This paper examines the institutional and functional aspects of the Taliban’s Islamic Emirate of Afghanistan (IEA). The Taliban’s coercive approach and its entire reliance on “war-making” to “state-making” shows the difficulty of the transformation of an insurgent group into a state structure. The Taliban was primarily capable of establishing a two-track system of governance. However, the assessment of the IEA’s institutional and functional capabilities shows that the military–political organization formed by the Taliban lacked statehood in all three areas of legitimacy, authority and capacity.  相似文献

This paper attempts to describe the methods employed by the Croatian government in order to acquire the foreign currency which was essential for strategic imports during the period 1991–1995. The starting point for this was the fact that foreign currency was in the hands of Croatian households, export companies, and Croatian companies abroad. The Croatian central bank gained access to households’ foreign currency principally by gaining their confidence. It gained access to companies’ currency by means of “export rights”, and perhaps also as a result of the integration of political and economic positions which was a relic of the former Yugoslavia.  相似文献

ABSTRACT

The recent use of chemicals in warfare in Syria and Iraq illustrates that, despite the important work of the 1997 Chemical Weapons Convention (CWC), the world has not yet been totally successful in stopping the use of indiscriminate toxic agents in conflicts, either by states or non-state actors. Michael Crowley's excellent and timely new book, Chemical Control, analyzes the use of “riot control agents” (RCAs) and “incapacitating chemical agents” (ICAs), including launch and dispersal systems, by police, paramilitary, and military forces over the last decades and raises the challenging question about where the red line might be drawn between banned and permitted uses of chemicals. He discusses this problem not only in the context of the CWC, which allows use of RCAs for civilian riot control, but also in the context of international law, human rights, and criminal justice, including the Biological and Toxin Weapons Convention and other disarmament and abolition regimes. He proposes a “holistic, three-stage approach” to addressing this issue “for effective regulation or prohibition of the weapon or weapon-related technology of concern.” As we approach the global abolition of a whole class of weapons of mass destruction in the next decade or even sooner, Chemical Control is helpful in better understanding and solving the dilemma of what's actually banned or permitted under international law, and precluding states undermining the chemical weapons ban.  相似文献

ABSTRACT

The transformation of the governance model from a rule of virtue to political realism in China has been a topic of great interest to scholars. In this study, I examine military culture during the Zhou Dynasty and investigate the changes in ethics based on factors such as cultural values, social customs, and political structure to understand the process by which moral values have changed as the governance model transformed from rule of virtue to political realism. I found that military ethics have changed from governance through the use of rituals during the Western Zhou Dynasty to what was called “deception makes an army” during the Eastern Zhou Dynasty.  相似文献

Abstract

Since the end of the civil war in 1990, the Lebanese second Republic has experienced a dual security governance in the southern borderland region. Up to the Syrian military withdrawal in 2005, the territorial and functional ‘areas of limited statehood’ between the State and Hizbullah worked as a cooperation. After the Syrian withdrawal, various forms of cooperation appeared, raising the theoretical interest for the ‘mediated state’ framework. It is conceptualizing the cooperation between the state and the non-state actor as an interdependency – with case study ranging from the marking of the Blue Line to the struggle against the jihadists groups.  相似文献

Abstract

The rollback of Daesh’s territorial control during 2017 has (re-)established an area of limited statehood in large parts of Iraq that may endure for many years. The government of Iraq projects its authority into a large geographical and political space that it shares with a multitude of other state, non-state and hybrid actors, competing and collaborating to achieve advantageous security and political outcomes. This paper examines the heterarchy of actors in post-Daesh Iraq to develop a typology and start a critical discussion about post-Westphalian alternatives for security governance in Iraq during the coming period of reconstruction and reconciliation.  相似文献

ABSTRACT

Perception research can make a valuable contribution to the study of the local dimension in EU peacebuilding. The conceptual framework developed in this article distinguishes between perceptions of the “legitimacy,” “effectiveness,” and “credibility” of EU peacebuilding practices, which are crucial factors for successful peacebuilding. Relying on the case of the EU’s support for security sector reform (SSR) in Palestine, this article shows that local stakeholders—which participate in various EU-sponsored training and capacity-building programs—display considerable support for liberal peacebuilding norms. Yet, perceived discrepancies between the EU’s peacebuilding rhetoric and its SSR activities have severely undermined the potential of the EU’s liberal peacebuilding model in the eyes of Palestinian stakeholders. Critical local perceptions are frequently articulated with reference to the EU’s own liberal peacebuilding discourse, pointing to a lack of inclusiveness of the SSR process and deficits in terms of democratic governance and the rule of law.  相似文献

Abstract

This article analyses changes and failures in the northern Mali system of security governance, taking into account the period running from the declaration of the Malian Third Republic (1992) to the present. Considering northern Mali as an area of limited statehood, the article develops a comparative diachronic analysis, distinguishing between three phases, namely Militiarisation (1992–2002), Fragmentation (2002–2012) and Multiplication (2013–ongoing). For every phase the focus is on (1) the mechanisms of coordination among actors, (2) the distribution of coercive capacities and ruling power and (3) the forms of authority. Unintended consequences and collective problems are highlighted, in order to understand the current situation of insecurity in the area.  相似文献

Abstract

After nearly four years of civil war, Libya continues to be described as an ‘ungoverned space’ where the collapse of state institutions reignited tribal, political, religious and ideological tensions. These accounts, however, obscure Libya’s complex subnational governance, and the role of non-state armed groups in shaping the emerging political orders. By contrast, we contend that distinct subnational political orders have emerged in Libya since 2014 in which actors engage in state-making practices driven by local interests. Using empirical evidence to explore the activity of non-state armed groups during the Libyan civil conflict, we highlight that the local conflict environments in eastern, western and southern Libya provide specific incentives that shape the process of armed group splintering and patterns of violence. The findings demonstrate that claims to authority and notions of statehood extend far beyond the state whereby governance relations are negotiated between state and non-state actors. Conflict patterns, (in)stability and the prevailing political order are therefore conditional on the nature of the dominant actor, their strategies and modes of violence within their areas of influence. Through this analysis, the paper provides a more granular understanding of the local political dynamics that drive violence in Libya and civil wars more generally.  相似文献

Governments are increasingly recognizing the problem posed by internally weak nuclear-capable states. The problem, however, is under-theorized. This article brings together literature on sovereignty and international order, the nonproliferation regime, and weak states, and introduces new concepts to provide a more structured understanding of this problem. Insight comes from focusing attention on the function and governance of two nuclear estates (termed the production and operational estates), and on their resilience to decay and disorder occurring within the state and society. Drawing on empirical observation, the authors suggest a typology of weakness in nuclear states, involving state fragmentation typified by the former Soviet Union, the “hard weak state” typified by North Korea, and the internally conflicted state typified by Pakistan. Although these types give rise to distinctive difficulties, their alleviation depends heavily on the maintenance of internal authority within the state and estates, the presence or absence of cooperative relations, and the international regulatory framework's vitality.  相似文献

Graham Farmelo's new book on the early British nuclear weapon program assembles a fascinating cast of characters in a gripping narrative. It particularly succeeds at illustrating the importance of “atomic energy” imagery in the United Kingdom well before the discovery of fission, and provides nuanced insights into Churchill's handling of issues relating to the atomic bomb and scientific expertise. However, in arguing that the British had a “lead” on the manufacture of atomic bombs that was “lost” to the United States during the early Manhattan Project, the book overstates its case, and in the process misunderstands what it took to make the bomb.  相似文献

ABSTRACT

The European arms industry is challenged by several adverse “headwinds.” Fragmentation leads to costly duplications and, in conjunction with stagnating budgets and sharply increasing costs, prevents firms from exploiting economies of scale and learning. This is exacerbated by size differentials vis-a-vis the leading US arms manufacturers and competition from emerging producers. As some “headwinds” are self-enforcing, far-reaching industrial and policy responses are required to improve the industry's outlook. As exports may not indefinitely compensate for low domestic demand, there is an economic imperative for further cross-border collaboration and consolidation. Despite various EU policy initiatives, progresses regarding the European Defence Equipment Market and strengthening the European Defence Technological Industrial Base have been relatively slow. It remains to be seen whether the European Defence Fund will be the proclaimed “game-changer,” raising competitiveness of the European arms industry. At the same time, the UK's withdrawal from the EU adds uncertainties.  相似文献

The number of bilateral nuclear cooperation agreements surged during the “nuclear renaissance” of the past decade. This proliferation is only partially explained by the prevailing approaches that focus on strategic imperatives. To supplement these explanations, this study draws on neoliberal models of economic competition to posit that bilateral agreement negotiations also exhibit conditions of “uncoordinated interdependence” and maneuvering to gain market share. Case evidence suggests the contours of supplier state bids for civilian assistance are determined at least as much by considerations about economic competition as they are by positive strategic goals. In addition, this study identifies several cases of cooperation where there appears to be little or no strategic motive for export agreements. The study concludes that patterns of economic competition and the influence of peers in defined competitive spaces alter material payoffs and impact policies. It also identifies a surprising role for principled restraint in dampening strategic and economic competition in some dyads.  相似文献

This article explores series of “red lines” issued over the years by the USA and Israel toward Iran and Syria. It argues that the effectiveness of inflexible “red lines” in an environment that is given to rapid change is doubtful. They provide an adversary with the ability to determine when the deterring party will act and when they will not, a situation that is often undesirable. Moreover, their inflexible nature on the one hand opens the doors for circumvention while technically staying within their parameters. On the other hand, a strategy of more ambiguous “red lines” that allow flexibility in choosing the time, intensity, and nature of the response could also achieve a considerable deterrent effect, provided that they do not remain mere bluffs.  相似文献

Abstract

Post-interventionist security assistance is premised on non-normative security understandings and flexible arrangements between external and local actors. In hybrid political regimes or areas of limited statehood, these forms of assistance, while strengthening specific aspects of a country’s security context, reinforce some domestic actors vis-à-vis others thanks to processes of selective borrowing by local political elites. This paper demonstrates how such processes contribute to the proliferation of hybrid elements in the country’s security sector. In two contrasting case studies, we illustrate how security assistance packages in Lebanon and Tunisia have diluted emerging democratic reforms, producing more coercive manifestation of state power.  相似文献

ABSTRACT

International efforts to hold the government of President Bashar al-Assad accountable for the use of chemical weapons in the Syrian Civil War have entered a new phase. For the first time, the Organisation for the Prohibition of Chemical Weapons (OPCW), the international organization responsible for implementing the 1993 Chemical Weapons Convention, has been empowered to identify the perpetrators of chemical attacks in Syria. The Investigation and Identification Team (IIT), which was formed to conduct the OPCW’s new attribution mission, has announced its intention to investigate and identify the perpetrators of nine chemical attacks in Syria, including the April 7, 2018, attack in Douma. This article reviews recent efforts to attribute chemical attacks in Syria, describes what we know about the nine incidents to be investigated, summarizes what is known about the Syrian government officials, military commanders, and chemical-warfare scientists suspected of being responsible for these attacks, discusses what to expect during the next phase of the attribution process, and offers insights into how the international community can move beyond attribution to accountability. Accountability is necessary to provide justice for victims and to prevent future incidents by demonstrating that perpetrators of chemical attacks will be identified and punished.  相似文献

ABSTRACT

I argue in this article that traditional just war theory did allow private, indeed even individual war, and that arguments in support of a legitimate authority criterion, let alone in support of the “priority” of this criterion, fail. I further argue that what motivates the insistence on “legitimate authority” is the assumption that doing away with this criterion will lead to chaos and anarchy. I demonstrate that the reasoning, if any, underlying this assumption is philosophically confused. The fact of the matter is that wars need not necessarily be authorized by some higher authority (such as a king, president, or parliament) in order to be justified, and this moral fact does not need to lead to chaos and anarchy. Accordingly, the criterion of legitimate authority cannot be relied on to delegitimate individual war, private war, guerrilla war, or even terrorism. Finally, I consider some other defenses of authorization and demonstrate that the “authorization” these accounts defend is either not needed for justification or already provided by other just war criteria or, indeed, entirely fictitious.  相似文献

ABSTRACT

This article examines local contestation against the European Union Rule of Law Mission in Kosovo (EULEX), manifesting itself in local actors publicly demanding a change in the mission’s mandate and/or its operations. The article investigates how EULEX’s actions and its effectiveness are perceived and reacted upon by the local actors. It shows that local contestation is mainly fueled by (1) conflicting sovereignty claims by the majority Albanians and the minority Serbs; (2) the understanding of sovereignty by parts of society as entailing exclusive authority; and (3) dissatisfaction with the mission’s effectiveness. By addressing EULEX from a bottom-up perspective—that of the local actors—the article underlines the limitations of EU policies in post-conflict Kosovo.  相似文献

ABSTRACT

This article discusses the shortcomings of the “de-radicalization doctrine” in sub-Saharan Africa. The issues raised are illustrated by the war against Boko Haram, which involves Nigeria, Niger, Chad and Cameroon. Relying on interviews with security officers, insurgents, civil servants, displaced people, humanitarian workers and Muslim and Christian clerics in Nigeria, Niger and Chad since 2005, the investigation shows that the four states focused on repression rather than demobilisation programs in prison or outdoors. The Boko Haram crisis is mainly a story of mismanagement. The article thus challenges the assumptions of the “de-radicalization doctrine” in Muslim Africa South of the Sahara. First, attempts to de-radicalize jihadi terrorists tend to focus too much on religious fanaticism and the exegesis of the Quran. Secondly, they are neither feasible nor efficient. Finally, they obscure priorities that are more important to counter extremism and demobilize insurgents.  相似文献

ABSTRACT

Since the early 2000s, the “local turn” has thoroughly transformed the field of peacebuilding. The European Union (EU) policy discourse on peacebuilding has also aligned with this trend, with an increasing number of EU policy statements insisting on the importance of “the local.” However, most studies on EU peacebuilding still adopt a top-down approach and focus on institutions, capabilities, and decision-making at the EU level. This special issue contributes to the literature by focusing on bottom-up and local dynamics of EU peacebuilding. After outlining the rationale and the scope of the special issue, this article discusses the local turn in international peacebuilding and identifies several interrelated concepts relevant to theorizing the role of the local, specifically those of effectiveness, ownership, and resistance. In the conclusion, we summarize the key contributions of this special issue and suggest some avenues for further research.  相似文献
