An integral part of the MIL–STD–105D scheme for sampling inspection by attributes is the transfer from normal inspection to reduced or tightened inspection when the historical record of inspected lots suggests unusually good or bad quality. The switching rules in MIL–STD–105D have been criticized, especially by Japanese manufacturers, as being too severe when what is defined as acceptable quality material is submitted. This paper examines the long range fraction of lots rejected for several MIL–STD–105D sampling plans by using the MIL–STD–105D switching rules, using a modification suggested by the Japanese Standards Association, and by using a second modification developed by the authors. The Japanese Standards Association switching rules are more complex than those in MIL–STD–105D. It is demonstrated that they lead to improved long–range properties for Normal–Tightened–Reduced schemes, but to poorer properties for Normal–Tightened schemes. A simplified set of switching rules is suggested, wherein the “limit numbers” in MIL–STD–105D are eliminated. In comparison to MIL–STD–105D, the simpler rules lead to a lower probability of rejection for good lots and a comparable probability of rejection for bad lots.  相似文献

Ship berthing plans reserve a location for inbound U.S. Navy surface vessels prior to their port entrance, or reassign ships once in port to allow them to complete, in a timely manner, reprovisioning, repair, maintenance, training, and certification tests prior to redeploying for future operational commitments. Each ship requires different services when in port, such as shore power, crane, ordnance, and fuel. Unfortunately, not all services are offered at all piers, and berth shifting is disruptive and expensive: A port operations scheduler strives to reduce unnecessary berth shifts. We present an optimization model for berth planning and demonstrate it for Norfolk Naval Station, which exhibits all the richness of berthing problems the Navy faces. ® 1994 John Wiley & Sons, Inc.  相似文献

We study how changes to the composition and employment of the US Navy combat logistic force (CLF) influence our ability to supply our navy worldwide. The CLF consists of about 30 special transport ships that carry ship and aircraft fuel, ordnance, dry stores, and food, and deliver these to client combatant ships underway, making it possible for our naval forces to operate at sea for extended periods. We have modeled CLF operations to evaluate a number of transforming initiatives that simplify its operation while supporting an even larger number of client ships for a greater variety of missions. Our input is an employment schedule for navy battle groups of ships operating worldwide, extending over a planning horizon of 90–180 days. We show how we use optimization to advise how to sustain these ships. We have used this model to evaluate new CLF ship designs, advise what number of ships in a new ship class would be needed, test concepts for forward at‐sea logistics bases in lieu of conventional ports, demonstrate the effects of changes to operating policy, and generally try to show whether and how the CLF can support planned naval operations. Military Standard 105D has been almost universally adopted by government and private consumers for the lot-by-lot sampling inspection of product which may be inspected on a dichotomoun basis The plan specifies, for each lot size, a random sample size and set of acceptance numbers (maximum allowable number of defectives in each sample). The acceptance numbers are based upon the binomial distribution and depend upon the quality required by the purchaser. Where several consecutive lots are submitted, a shift to less severe (“reduced”) inspection or more severe (“tightened”) inspection is specified when the ongoing quality is very high or low. Further experience permits a return to normal sampling from either of these states This paper examines the long range costs of such a sampling scheme. The three inspection types are considered as three distinct Markov chains, with periodic transitions from chain to chain. The expected sample size and the expected proportion of rejected product are determined as a function of the two parameters under control of the manufacturer, lot size and product quality. Some numerical examples are given which illustrate how to compute the overall cost of sampling inspection. Suggestions are made concerning the choice of parameters to minimize this cost.  相似文献

In this paper we have applied the mathematical control theory to the accounting network flows, where the flow rates are constrained by linear inequalities. The optimal control policy is of the “generalized bang-bang” variety which is obtained by solving at each instant in time a linear programming problem whose objective function parameters are determined by the “switching function” which is derived from the Hamiltonian function. The interpretation of the adjoint variables of the control problem and the dual evaluators of the linear programming problem demonstrates an interesting interaction of the cross section phase of the problem, which is characterized by linear programming, and the dynamic phase of the problem, which is characterized by control theory.  相似文献

This article argues for the continued relevance of the work and theories of the British Geostrategist Sir Halford J. Mackinder (1861-1947). It asserts that commentators and scholars who seek to marginalise Mackinder have too often dismissed his theories without setting them in the context of their continued endorsement in crucial areas of the globe. After 1945, despite his theories being tainted by association with Nazi Germany and Imperial Japan, both Moscow and Washington recognised the utility of Mackinder’s work and tailored policy accordingly. The end of Cold War saw Mackinder fall out of favour as his model was deemed unsuitable for policy analysis by a number of influential thinkers. It is argued here that, in recent years, the arena of international politics has seen a rehabilitation of Mackinder, accompanied by a resurgence of interest in Geopolitics. Finally, the piece examines those areas of the contemporary globe where Mackinder’s influence is greatest.  相似文献

Israel's exceptional status as a nonsignatory to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) has been an increasingly salient issue, particularly during the intense debate over universality in the 1995 NPT Review and Extension Conference, and again following the Indian and Pakistani tests in 1998. This analysis argues that despite these events, Israel's diplomatic position has not weakened significantly in the past decade. The factors that have led to this outcome include changes in the political and strategic environment, including the Iraqi and Iranian NPT violations, and Israeli engagement in different fora such as the Conference on Disarmament (CD) and the United Nations, and in bilateral strategic dialogues with key powers. This report examines whether Israel's exceptional status is likely to be maintained in the face of recent developments in Iran and the precedent set by the U.S.-India nuclear cooperation agreement.  相似文献

Given a positive integer R and a weight for each vertex in a graph, the maximum-weight connected graph (MCG) problem is to find a connected subgraph with R vertices that maximizes the sum of the weights. The MCG problem is strongly NP-complete, and we study a special case of it: the constrained MCG (CMCG) problem, which is the MCG problem with a constraint of having a predetermined vertex included in the solution. We first show that the Steiner tree problem is a special case of the CMCG problem. Then we present three optimization algorithms for the CMCG problem. The first two algorithms deal with special graphs (tree and layered graphs) and employ different dynamic programming techniques, solving the CMCG problem in polynomial times. The third one deals with a general graph and uses a variant of the Balas additive method with an imbedded connectivity test and a pruning method. We also present a heuristic algorithm for the CMCG problem with a general graph and its bound analysis. We combine the two algorithms, heuristic and optimization, and present a practical solution method to the CMCG problem.
