基于IVI的机载导弹测试设备设计

设计了一种基于可互换虚拟仪器的机载导弹测试设备,分析了设备的软硬件结构,研究通过程序、配置文件管理硬件,使得更换硬件时测试程序改动程度最少,增强了测试设备的通用性.     

异构系统一体化仿真中间件系统实现研究

针对异构系统联通的整体化仿真需求,利用Thrift和Zookeeper对一体化仿真中间件系统的组成结构、功能和服务形式等进行了研究,分析了异构系统的升级改造方法,建立了面向服务的异构系统联通仿真的中间件系统架构,实现了跨语言和跨平台的异构应用系统一体化仿真互联互通.系统可扩展、灵活性强,能有效降低异构仿真系统联通升级改造成本,为面向多节点、多任务和高并发的实时在线异构互联一体化仿真提供了可行设计思路.     

一种无人机连发型电磁弹射系统的设计

为了满足集群作战条件下无人机快速连续地弹射起飞的要求,提出了一种无人机连发型电磁弹射系统的方案,阐述了系统的功能指标、结构以及控制策略和混合储能等技术,它具有机动性强、隐蔽性好、全程可控、弹射间隔短、发射成本低等特点,能根据不同要求弹射起飞不同的无人机,有效地解决无人机集群弹射起飞方式存在的局限性问题,对集群作战实现有力支撑.     

基于模糊综合评判的舰艇电子战系统效能评估

舰艇电子战能力是现代舰艇综合作战能力的重要组成部分,为了准确评估舰艇电子战系统的效能,探讨现代战争条件下舰艇电子战系统的定量评估方法非常重要。应用模糊数学理论和层次分析法对舰艇电子战系统的效能进行评估,建立舰艇电子战系统的评价指标体系和三级评估模型,对定量指标和定性指标的隶属度计算进行了区分,并通过实例演示了该模型的具体应用过程。实例结果显示此方法是非常有效的,为这方面的进一步研究具有一定的借鉴意义。     

非自伴情形下时滞抛物方程的惯性流形

利用Lyapunov-Perron方法在适当的谱间隙条件和适当小的时滞假设下,证明了一类非自伴算子情形下半线性时滞抛物方程惯性流形的存在性。     

Optimal maintenance policies for serial,multi‐machine systems with non‐instantaneous repairs

We study optimal age‐replacement policies for machines in series with non‐instantaneous repair times by formulating two nonlinear programs: one that minimizes total cost‐rate subject to a steady‐state throughput requirement and another that maximizes steady‐state throughput subject to a cost‐rate budget constraint. Under reasonable assumptions, the single‐machine cost‐optimal and throughput‐optimal solutions are unique and orderable, and the multi‐machine optimal solutions have appealing structure. Furthermore, we establish equivalence between the two formulations and provide an illustrative numerical example. © 2006 Wiley Periodicals, Inc. Naval Research Logistics, 2006

Maximizing project cash availability

Consider a project during the life cycle of which there are cash payouts and in‐flows. To better meet his financial commitments, the project owner would like to meet all deadlines without running out of cash. We show that the cash availability objective is similar to the total weighted flowtime used to measure work‐in‐progress performance in the scheduling and inventory control literatures. In this article we provide several specialized solution methods for the problem of minimizing total weighted flowtime in an arbitrary acyclic project network, subject to activity release times and due dates, where the activity weights may be positive or negative and represent cash in‐ and out‐flows. We describe the structure of an optimal solution and provide several efficient algorithms and their complexity based on mincost and maxflow formulations. © 2006 Wiley Periodicals, Inc. INTEGRATING NUCLEAR WEAPONS STOCKPILE MANAGEMENT AND NUCLEAR ARMS CONTROL OBJECTIVES TO ENABLE SIGNIFICANT STOCKPILE REDUCTIONS

In his 2009 Prague speech and the 2010 Nuclear Posture Review, President Barack Obama committed the United States to take concrete steps toward nuclear disarmament while maintaining a safe, secure, and effective nuclear deterrent. There is an inherent tension between these two goals that is best addressed through improved integration of nuclear weapons objectives with nuclear arms control objectives. This article reviews historical examples of the interaction between the two sets of objectives, develops a framework for analyzing opportunities for future integration, and suggests specific ideas that could benefit the nuclear weapons enterprise as it undergoes transformation and that could make the future enterprise compatible with a variety of arms control futures.     

The Importance of Safeguards Culture

International safeguards is the system of measures put in place by the International Atomic Energy Agency and states to ensure nuclear programs remain dedicated to peaceful purposes. This international safeguards system consists of agreements, inspections, and evaluations that have never considered the safeguards culture of a state or facility. Neither a common definition nor an understanding of safeguards culture is internationally recognized. This article provides an analysis of the concept of safeguards culture and gauges its value to the international safeguards community. The authors explore distinctions among safeguards culture, safeguards compliance, and safeguards performance, and suggest possible indicators of safeguards culture and methods to promote a strong, positive safeguards culture.
