapable of containing this phenomenon of trans-border ethnic solidarity and usually respond in hostile ways, ultimately manifesting in citizenship problems. The study shows, however, that what is needed is not conflict but cooperation – within and between states having fractions of a trans-border ethnic group, and within the international system, for the enhancement of national citizenship and development in West and Central Africa.  相似文献

With the exception of Iran, no Middle Eastern state has an operating nuclear power reactor. Several states, including the United Arab Emirates, Saudi Arabia, Qatar, Kuwait, Israel, Syria, Jordan, Turkey, and Egypt are considering constructing such reactors; some have even taken steps towards commencing nuclear power projects. There exist, however, considerable economic, technical, safety, and security challenges to achieving these goals, many of which are acute in the Middle East region. Regional and international cooperation on nuclear technology could not only help regional states meet their energy objectives, but it could also help to build trust among states as a basic step towards a future Middle East Weapons of Mass Destruction-Free Zone.  相似文献
