创新消防现代警务机制思考

加强消防警务机制建设是促进消防工作规范化、制度化、法制化和社会化建设的有力保障,是保证社会经济发展、社会和谐稳定的基本条件。近年来消防部队在警务机制改革方面迈出了可喜的步伐,但是由于社会发展机制和体制的限制,消防力量不足、勤务实战演练效果不理想、信息化建设水平偏低等问题依旧存在,有待于在创新现代消防警务机制建设中加以解决。     

Production planning with resources subject to congestion

A fundamental difficulty in developing effective production planning models has been accurately reflecting the nonlinear dependency between workload and lead times. We develop a mathematical programming model for production planning in multiproduct, single stage systems that captures the nonlinear dependency between workload and lead times. We then use outer linearization of this nonlinear model to obtain a linear programming formulation and extend it to multistage systems. Extensive computational experiments validate the approach and compare its results to conventional models that assume workload‐independent planning lead times. © 2009 Wiley Periodicals, Inc. 一种SAR宽带噪声干扰抑制的新方法

提高合成孔径雷达(SAR)抗干扰性能是保证其在干扰条件下能正常工作的重要前提。针对SAR中宽带噪声干扰(WBNI),提出了一种在距离向基于回波数据去调频处理和特征子空间滤波的宽带噪声干扰抑制方法并进行了计算机仿真。仿真结果表明,在SAR距离向脉冲压缩增益大于接收端输入干信比5 dB时,该方法可以获得较理想的干扰抑制效果。而随着输入干信比的增加,干扰抑制性能将开始恶化。
