In 2013, France launched Operation ‘Serval’ to halt the southwards advance of Islamist insurgents in Mali. Using a Clausewitzian analytical framework, this article provides an assessment of France’s political and military aims in Mali and the degree to which they have been attained. Clear political goals, coordinated international diplomacy, an effective use of military force and blunders by the rebel forces turned ‘Serval’ into a short-term success. Strategically, however, the mission has proven unable to address the conflict’s underlying causes. Serval’s long-term effect is probably better measured by what it prevented than what it contributed.  相似文献

The optimization framework for optimal sensor placement for underwater threat detection has been developed. It considers single‐period and multiperiod detection models, each of which includes two components: detection algorithm and optimization problem for sensor placement. The detection algorithms for single‐period and multiperiod models are based on likelihood ratio and sequential testing, respectively. For the both models, the optimization problems use the principle of superadditive coverage, which is closely related to energy‐based and information‐based approaches. An algorithm for quasi‐regular sensor placement approximating solutions to the optimization problems has been developed based on corresponding continuous relaxations and a criterion for its applicability has been obtained. Numerical experiments have demonstrated that the algorithm consistently outperforms existing optimization techniques for optimal sensor placement.© 2008 Wiley Periodicals, Inc. The US Navy's audacious Maritime Strategy of the 1980s is often credited with acting as a key catalyst to the demise of the USSR. In assessing the role of strategic missile submarine “bastions” in the country's overall military strategy, the authors are skeptical of the above thesis, explaining that Moscow actually viewed deployments of Tomahawk land-attack cruise missiles on to US submarines (versus direct threats against the Soviet Navy itself) as the most alarming threat. The authors concede that the arms race played a role in the collapse of the USSR, but deny a direct connection with Soviet naval development citing the relatively minor naval proportion of overall defense spending. For the difficulties facing the fleet at the end of the Cold War, they instead blame deep systemic problems internal to the Soviet Navy.  相似文献
