ABSTRACT

Mexico’s Cora Indians have played an outsized role in national history, thanks to their skilful use of guerrilla tactics and success in forging strategic alliances with outside forces in defence of their cultural, territorial and political autonomy. Cora participation in elite struggles between Liberals and Conservatives (1850–73), and subsequently in the Mexican Revolution (1910–20), helped to shape the way that both conflicts played out in Western Mexico. Such participation also allowed Cora communities to keep hold of traditional landholdings in the face of political and economic reform, while sowing the seeds for the foundation of the Mexican state of Nayarit.  相似文献

ABSTRACT

The aim of the current study is to discuss which particular factors Russia considers as sufficient deterrent capabilities and whether the national defence models implemented in the Baltic countries have the potential to deter Russia's military planners and political leadership. Whilst the existing conventional reserves of NATO are sizeable, secure, and rapid, deployment is still a critical variable in case of a conflict in the Baltic countries because of the limited range of safe transportation options. However, whilst the Baltic States are developing their capabilities according to the priorities defined by NATO in 2010; which were updated after the invasion of Crimea in 2014, Russian military planners have meanwhile redesigned both their military doctrine and military forces, learning from the experience of the Russo-Georgian war, the Russia-Ukraine conflict, and other recent confrontations. Accordingly, there is a risk that the efforts of the Baltic countries could prove rather inefficient in deterring Russia.  相似文献

Why did the United States, a country notorious for supporting coups and military dictatorships in Latin America during the Cold War, seek to depoliticize security forces in the Caribbean basin during the early twentieth century? Drawing from primary sources, I argue that this emphasis on military non-partisanship abroad stemmed from Progressive Era reforms popular at home. These reforms, which stressed bureaucratic efficiency via nonpartisan expertise, had become institutionalized within the US military and State Department and then channelled into the imperial administration of Nicaragua and the Dominican Republic. The State Department and Marine Corps attempted to replace local partisan armies with the kind of professional, nonpartisan armed forces that the US's own military had come to exemplify. That these civil-military reform efforts ultimately backfired should serve as a reminder of the difficulties inherent in using military interventions to transform coercive apparatuses and their societies.  相似文献

Politicians, political pundits, and others focus a lot of attention on the political militias in Iraq, usually blaming them for their destabilising effect on the country and insisting that they disband. This study examines the impact that the militias in Iraq have on the Iraqi government's ability to consolidate control over its territory by first explaining how militias rose to prominence in Iraq during the power vacuum created by Saddam Hussein's ousting, then analysing the many ways militias adversely impact the security situation. The study then examines the other side of the argument – that is, why militias enjoy so much support in Iraq among their constituencies, and why they may actually be necessary to achieve stability in Iraq in the short term.  相似文献

ABSTRACT

While often held up as a model of successful American counterinsurgency, the Greek Civil War presents a unique case. Peculiar local conditions and geopolitics contributed to the defeat of communist forces in Greece. A firm British and later American commitment to combating communism stood in contrast to ambiguous support from the Soviet Union in an area they considered outside of their sphere of influence. Strong nationalist feeling among the Greek population buttressed support for the government and undermined the ‘internationalist’ concessions of communist forces. These characteristics make the extrapolation of broader lessons focused on victory through the application of overwhelming American resources and the financing of local forces problematic. If lessons are to be gleaned from this case, they should focus on the critical roles played by internal political dynamics and geopolitics in undermining the strength of the insurgent forces and how these provided a stable platform from which the counterinsurgents could operate.  相似文献

Why do countries have air forces? Organizational alternatives, such as maintaining separate air arms for the army and navy, have become quite rare. The conventional narrative advanced by advocates of independent air forces stress that the primacy of airpower in modern warfare mandates centralized control of most military aviation. In this view, political–military uncertainty has driven mimetic isomorphism – pressure on national governments to organize as others organize so as to fight or deter war just as effectively. However, working from a set of 56 countries that were politically independent within a few years of the establishment of the first ever independent air force (the Royal Air Force) in 1918, and continuing through nearly the present, there is no clear pattern of external military pressure prompting this particular reorganization. Rather, from anecdotal evidence, the cause has more likely been normative isomorphism – a professional craving to look as others look to foster political or personal legitimacy. For whatever reason, though, choices of structures tend to lead to specific choices of policies. Thus, the result suggests that defense ministries looking for more effective or less costly organizational schemas may reasonably consider alternatives to the tripartite army–navy–air force structure.  相似文献

Abstract

Militias and rebels depart from different angles when it comes to the politics of legitimacy. While rebels have to address the issue of legitimacy early on in order to gain popular support, militias can rely on some kind of ‘borrowed legitimacy’. Based on this observation, the paper introduces militias as special form of organised violence visible in many civil wars and fragile states as well as elaborates on the politics of legitimacy typical for militias. By distinguishing different forms of militia violence (counter-insurgency, counter-rival and counter-crime), the articles shows how militias respond to major challenges in legitimizing violent actions.  相似文献

At the core of waging war and strategy is the creation, control and use of force. This article investigates the volunteer battalions that mobilized in Ukraine during the spring of 2014. It contextualizes the volunteer phenomenon and focuses on the state strategies to establish control over these militias. As ambiguous entities arising from a situation characterized by rapid social change – revolution and war – the volunteer battalions threatened existing hierarchies and questioned state authority. The situation was exacerbated by the war, which deviated from the expectations of Ukrainian combatants and Western military observers alike. The state nevertheless enjoyed a modicum of success in reining in the militias through four strategies of undermining, co-option, incorporation and coercion. While predominantly integrated into a more rigid category of paramilitary forces, the volunteers continue to play a role in both the Ukrainian society and security sector to the unforeseeable future.  相似文献

When twentieth-century authors wrote about ‘partisan warfare’, they usually meant an insurgency or asymmetric military operations conducted against a superior force by small bands of ideologically driven irregular fighters. By contrast, originally (i.e. before the French Revolution) ‘partisan’ in French, English, and German referred only to the leader of a detachment of special forces (party, partie, Parthey, détachement) which the major European powers used to conduct special operations alongside their regular forces. Such special operations were the classic definition of ‘small war’ (petite guerre) in the late seventeenth and in the eighteenth centuries. The Spanish word ‘la guerrilla’, meaning nothing other than ‘small war’, only acquired an association with rebellion with the Spanish War of Independence against Napoleon. Even after this, however, armies throughout the world have continued to employ special forces. In the late nineteenth century, their operations have still been referred to as prosecuting ‘la guerrilla’ or ‘small war’, which existed side by side with, and was often mixed with, ‘people's war’ or popular uprisings against hated regimes.  相似文献

ABSTRACT

The extended deterrence relationships between the United States and its allies in Europe and East Asia have been critical to regional and global security and stability, as well as to nonproliferation efforts, since the late 1950s. These relationships developed in different regional contexts, and reflect differing cultural, political and military realities in the US allies and their relations with the United States. Although extended deterrence and assurance relations have very different histories, and have to some extent been controversial through the years, there has been a rethinking of these relations in recent years. Many Europeans face a diminished threat situation as well as economic and political pressures on the maintenance of extended deterrence, and are looking at the East Asian relationships, which do not involve forward deployed forces as more attractive than NATO’s risk-and-burden-sharing concepts involving the US nuclear forces deployed in Europe. On the other hand, the East Asian allies are looking favorably at NATO nuclear consultations, and in the case of South Korea, renewed US nuclear deployments (which were ended in 1991), to meet increased security concerns posed by a nuclear North Korea and more assertive China. This paper explores the history of current relationships and the changes that have led the allies to view those of others as more suitable for meeting their current needs.  相似文献

In recent years, there has been a sharp growth in political and sociological interest in the British military. Set against the backdrop of the armed forces’ increasing presence in everyday life, alongside the organizations’ ongoing restructuring, the current paper focuses on the MoD’s problematic attempts to recruit 30,000 reservists by 2020; what has become known as the Future Reserves 2020 programme (FR2020). We argue that these changes are driven in part by the need to cut costs in defence. However, we also suggest that they are a reflection of the changing nature of modern military organisation, and the manner in which armed forces engage with the societies of which they are a part, and with the citizens that make up that society. We locate FR2020 programme in the context of a wider narrative about the changing nature of military organisation in contemporary western democracies, identifying structural, circumstantial and normative reasons for change. We also examine the specific challenges of implementing FR2020 in practice, including issues of recruitment and retention, integration and support, and relations with families and employers, drawing on the experience of comparator countries to do so. We conclude by considering the implications of these changes, both for the future of UK armed forces, and for the evolving nature of military-society relations in Britain.  相似文献

ABSTRACT

The India–Pakistan War of September 1965 has attracted little attention in the larger body of work on South Asia. Further, almost nothing has been written on the earlier skirmish, in April 1965, between Indian and Pakistani security forces in the Rann-of-Kutch, an uninhabited salt marsh. This article argues that the limited conflict in the Rann, its immediate consequences, and its impact on Pakistani military and civilian leaders were central to Pakistan’s consideration of a military solution to the ongoing dispute in Kashmir, which then led to Indian retaliation and the outbreak of war.  相似文献

Abstract

The rollback of Daesh’s territorial control during 2017 has (re-)established an area of limited statehood in large parts of Iraq that may endure for many years. The government of Iraq projects its authority into a large geographical and political space that it shares with a multitude of other state, non-state and hybrid actors, competing and collaborating to achieve advantageous security and political outcomes. This paper examines the heterarchy of actors in post-Daesh Iraq to develop a typology and start a critical discussion about post-Westphalian alternatives for security governance in Iraq during the coming period of reconstruction and reconciliation.  相似文献

Since 2002, NATO's territorial missile defense has evoked continuous debates between NATO states and the Russian Federation. Thirteen years have passed without reaching a common denominator. This article provides a comprehensive overview of the historical background of the debate and the technical details of the missile defense system, highlighting its shortcomings and the state of its deployment process. It also contrasts the military-technical and political arguments of both sides, before addressing the applicable norms of international law to highlight violations and the effect of this noncompliance on existing arms control measures.  相似文献

ABSTRACT

Grouping warships for combat has evolved greatly over the centuries. In the early 1940s, the United States Navy began to group its warships for combat in much more flexible task forces than the previous single-type-of-warship formations. This system has evolved and spread to naval forces ashore but remains fundamentally unchanged. It now covers numbers between 1 to over 1000, of which the most prominent is the first 100 or so which U.S. Navy combat forces use. The numbered fleets worldwide utilize the series covering 20-79; 1-19 and 90-99 appear to be reserved for special allocations and Commander, Pacific Fleet; numbers over 80 to the Atlantic; 100-119 for Northern Europe and briefly Tenth Fleet; the 120 series for Second Fleet as a Joint Task Force leader; the 150 series for Naval Forces Central Command; and the 180 series for Atlantic Fleet and now-Fleet Forces Command.  相似文献

Abstract

After nearly four years of civil war, Libya continues to be described as an ‘ungoverned space’ where the collapse of state institutions reignited tribal, political, religious and ideological tensions. These accounts, however, obscure Libya’s complex subnational governance, and the role of non-state armed groups in shaping the emerging political orders. By contrast, we contend that distinct subnational political orders have emerged in Libya since 2014 in which actors engage in state-making practices driven by local interests. Using empirical evidence to explore the activity of non-state armed groups during the Libyan civil conflict, we highlight that the local conflict environments in eastern, western and southern Libya provide specific incentives that shape the process of armed group splintering and patterns of violence. The findings demonstrate that claims to authority and notions of statehood extend far beyond the state whereby governance relations are negotiated between state and non-state actors. Conflict patterns, (in)stability and the prevailing political order are therefore conditional on the nature of the dominant actor, their strategies and modes of violence within their areas of influence. Through this analysis, the paper provides a more granular understanding of the local political dynamics that drive violence in Libya and civil wars more generally.  相似文献

ABSTRACT

This study examines the US experience during the Iraq war, from the planning phase that began in 2001 to the withdrawal of US forces in 2011. It reveals a dearth of planning and intelligence leading up to the invasion; reluctance by conventional coalition military forces to conduct reconstruction, political and security capacity-building; and, later, full spectrum counterinsurgency operations. These forces took on some missions traditionally reserved for special operations forces, and they increasingly assumed diplomatic roles as they interfaced with the Iraqi leadership and local kingpins. Although these efforts yielded some impressive organizational learning and limited operational successes, they were hampered by lack of adequate preparation, a poor understanding of the human terrain, shortsighted strategies, and ultimately a dearth of political will to stay the course. The outcome was far from the model Middle East democracy envisioned by the invasion’s architects, and the American experience in Iraq instead became a cautionary tale for military intervention.  相似文献

Abstract

How do contemporary secessionist movements gain international recognition of their claims to self-determination? I argue that international recognition is forthcoming when a sufficient number of states believe a claim to self-determination ought to be accepted. That is, states recognize claims to self-determination when they perceive them to be legitimate. To convince outsiders of the legitimacy of their claims, separatist movements invoke resonant norms and symbols in a moral economy that structures decision-making. I contrast this argument with prevailing explanations of recognition dynamics. To illustrate the argument, I examine the diplomacy surrounding Kosovo’s independence bid and unilateral secession.  相似文献

The Shia militia has emerged as one of the most powerful and important actors in the Middle East security environment. Despite this trend, they remain poorly understood by scholars and policymakers alike. This article seeks to expand our understanding of the militia as a type of non-state armed group through an examination of Shia militia movements in Iraq between 2003 and 2009. More than simply warlords, paramilitaries, or foreign proxies, Shia militias in Iraq enjoyed substantial popular legitimacy, pursued a broad social and political agenda, and participated actively in the formal institutions of the state. Understanding the triangular relationship between the militia, the state, and the population is essential in explaining the rise and fall of the Shia militias during the US occupation as well as in developing strategies to deal with their most recent resurgence  相似文献
