The optimization framework for optimal sensor placement for underwater threat detection has been developed. It considers single‐period and multiperiod detection models, each of which includes two components: detection algorithm and optimization problem for sensor placement. The detection algorithms for single‐period and multiperiod models are based on likelihood ratio and sequential testing, respectively. For the both models, the optimization problems use the principle of superadditive coverage, which is closely related to energy‐based and information‐based approaches. An algorithm for quasi‐regular sensor placement approximating solutions to the optimization problems has been developed based on corresponding continuous relaxations and a criterion for its applicability has been obtained. Numerical experiments have demonstrated that the algorithm consistently outperforms existing optimization techniques for optimal sensor placement.© 2008 Wiley Periodicals, Inc. Once dismissed by many outside observers, the Chinese People’s Liberation Army Air Force (PLAAF) has undergone an impressive transformation over the past two decades, emerging as one of the world’s premier air forces. As it continues to modernize, it is focused on becoming a ‘strategic air force.’ PLAAF strategists suggest this means it should play a decisive role in protecting Chinese national interests, field modern capabilities commensurate with China’s standing as a major power, and enjoy the institutional status befitting its role as a ‘strategic service,’ an important consideration given the historical dominance of the ground force in China’s military.  相似文献

How have European cross-border defence industrial mergers and acquisitions affected domestic procurement bias among the major EU powers? This article departs from the findings of Andrew Moravcsik more than two decades ago suggesting that major West European states had no ingrained preferences for defence industrial autarchy. When cross-national armament projects were derailed, this could be attributed to political efforts of national defence industrial champions favouring purely domestic projects. As former national champions join pan-European defence groups, their preferences are likely modified. Does this shift procurement towards non-European “off-the-shelf” solutions which, according to Moravcsik, are favoured by defence departments? Or does it give impetus to a stronger preference for European as opposed to domestic systems? In this article, procurement patterns in the aftermath of cross-border defence industry consolidation will be analysed. Procurement bias is assessed in two industry segments characterised by pervasive consolidation.  相似文献

Recently, post-explosion nuclear forensics, or nuclear attribution, has gained a new spotlight within the nuclear weapons scientific and policymaking community. Academics are beginning to ask whether post-explosion forensics might create a replacement for an international nonproliferation regime, or at least offer a fallback option to deter states and individuals from selling nuclear materials. This paper examines current attribution technology from unclassified literature and finds the technology to be well developed but not foolproof, such that nuclear attribution currently provides little deterrent value. If current capabilities were publicized more thoroughly and if the post-explosion process of assessing the evidence were internationalized, states and intermediate actors might be deterred more effectively. Developing a nuclear fingerprint database is also discussed. While useful, its impact on deterrence would be minimal.  相似文献

Some have argued that the transatlantic rancor over the Iraq war made cooperation, especially on nonproliferation, unlikely. In contrast, this article, documents post-invasion instances of nonproliferation cooperation, with particular emphasis on the Proliferation Security Initiative and the EU-3 Initiative—the British, French, and German negotiations with Iran over its suspected nuclear activities. In addition to documenting French and British participation in these initiatives, the article analyzes why they have chosen to participate and argues that France and Britain have participated in both efforts because they are committed to avoiding future Iraq-like preventive wars.  相似文献

This paper provides a methodology for estimating the economic impact of defence spending at a sub‐regional level. It does so by calculating the income and employment generated by Britain’s Royal Navy and associated defence activities in the City of Portsmouth and its surrounding area, during the financial year 2003–2004. In an era of military consolidation, the paper offers an insight into the multifaceted impact of defence‐related expenditure. Hence, it presents a generic framework that could prove useful to other researchers when seeking to measure the sub‐regional impact of naval, airforce and army facilities in other national contexts.  相似文献

Defense budgets in Japan have been complicated compromises from numerous inputs ‐ including threat perceptions, domestic industrial/technological base development, support for the bilateral security treaty with the United States and internal bureaucratic politics ‐ but with the fall of the former Soviet Union, the clearest justification for higher spending disappeared. Double‐digit defense spending increases that were common in the 1980s have been replaced by annual increases lower than present inflation rates, resulting in negative real growth in the country's defense budget. Domestic economic problems and consistent government pressures for smaller budgets have further slowed annual growth in total spending and have contributed to lower procurement budgets. As a result, the domestic Japanese defense industry is facing far more constrained conditions from the growth years of a decade before.

Government policymakers are examining Japan's regional security environment as well as its alliance with the United States to determine the appropriate course for the country to take in the coming years. The formal security treaty with the United States is likely to remain a major element of government positions, but other aspects of the country's overall security posture are open to debate. Perceptions of a reduced threat environment are fueling additional pressures for defense budget cuts.

The domestic defense industry seeks means to assure its survival in domestic defense markets in this constrained environment. Expansion into overseas markets to offset declining domestic markets is an option that currently is constrained by policy restrictions on arms exports. Industry is advocating re‐examination of those policies and unlike earlier years, government appears willing to respond positively but cautiously to this lobbying.  相似文献
