This article deals with Scandinavian intelligence cooperation and its significance for Swedish security policy during the first part of the Cold War. First, the development of the cooperation is described. Second, it is related to a wider context. Third, intelligence in Swedish security policy-making is discussed. Common security interests caused the cooperation. For Sweden, it represented an important part of the wider contacts with the West. Although military intelligence was important for Swedish security policy-making in some respects (e.g. military readiness), it did not have a significant influence in others (e.g. the politicians' threat perceptions). One important reason is the Swedish tradition of weak connections between the political and military leadership.  相似文献

What factors do autocracies evaluate when responding to perceived threats and why might they fail to balance appropriately? I posit that autocratic leaders may choose greater exposure to an external threat if, by doing so, it preserves regime legitimacy. Specifically, the desire to promote a positive image to one’s domestic public creates incentives to publicly downplay a rival’s military progress, which then affects the state’s ability to mobilize resources to respond to the growing threat. I test this theory in the case of China’s response to India’s military rise. This research contributes to balancing theory and empirical work on East Asian security.  相似文献

This paper focuses on the twentieth century administrative and institutional history of the ‘Indian’ Staff College. This institutional focus on the Staff College helps reveal the political, military and intellectual fault lines that have intersected with the processes of military institution-building in India. After a brief survey of the Indian economy, we survey the supply and demand of military expenditures in India over the last four decades. The causes of military expenditures appear to include regional rivalries and protracted conflicts, but it has proven difficult to delineate these with empirical models. The effects of military spending in India on economic growth appear to be benign, despite much speculation to the contrary. However, the opportunity costs of defence spending are shown to be considerable. We conclude with speculation about the role of debt and debt servicing in retarding future economic growth in India. We also speculate about the potential for the creation of a war economy in India.  相似文献

This article reappraises the two most-studied country cases of military outsourcing: the USA and the UK. It argues that the contemporary wave of military contracting stretches back to the beginning of the cold war and not only to the demobilisation of armies in the 1990s or the neoliberal reforms introduced since the 1980s. It traces the political, technological and ideational developments that laid the groundwork for these reforms and practices since the early cold war and account for its endurance today. Importantly, it argues that a persistent gap between strategic objectives and resources, i.e. the challenge to reconcile ends and means, is an underlying driver of military contracting in both countries. Contemporary contracting is thus most closely tied to military support functions in support of wider foreign and defence political objectives. Security services in either state may not have been outsourced so swiftly, if at all, without decades of experience in outsourcing military logistics functions and the resultant vehicles, processes and familiarities with public-private partnerships. The article thus provides a wider and deeper understanding of the drivers of contractualisation, thereby improving our understanding of both its historical trajectory and the determinants of its present and potential futures.  相似文献

In recent years, there has been a sharp growth in political and sociological interest in the British military. Set against the backdrop of the armed forces’ increasing presence in everyday life, alongside the organizations’ ongoing restructuring, the current paper focuses on the MoD’s problematic attempts to recruit 30,000 reservists by 2020; what has become known as the Future Reserves 2020 programme (FR2020). We argue that these changes are driven in part by the need to cut costs in defence. However, we also suggest that they are a reflection of the changing nature of modern military organisation, and the manner in which armed forces engage with the societies of which they are a part, and with the citizens that make up that society. We locate FR2020 programme in the context of a wider narrative about the changing nature of military organisation in contemporary western democracies, identifying structural, circumstantial and normative reasons for change. We also examine the specific challenges of implementing FR2020 in practice, including issues of recruitment and retention, integration and support, and relations with families and employers, drawing on the experience of comparator countries to do so. We conclude by considering the implications of these changes, both for the future of UK armed forces, and for the evolving nature of military-society relations in Britain.  相似文献

The contributions trace India’s tryst with war and peace from immediately before the foundation of the contemporary Indian state to the last military conflict between India and Pakistan in 1999. The focus of the articles is as much on India as it is on Pakistan and China, its opponents in war. In recent years, headline grabbing increases in the Indian defense budget have raised concerns that India’s on-going military modernization threatens to upset the delicate conventional military balance vis-à-vis Pakistan. Such an eventuality is taken as justification for Islamabad’s pursuit of tactical-nuclear weapons and other actions that have worrisome implications for strategic stability on the subcontinent. This article examines the prospects for Pakistan’s conventional deterrence in the near to medium term, and concludes that it is much better than the pessimists allege. A host of factors, including terrain, the favorable deployment of Pakistani forces, and a lack of strategic surprise in the most likely conflict scenarios, will mitigate whatever advantages India may be gaining through military modernization. Despite a growing technological edge in some areas, Indian policymakers cannot be confident that even a limited resort to military force would achieve a rapid result, which is an essential pre-condition for deterrence failure.  相似文献

The Indian nuclear program is a response to a perceived politico-strategic threat from China as opposed to a military-operational one that New Delhi began after perceiving an “ultimatum” from China in 1965. Consequently, India is in the process of acquiring an assured second-strike capability vis-à-vis China to meet the requirements of general deterrence. While India has always been concerned about the Sino-Pakistani nuclear/missile nexus, China has become wary of the growing military ties between the United States and India in recent years, especially because of the military implications of the US-India civil nuclear deal. Given the growing conventional military gap between the two states, India is not lowering its nuclear threshold to meet the Chinese conventional challenge. Instead, India is upgrading its conventional military strategy from dissuasion to deterrence against China. While the overall Sino-Indian nuclear relationship is stable, it will be challenged as China acquires advanced conventional weapons that blur the distinction between conventional and nuclear conflict.  相似文献

组合式空调机组具有功能段组合灵活、技术参数可选范围大以及对目标环境指标操控性强等优点,广泛应用于导弹和卫星测试环境调控等军事领域。但是机组在运行过程中常出现风机风量不足、加热器加热不均以及除湿能力下降等问题,直接影响着机组性能的发挥。针对上述问题,以某基地某型空调机组为研究对象,设计了一套具有实时监测、在线评估、分段报警和故障诊断等功能的空调机组运行的状态监测与故障诊断系统,重点阐述了该系统的设计思路、硬件组成及软件框架。该系统在提高空调机组的性能监控、故障报警、故障诊断与隔离的能力及故障类型确定、故障部件的快速定位,为相关部门提供维修决策措施等方面具有实际意义。  相似文献

This article examines the evolution of the current British military joint intelligence doctrine. We argue that military intelligence doctrine is dogged by an intrinsic tension between the ethos and expectations of military doctrine and those of the professional practice of intelligence. We further argue not only that prior iterations of UK joint intelligence doctrine failed to effectively deal with this intelligence doctrine dilemma, but also that measures in the current doctrine to address this problem directly created their own problems. Moreover, as a result, otherwise sound innovations in the current UK intelligence doctrine have proven unsuitable to wider diffusion in more recent intelligence doctrine such as the new NATO intelligence doctrine which, otherwise, draws extensively on its British precursor.  相似文献

What explains the variation in states’ nonstate partners in civil warfare? States often use nonstate actors to do what their regular military forces cannot do well – navigate the local population. Some of their nonstate partners are ordinary civilians, while others are battle-hardened fighters with a rebellious or criminal past. The choice of proxy carries serious implications for the patterns and effects of violence during civil war, human rights, and international security. This article is the first to disaggregate the nonstate counterinsurgents and offer an explanation for why and how states use each type. It brings together the politics of collaboration with the politics of exploitation. The article shows that the state’s use of nonstate proxies is shaped by the supply of willing collaborators, the state’s ability to exercise control over them, and the trade-offs underlying the use of the different types of nonstate actors. The empirical evidence used to support this argument comes from a novel, comparative study of Turkey’s counterinsurgency campaign against Kurdish separatists and India’s counterinsurgency against Kashmiri separatists. The original data were collected through fieldwork in the disputed territories of each country.  相似文献

ABSTRACT

This article analyses the military transformations that India underwent during the Second World War. It focuses on the institutional dimension of these changes and considers the longer-term changes wrought by the war in the composition of the army, the logistical and support infrastructure and the emergence of an indigenous military industrial base. Taken together, the article argues, these changes positioned India as a potential regional military power that was qualitatively different from the interwar period.  相似文献

In a succession of disclosures over the summer of 2011, the People's Republic of China acknowledged the near completion of its first aircraft carrier and the initiation of a carrier building program. These revelations have come at a time of increased tension in the South China Sea on top of the wider worries in the region concerning China's overly assertive stance and the pace of its military modernization. This perspective will examine why the status of the vessel and the program have now been made public, in addition to surveying the wider implications this upgrade to Chinese maritime capabilities will have on the stability of the region over the coming years. However, this paper concludes that there is, at present, no reason for the sensationalism nor the threat‐mongering seen in many media outlets, of late. Hastily drawn conclusions based primarily on realpolitik fail to understand the nuances of this issue.  相似文献

This paper examines statistical data on the employment of women in the British armed forces. It reviews some of the issues shaping debates about women’s military employment, in order to establish the on-going significance of the topic. It looks at patterns of female military employment across the three services, and places discussion of this in the context of observations about gendered divisions of labour in the wider UK labour market. It examines data for the gendered divisions of labour within different corps, branches and occupational groups within each of the three armed services, and looks at gender patterns across ranks. It concludes by discussing the implications of these findings for both policy and conceptual work on women’s military participation.  相似文献

United States policy makers and academic researchers have neglected the deep institutional rivalries between police agencies and military services in Latin America. The problems of police/military coordination have complicated US national goals of democratization, strengthening the rule of law and combating the production and trafficking of illicit drugs in the region. Police agencies stand at the epicenter of dysfunctional criminal justice systems. Although the US policy of engagement with Latin American military services is intended to reorient their roles and missions towards supporting democratically elected civilian governments, US counternarcotics assistance programs have encouraged a wider Latin American military role in drug interdiction. This article develops an analytical model to identify the dimensions of police-military conflict in the context of the fundamental reform of criminal justice systems in Latin America.  相似文献

The pattern of civil–military interaction in India is informed by the notion that civilians should refrain from involvement in operational matters. The emergence of this trend can be traced back to the defeat against China in 1962. In its aftermath, the belief that the debacle occurred because of civilian interference took hold. Thereafter, politicians restricted themselves to giving overall directives, leaving operational matters to the military. The Indian ‘victory’ in the subsequent war with Pakistan was seen as vindicating this arrangement. This essay argues that the conventional reading of the China crisis is at best misleading and at worst erroneous. Further, it contends that the subsequent war with Pakistan actually underscores the problems of civilian non-involvement in operational issues. The historical narrative underpinning the norm of civilian abstention is at the very least dubious.  相似文献
