Mandated defence offsets: can they ever deliver?

Defence offsets are elements of defence procurement deals additional to the primary content. Offsets are usually expected to yield technological or industrial benefits to the purchasing country (e.g. countertrade, technology transfers, or additional jobs) and military buyers often require suppliers to make offsets available “cost-free.” The authors argued previously that such strategies achieve little of value to buyers that lack market power and are unnecessary otherwise, since purchasers with the market power to extract more value for money from foreign suppliers can do so anyway. This article also focuses on the supply side of offset deals. The USA is the world's largest defence offsets supplier but the US government opposes offsets demands as economically inefficient and trade distorting. Even if offsets are inefficient and trade distorting, they may still benefit a materiel-exporting country such as the USA as they may induce exports and create associated benefits for the offsets provider.     

Military intelligence and the war in Dhofar: An appraisal

This article examines the role military intelligence played in the Dhofar campaign between 1970 and 1976. Drawing on an array of sources, it examines not only the crucial role played by military intelligence in prosecuting a successful operational campaign against a Marxist inspired insurgency, but equally, the importance that intelligence played in consolidating the Al Bu Said dynasty when across Oman and Dhofar itself, the material benefits to be had from the discovery and production of oil had yet to be realised.     

A characterization of optimal base‐stock levels for a multistage serial supply chain

In this article, we present a multistage model to optimize inventory control decisions under stochastic demand and continuous review. We first formulate the general problem for continuous stages and use a decomposition solution approach: since it is never optimal to let orders cross, the general problem can be broken into a set of single‐unit subproblems that can be solved in a sequential fashion. These subproblems are optimal control problems for which a differential equation must be solved. This can be done easily by recursively identifying coefficients and performing a line search. The methodology is then extended to a discrete number of stages and allows us to compute the optimal solution in an efficient manner, with a competitive complexity. © 2016 Wiley Periodicals, Inc. Israel’s relations with the Gulf states: Toward the emergence of a tacit security regime?

By drawing on the literature about security regimes, this article posits the idea that a particular type of regime, which can be termed a “tacit security regime” (TSR), has begun to emerge between Israel, on the one hand, and several Gulf Arab states, on the other. It is a regime which, unlike liberal institutional variants that attempt to privilege the promotion of collective norms, remains configured around perceptions of threats to be countered and strategic interests to be realized. By examining the development, scope, and scale of this nascent TSR, this article explores the extent to which Israel, mindful of Washington, DC’s regional retrenchment, sees the emergence of such a regime as redefining the political and strategic contours of Israel’s relations with much of the Middle East.

A stochastic constrained optimal replacement model

In this paper a stochastically constrained replacement model is formulated. This model determines a sequence of replacement dates such that the total “current account” cost of all future costs and capital expenditures over an infinite time horizon for the n initial incumbent machines is minimized subject to the constraints that an expected number of machines are in a chosen utility class at any point in time. We then indicate one possible solution method for the model.     

Attack and defense of ICBMs deceptively based in a number of identical areas

On-site verification of ICBMs in the context of an arms control agreement might involve a situation where an inspector would choose one or more of a number of identical areas to inspect and would have confidence that the other areas had the same characteristics. This article considers optimal attack and defense of missiles deceptively based in a number of identical areas. The attacker may allocate warheads across areas as he desires and uniformly within areas. The defender may allocate interceptors across areas as he desires and either uniformly or preferentially within areas. The effect of restricting the defender to uniform allocation across areas is explored for various assumptions. Robustness of surviving missiles with respect to the number of attacking warheads is studied. Results are presented for a wide range of cases.
