We consider the single‐server constant retrial queue with a Poisson arrival process and exponential service and retrial times. This system has not waiting space, so the customers that find the server busy are forced to abandon the system, but they can leave their contact details. Hence, after a service completion, the server seeks for a customer among those that have unsuccessfully applied for service but left their contact details, at a constant retrial rate. We assume that the arriving customers that find the server busy decide whether to leave their contact details or to balk based on a natural reward‐cost structure, which incorporates their desire for service as well as their unwillingness to wait. We examine the customers' behavior, and we identify the Nash equilibrium joining strategies. We also study the corresponding social and profit maximization problems. We consider separately the observable case where the customers get informed about the number of customers waiting for service and the unobservable case where they do not receive this information. Magnetic resonance imaging and other multifunctional diagnostic facilities, which are considered as scarce resources of hospitals, typically provide services to patients with different medical needs. This article examines the admission policies during the appointment management of such facilities. We consider two categories of patients: regular patients who are scheduled in advance through an appointment system and emergency patients with randomly generated demands during the workday that must be served as soon as possible. According to the actual medical needs of patients, regular patients are segmented into multiple classes with different cancelation rates, no‐show probabilities, unit value contributions, and average service times. Management makes admission decisions on whether or not to accept a service request from a regular patient during the booking horizon to improve the overall value that could be generated during the workday. The decisions should be made by considering the cancelation and no‐show behavior of booked patients as well as the emergency patients that would have to be served because any overtime service would lead to higher costs. We studied the optimal admission decision using a continuous‐time discrete‐state dynamic programming model. Identifying an optimal policy for this discrete model is analytically intractable and numerically inefficient because the state is multidimensional and infinite. We propose to study a deterministic counterpart of the problem (i.e., the fluid control problem) and to develop a time‐based fluid policy that is shown to be asymptotically optimal for large‐scale problems. Furthermore, we propose to adopt a mixed fluid policy that is developed based on the information obtained from the fluid control problem. In this article, we study a queueing system serving multiple classes of customers. Each class has a finite‐calling population. The customers are served according to the preemptive‐resume priority policy. We assume general distributions for the service times. For each priority class, we derive the steady‐state system size distributions at departure/arrival and arbitrary time epochs. We introduce the residual augmented process completion times conditioned on the number of customers in the system to obtain the system time distribution. We then extend the model by assuming that the server is subject to operation‐independent failures upon which a repair process with random duration starts immediately. We also demonstrate how setup times, which may be required before resuming interrupted service or picking up a new customer, can be incorporated in the model. © 2013 Wiley Periodicals, Inc. Retrial queueing systems are widely used in teletraffic theory and computer and communication networks. Although there has been a rapid growth in the literature on retrial queueing systems, the research on retrial queues with nonexponential retrial times is very limited. This paper is concerned with the analytical treatment of an M/G/1 retrial queue with general retrial times. Our queueing model is different from most single server retrial queueing models in several respectives. First, customers who find the server busy are queued in the orbit in accordance with an FCFS (first‐come‐first‐served) discipline and only the customer at the head of the queue is allowed for access to the server. Besides, a retrial time begins (if applicable) only when the server completes a service rather upon a service attempt failure. We carry out an extensive analysis of the queue, including a necessary and sufficient condition for the system to be stable, the steady state distribution of the server state and the orbit length, the waiting time distribution, the busy period, and other related quantities. Recent years have seen a strong trend toward outsourcing warranty repair services to outside vendors. In this article we consider the problem of dynamically routing warranty repairs to service vendors when warranties have priority levels. Each time an item under warranty fails, it is sent to one of the vendors for repair. Items covered by higher priority warranty receive higher priority in repair service. The manufacturer pays a fixed fee per repair and incurs a linear holding cost while an item is undergoing or waiting for repair. The objective is to minimize the manufacturer's long‐run average cost. Because of the complexity of the problem, it is very unlikely that there exist tractable ways to find the optimal routing strategies. Therefore, we propose five heuristic routing procedures that are applicable to real‐life problems. We evaluate the heuristics using simulation. The simulation results show that the index‐based “generalized join the shortest queue” policy, which applies a single policy improvement step to an initial state‐independent policy, performs the best among all five heuristics. © 2007 Wiley Periodicals, Inc. In this paper we optimally control service rates for an inventory system of service facilities with perishable products. We consider a finite capacity system where arrivals are Poisson‐distributed, lifetime of items have exponential distribution, and replenishment is instantaneous. We determine the service rates to be employed at each instant of time so that the long‐run expected cost rate is minimized for fixed maximum inventory level and capacity. The problem is modelled as a semi‐Markov decision problem. We establish the existence of a stationary optimal policy and we solve it by employing linear programming. An optimal operating policy is characterized for the infinite‐horizon average‐cost case of a single server queueing control problem. The server may be turned on at arrival epochs or off at departure epochs. Two classes of customers, each of them arriving according to an independent Poisson processes, are considered. An arriving 1‐customer enters the system if the server is turned on upon his arrival, or if the server is on and idle. In the former case, the 1‐customer is selected for service ahead of those customers waiting in the system; otherwise he leaves the system immediately. 2‐Customers remain in the system until they complete their service requirements. Under a linear cost structure, this paper shows that a stationary optimal policy exists such that either (1) leaves the server on at all times, or (2) turns the server off when the system is empty. In the latter case, we show that the stationary optimal policy is a threshold strategy, this feature being commonplace in most of priority queueing systems and inventory models. We study an admission control model in revenue management with nonstationary and correlated demands over a finite discrete time horizon. The arrival probabilities are updated by current available information, that is, past customer arrivals and some other exogenous information. We develop a regret‐based framework, which measures the difference in revenue between a clairvoyant optimal policy that has access to all realizations of randomness a priori and a given feasible policy which does not have access to this future information. This regret minimization framework better spells out the trade‐offs of each accept/reject decision. We proceed using the lens of approximation algorithms to devise a conceptually simple regret‐parity policy. We show the proposed policy achieves 2‐approximation of the optimal policy in terms of total regret for a two‐class problem, and then extend our results to a multiclass problem with a fairness constraint. Our goal in this article is to make progress toward understanding the marriage between stochastic regret minimization and approximation algorithms in the realm of revenue management and dynamic resource allocation. © 2016 Wiley Periodicals, Inc. We consider preventive transshipments between two stores in a decentralized system with two demand subperiods. Replenishment orders are made before the first subperiod, and the stores may make transshipments to one another between the subperiods. We prove that the transshipment decision has a dominant strategy, called a control‐band conserving transfer policy, under which each store chooses a quantity to transship in or out that will keep its second‐subperiod starting inventory level within a range called a control band. We prove that the optimal replenishment policy is a threshold policy in which the threshold depends on the capacity level at the other store. Finally, we prove that there does not exist a transfer price that coordinates the decentralized supply chain. Our research also explains many of the differences between preventive and emergency transshipments, including differences in the optimal transfer policies and the existence or nonexistence of transfer prices that coordinate the system. © 2010 Wiley Periodicals, Inc. This article investigates the optimal inventory and admission policies for a “Clicks‐and‐Bricks” retailer of seasonal products that, in addition to selling through its own physical and online stores, also sells through third‐party websites by means of affiliate programs. Through postings on partners' webpages, an affiliate program allows a retailer to attract customers who would otherwise be missed. However, this retailer needs to pay a commission for each sale that originates from the website operators participating in the program. The retailer may also refer online orders to other sources (such as distributors and manufacturers) for fulfillment through a drop‐shipping agreement and thus earns commissions. This would be an option when, for example, the inventories at the physical stores were running low. Therefore, during the selling horizon, the retailer needs to dynamically control the opening/closing of affiliate programs and decide on the fulfillment option for online orders. On the basis of a discrete‐time dynamic programming model, the optimal admission policy of the retailer is investigated in this paper, and the structural properties of the revenue function are characterized. Numerical examples are given to show the revenue impact of optimal admission control. The optimal initial stocking decisions at the physical stores are also studied. © 2009 Wiley Periodicals, Inc. We consider the single server Markovian queue subject to Poisson generated catastrophes. Whenever a catastrophe occurs, all customers are forced to abandon the system, the server is rendered inoperative and an exponential repair time is set on. During the repair time new arrivals are allowed to join the system. We assume that the arriving customers decide whether to join the system or balk, based on a natural linear reward‐cost structure with two types of rewards: A (usual) service reward for those customers that receive service and a (compensation) failure reward for those customers that are forced to abandon the system due to a catastrophe. We study the strategic behavior of the customers regarding balking and derive the corresponding (Nash) equilibrium strategies for the observable and unobservable cases. We show that both types of strategic behavior may be optimal: to avoid the crowd or to follow it. The crucial factor that determines the type of customer behavior is the relative value of the service reward to the failure compensation. © 2013 Wiley Periodicals, Inc. We consider the problem of service rate control of a single‐server queueing system with a finite‐state Markov‐modulated Poisson arrival process. We show that the optimal service rate is nondecreasing in the number of customers in the system; higher congestion levels warrant higher service rates. On the contrary, however, we show that the optimal service rate is not necessarily monotone in the current arrival rate. If the modulating process satisfies a stochastic monotonicity property, the monotonicity is recovered. We examine several heuristics and show where heuristics are reasonable substitutes for the optimal control. None of the heuristics perform well in all the regimes and the fluctuation rate of the modulating process plays an important role in deciding the right heuristic. Second, we discuss when the Markov‐modulated Poisson process with service rate control can act as a heuristic itself to approximate the control of a system with a periodic nonhomogeneous Poisson arrival process. Not only is the current model of interest in the control of Internet or mobile networks with bursty traffic, but it is also useful in providing a tractable alternative for the control of service centers with nonstationary arrival rates. © 2013 Wiley Periodicals, Inc. This article considers the empty vehicle redistribution problem in a hub‐and‐spoke transportation system, with random demands and stochastic transportation times. An event‐driven model is formulated, which yields the implicit optimal control policy. Based on the analytical results for two‐depot systems, a dynamic decomposition procedure is presented which produces a near‐optimal policy with linear computational complexity in terms of the number of spokes. The resulting policy has the same asymptotic behavior as that of the optimal policy. It is found that the threshold‐type control policy is not usually optimal in such systems. The results are illustrated through small‐scale numerical examples. Through simulation the robustness of the dynamic decomposition policy is tested using a variety of scenarios: more spokes, more vehicles, different combinations of distribution types for the empty vehicle travel times and loaded vehicle arrivals. This shows that the dynamic decomposition policy is significantly better than a heuristics policy in all scenarios and appears to be robust to the assumptions of the distribution types. © 2008 Wiley Periodicals, Inc. This article studies the optimal control of a periodic‐review make‐to‐stock system with limited production capacity and multiple demand classes. In this system, a single product is produced to fulfill several classes of demands. The manager has to make the production and inventory allocation decisions. His objective is to minimize the expected total discounted cost. The production decision is made at the beginning of each period and determines the amount of products to be produced. The inventory allocation decision is made after receiving the random demands and determines the amount of demands to be satisfied. A modified base stock policy is shown to be optimal for production, and a multi‐level rationing policy is shown to be optimal for inventory allocation. Then a heuristic algorithm is proposed to approximate the optimal policy. The numerical studies show that the heuristic algorithm is very effective. © 2011 Wiley Periodicals, Inc. This article demonstrates that assurances and carrots accompanied credible threats every time Western coercion succeeded in Bosnia. This finding is hardly surprising as it merely confirms earlier research on coercive diplomacy, but it is nevertheless important because the crucial role played by assurances and carrots has been completely ignored in most analyses to date. It also has important policy implications at a time when Western, and particularly American, policy‐makers tend to ignore this fact at their peril. US policy towards Iraq and Western policy towards Yugoslavia have been based almost exclusively on the stick in recent years, and its lack of success is therefore not surprising. If Western policy‐makers had learned the right lessons from Bosnia, they would have known that strategies coupling credible threats with credible assurances and carrots would have been more likely to succeed.  相似文献

We consider the optimal control of a production inventory‐system with a single product and two customer classes where items are produced one unit at a time. Upon arrival, customer orders can be fulfilled from existing inventory, if there is any, backordered, or rejected. The two classes are differentiated by their backorder and lost sales costs. At each decision epoch, we must determine whether or not to produce an item and if so, whether to use this item to increase inventory or to reduce backlog. At each decision epoch, we must also determine whether or not to satisfy demand from a particular class (should one arise), backorder it, or reject it. In doing so, we must balance inventory holding costs against the costs of backordering and lost sales. We formulate the problem as a Markov decision process and use it to characterize the structure of the optimal policy. We show that the optimal policy can be described by three state‐dependent thresholds: a production base‐stock level and two order‐admission levels, one for each class. The production base‐stock level determines when production takes place and how to allocate items that are produced. This base‐stock level also determines when orders from the class with the lower shortage costs (Class 2) are backordered and not fulfilled from inventory. The order‐admission levels determine when orders should be rejected. We show that the threshold levels are monotonic (either nonincreasing or nondecreasing) in the backorder level of Class 2. We also characterize analytically the sensitivity of these thresholds to the various cost parameters. Using numerical results, we compare the performance of the optimal policy against several heuristics and show that those that do not allow for the possibility of both backordering and rejecting orders can perform poorly.© 2010 Wiley Periodicals, Inc. The individual and social optimum control policies for entry to an M/M//1 queue serving several classes of customers have been shown to be control-limit policies. The technique of policy iteration provides the social optimum policy for such a queue in a straightforward manner. In this article, the problem of finding the optimal control policy for the M/Ek/1 system is solved, thereby expanding the potential applicability of the solutions developed. The Markovian nature of the queueing system is preserved by considering the service as having k sequential phases, each with independent, identically distributed, exponential service times, through which a customer must pass to be serviced. The optimal policy derived by policy iteration for such a system is likely to be difficult to use because it requires knowledge of the number of phases rather than customers in the system when an arrival occurs. To circumvent this difficulty, a heuristic is used to find a good usable (implementable) solution. In addition, a mixed-integer program is developed which yields the optimal implementable solution when solved.  相似文献

We study an infinite‐horizon, N‐stage, serial production/inventory system with two transportation modes between stages: regular shipping and expedited shipping. The optimal inventory policy for this system is a top–down echelon base‐stock policy, which can be computed through minimizing 2N nested convex functions recursively (Lawson and Porteus, Oper Res 48 (2000), 878–893). In this article, we first present some structural properties and comparative statics for the parameters of the optimal inventory policies, we then derive simple, newsvendor‐type lower and upper bounds for the optimal control parameters. These results are used to develop near optimal heuristic solutions for the echelon base‐stock policies. Numerical studies show that the heuristic performs well. © 2009 Wiley Periodicals, Inc. Traditional inventory systems treat all demands of a given item equally. This approach is optimal if the penalty costs of all customers are the same, but it is not optimal if the penalty costs are different for different customer classes. Then, demands of customers with high penalty costs must be filled before demands of customers with low penalty costs. A commonly used inventory policy for dealing with demands with different penalty costs is the critical level inventory policy. Under this policy demands with low penalty costs are filled as long as inventory is above a certain critical level. If the inventory reaches the critical level, only demands with high penalty costs are filled and demands with low penalty costs are backordered. In this article, we consider a critical level policy for a periodic review inventory system with two demand classes. Because traditional approaches cannot be used to find the optimal parameters of the policy, we use a multidimensional Markov chain to model the inventory system. We use a sample path approach to prove several properties of this inventory system. Although the cost function is not convex, we can build on these properties to develop an optimization approach that finds the optimal solution. We consider two‐stage tandem queueing systems with dedicated servers in each station and a flexible server that is trained to serve both stations. We assume no arrivals, exponential service times, and linear holding costs for jobs present in the system. We study the optimal dynamic assignment of servers to jobs assuming a noncollaborative work discipline with idling and preemptions allowed. For larger holding costs in the first station, we show that (i) nonidling policies are optimal and (ii) if the flexible server is not faster than the dedicated servers, the optimal server allocation strategy has a threshold‐type structure. For all other cases, we provide numerical results that support the optimality of threshold‐type policies. Our numerical experiments also indicate that when the flexible server is faster than the dedicated server of the second station, the optimal policy may have counterintuitive properties, which is not the case when a collaborative service discipline is assumed. © 2014 Wiley Periodicals, Inc.
