Polynomial‐time approximation scheme for concurrent open shop scheduling with a fixed number of machines to minimize the total weighted completion time

In this article, we consider the concurrent open shop scheduling problem to minimize the total weighted completion time. When the number of machines is arbitrary, the problem has been shown to be inapproximable within a factor of 4/3 ‐ ε for any ε > 0 if the unique games conjecture is true in the literature. We propose a polynomial time approximation scheme for the problem under the restriction that the number of machines is fixed. © 2011 Wiley Periodicals, Inc. Naval Research Logistics, 2011

军机进近优先级别评估

针对军机自身状况以及军机进近飞行特点,分析了影响军机进近优先级别的因素,采用灰色关联分析的思想,运用熵值法对这些影响因素进行了量化分析,建立了军机进近优先级别的灰熵评估模型,最后通过程序实现其算法,展示了军机进近优先级别评估的过程,表明该灰熵评估模型在实际的军机进近飞行管理工作中具有一定的应用价值和发展前景.

武器装备动员在国防建设中具有突出的地位和重要作用。在武器装备动员工作中坚持科学发展观,要顺应新军事变革要求,突出创新,实现武器装备动员战时有保障和持续发展。本文首先阐述了新时期我国武器装备动员的特点及战略目标,总结了由于国家总体科技水平、国防投入、管理体制等影响我国现阶段武器装备动员发展的若干问题,并就贯彻落实国家"十一五"规划要求,提出了以科学发展观统领武器装备动员发展创新工作,武器装备动员工作要按照"平战结合、军民结合、寓军于民"的方针,创新武器装备动员模式,采取切实措施,把武器装备动员纳入国民经济和社会总体发展规划,提高快速动员能力。     

Alleviating time inconsistent behaviors via a competition scheme

Under quasi‐hyperbolic discounting, the valuation of a payoff falls relatively rapidly for earlier delay periods, but then falls more slowly for longer delay periods. When the salespersons with quasi‐hyperbolic discounting consider the product sale problem, they would exert less effort than their early plan, thus resulting in losses of future profit. We propose a winner‐takes‐all competition to alleviate the above time inconsistent behaviors of the salespersons, and allow the company to maximize its revenue by choosing an optimal bonus. To evaluate the effects of the competition scheme, we define the group time inconsistency degree of the salespersons, which measures the consequence of time inconsistent behaviors, and two welfare measures, the group welfare of the salespersons and the company revenue. We show that the competition always improves the group welfare and the company revenue as long as the company chooses to run the competition in the first place. However, the effect on group time inconsistency degree is mixed. When the optimal bonus is moderate (extreme high), the competition motivates (over‐motivates) the salesperson to work hard, thus alleviates (worsens) the time inconsistent behaviors. © 2017 Wiley Periodicals, Inc. 战术通信网组网方案评估优选方法

在当前信息化的战场环境下,战场环境瞬息万变,战术通信网作为信息化战争的神经中枢,起到了至关重要的作用,然而组网方案的好坏直接决定着通信网性能的优劣,因此,如何在战场环境下快速、自动、客观地评估战术通信网组网方案是一个亟待解决的问题。通过分析战术通信网的特性和要求,提出了战术通信网组网方案评估指标体系,并采用熵权灰关联的方法对组网方案进行评估优选,该方法方便快捷并且可以编程实现,不仅能够在战场环境下实时、自动地对组网方案进行评估优选,而且评估结果也符合实际情况,为指挥员提供了决策依据。
