What explains the pace at which militaries adopt new technology? We argue that the hierarchical structure and unique expertise requirements of military organizations combine to empower select individuals as ‘gatekeepers’ of innovation. These individuals acquire beliefs throughout their military careers regarding the nature and means of warfare that act to shape their attitudes towards new military innovations. By filtering, sidelining, and ignoring competing sources of advice and information, these officers actively inhibit the adoption of new, often advantageous, innovations. We develop this argument through the analysis of two cases: the delayed acquisition of breech-loading and repeating rifles by the Union Army during the American Civil War, and the failure of the US Army to adopt an adequate heavy-type tank in World War II.  相似文献

This article is concerned with the determination of pricing strategies for a firm that in each period of a finite horizon receives replenishment quantities of a single product which it sells in two markets, for example, a long‐distance market and an on‐site market. The key difference between the two markets is that the long‐distance market provides for a one period delay in demand fulfillment. In contrast, on‐site orders must be filled immediately as the customer is at the physical on‐site location. We model the demands in consecutive periods as independent random variables and their distributions depend on the item's price in accordance with two general stochastic demand functions: additive or multiplicative. The firm uses a single pool of inventory to fulfill demands from both markets. We investigate properties of the structure of the dynamic pricing strategy that maximizes the total expected discounted profit over the finite time horizon, under fixed or controlled replenishment conditions. President Barack Obama's 2009 commitment to pursue a world without nuclear weapons struck some as incredible given political resistance to arms control treaties and unilateral reductions. This viewpoint describes steps that can demonstrate a commitment to nuclear disarmament that do not rely on warhead dismantlement. These steps include the collation and release of nuclear data; the renovation and construction of facilities to new transparency standards; and the selective modification of conventional weapon systems. The steps may make a disarmament agreement more likely by assuaging the difficulty the United States will have committing to a verification scheme, given its capacity to circumvent such a scheme. A more credible disarmament pledge could also secure substantial fiscal and diplomatic gains.  相似文献

We consider a design problem for wastewater treatment systems that considers uncertainty in pollutant concentration levels at water sources. The goal is to optimize the selection of treatment technologies and pipeline connections, so that treated wastewater can achieve specified effluents discharge limits as well as possible. We propose a new two-stage model to optimize a set of guarantee levels, that is, the maximum concentration level of source pollutants for which treated wastewater can be compliant with discharge limits. In the first stage, treatment technologies and pipeline connections are selected. In the second stage, when pollutant concentration levels are revealed, wastewater distribution and mixing are determined. A key attractiveness of the proposed guarantee rate optimization model is that it can be simplified into a single-stage mixed-integer linear program. In our numerical experiments based on real-world pollutants data, the guarantee rate model demonstrates its advantages in terms of computational efficiency, scalability and solution quality, compared with the standard probability maximization model. Finally, the methodology proposed in this paper can also be applied to other two-stage problems under uncertainty with similar uncertainty characteristics.  相似文献

We examine the validity of the guns-versus-butter hypothesis in the pre-Arab Spring era. Using panel data from 1995 to 2011 – the eve of the Arab uprisings – we find no evidence that increased security needs as measured by the number of domestic terrorist attacks are complemented by increased military spending or more importantly ‘crowd out’ government expenditure on key public goods such as health care. This suggests that both expenditure decisions were determined by other considerations at the government level.  相似文献

ABSTRACT

This article constitutes an attempt to demonstrate the complexity of factors affecting the legitimate acquisition and reasonable exercise by a political community of the right to war as specified in the just war criteria of jus ad bellum. To achieve this purpose, a brief analysis is presented of the intentional participation in World War I of thousands of Polish volunteers forming military units deployed by the Central Powers on the Austrian-Russian front. Considered in light of the standard principles of just war, the military enterprise of the Polish Legions, as they were called, turns out to be a paradoxical instance of warfare which, while being part of a state-to-state aggression, must be deemed compliant with all the principles in question. As a means of explaining this paradox, a modification of the concept of justified intervention is proposed, embracing military efforts aimed at the ultimate defeat of all the (unjustly) warring parties operating within a given territory. In consonance with the classic just war approach, it is also argued that the justification for such an intervention is essentially dependent on its being initiated by, or attributable to, an unquestionable state agent acting in defence of the state’s basic prerogatives.  相似文献
