A transit vessel traffic scheduling algorithm has been developed to limit the negative effects on cargo volume throughput in two‐way waterways where separation distances between transiting vessels must be maintained and passage restrictions may hold. It runs in time that is polynomial in the number of ships involved in the computation and finds schedules which increase the utilization of waterways. Three examples illustrate its use. The first example is situated in the Sunda Strait where the algorithm is used to enhance the safety of merchant shipping against a terrorist threat. It illustrates important features of the algorithm and demonstrates how it can be used with cross traffic. The second example is situated in the Strait of Istanbul and offers a comparison between the developed algorithm and the transit vessel scheduling algorithm of Ulusçu et al., J Navig 62 (2009), 59–77. This was done using a plausible model of the Strait of Istanbul. The third and last example shows how the algorithm can be used to schedule transit vessel traffic in two‐way waterways with junctions. This feature is especially useful in congested waters with a high risk of collisions like the Inland Sea of Japan. This paper deals with the problem of makespan minimization in a flow shop with two machines when the input buffer of the second machine can only host a limited number of parts. Here we analyze the problem in the context of batch processing, i.e., when identical parts must be processed consecutively. We propose an exact branch-and-bound algorithm, in which the bounds exploit the batching nature of the problem. Extensive computational results show the effectiveness of the approach, and allow us to compare it with a previous heuristic approach. © 1998 John Wiley & Sons, Inc. ABSTRACT

The extended deterrence relationships between the United States and its allies in Europe and East Asia have been critical to regional and global security and stability, as well as to nonproliferation efforts, since the late 1950s. These relationships developed in different regional contexts, and reflect differing cultural, political and military realities in the US allies and their relations with the United States. Although extended deterrence and assurance relations have very different histories, and have to some extent been controversial through the years, there has been a rethinking of these relations in recent years. Many Europeans face a diminished threat situation as well as economic and political pressures on the maintenance of extended deterrence, and are looking at the East Asian relationships, which do not involve forward deployed forces as more attractive than NATO’s risk-and-burden-sharing concepts involving the US nuclear forces deployed in Europe. On the other hand, the East Asian allies are looking favorably at NATO nuclear consultations, and in the case of South Korea, renewed US nuclear deployments (which were ended in 1991), to meet increased security concerns posed by a nuclear North Korea and more assertive China. This paper explores the history of current relationships and the changes that have led the allies to view those of others as more suitable for meeting their current needs.  相似文献

In this article, we construct and analyze an original database of overseas Chinese equity oil investments (EOI) in order to assess the relative importance of economic and geopolitical factors in determining the type of countries that are most likely to receive those investments. We find that China's national oil companies (NOCs) choose to make considerable investments in certain oil rich countries while ignoring others. We develop and examine ‘economic opportunity’ and ‘geopolitical relevance’ explanations of Chinese EOI. The economic explanation assumes that Chinese oil companies operate autonomously despite the fact that they are state owned, and that they seek international experience in countries offering less competition but more risk. The geopolitical explanation suggests that Chinese equity oil investments are developed and coordinated by the central government as part of a geopolitical strategy that is designed to bypass the so-called ‘Malacca Dilemma’ and deepen security ties with oil-rich states through the conduct of oil diplomacy. We argue that Chinese EOI tends to reflect both corporate interests and government priorities, and that it generates more liabilities rather than benefits for China.  相似文献
