As US counterinsurgency campaigns draw to a close, doctrine for asymmetric warfare written during the War on Terror has come under heavy criticism. While many have argued that this shift to ‘winning hearts and minds’ is evidence that the United States is taking humanitarianism and nation-building seriously, others argue that a wide gap exists between US counterinsurgency doctrine and the protection of civilians afflicted by conflict. In this article, I show that the latter is true by comparing theories of instrumental and communicative action to US doctrine for operational design, stability operations, and counterinsurgency. I argue that these texts treat the people as an object to be manipulated for the achievement of pre-determined self-interested strategic goals rather than members of a community that jointly designs operations to fulfill shared objectives. However, US doctrine does contain communicative elements that, if prioritized, would better support humanitarian and state-building objectives otherwise subordinated in the War on Terror.  相似文献

US nuclear deterrence and arms control policy may be moving, by design and by inadvertence, toward a posture of strategic “defensivism”. Strategic “defensivism” emphasizes the overlapping and reinforcing impact of: (1) reductions in US, Russian and possibly other strategic nuclear forces, possibly down to the level of “minimum deterrence,” (2) deployment of improved strategic and/or theater antimissile defenses for the US, NATO allies and other partners; and (3) additional reliance on conventional military forces for some missions hitherto preferentially assigned to nuclear weapons. This article deals with the first two of these aspects only: the interaction between missile defenses and offensive force reductions in US–Russian strategy and policy. The findings are that stable deterrence as between the USA and Russia is possible at lower than New Strategic Arms Reduction Treaty levels, but reductions below 1000 deployed long-range weapons for each state, toward a true minimum deterrent posture, will require multilateral as opposed to bilateral coordination of arms limitations. Missile defenses might provide some denial capability against light attacks by states with small arsenals, but they still fall short of meaningful damage limitation as between powers capable of massive nuclear strikes.  相似文献

Which counterinsurgency approaches are most effective in defeating insurgencies? Counterinsurgency advocates and critics have debated the effectiveness of winning hearts and minds as well as using brute force against ordinary civilians. But little scholarship has sought to systemically compare these counterinsurgency approaches among a broad range of cases. This paper seeks to remedy this gap in the literature with an empirical analysis of 47 counterinsurgency wars from 1945–2000 to evaluate the effectiveness of coercive and persuasive approaches to counterinsurgency. To do so, I use crisp-set qualitative comparative analysis (QCA), or Boolean analysis, to identify the presence or absence of six coercive and persuasive counterinsurgency practices across all cases. This method enables me to highlight how counterinsurgency victory can be produced by combinations of practices rather than a single set of practices that might be expected to be useful across cases. The results demonstrate that many combinations of coercive, persuasive, and mixed counterinsurgency practices can lead to victory. However, more persuasive combinations of practices consistently lead to counterinsurgent victory compared to others, although limited coercion against civilians is constant in all cases of counterinsurgency. These findings cast doubt on the ability of counterinsurgents to refrain from harming civilians and suggest that victory requires a mix of both positive and negative incentives for cooperation.  相似文献

One goal of experimentation is to identify which design parameters most significantly influence the mean performance of a system. Another goal is to obtain good parameter estimates for a response model that quantifies how the mean performance depends on influential parameters. Most experimental design techniques focus on one goal at a time. This paper proposes a new entropy‐based design criterion for follow‐up experiments that jointly identifies the important parameters and reduces the variance of parameter estimates. We simplify computations for the normal linear model by identifying an approximation that leads to a closed form solution. The criterion is applied to an example from the experimental design literature, to a known model and to a critical care facility simulation experiment. © 2004 Wiley Periodicals, Inc. Today, few countries fight alone; most fight as allies or partners in multilateral campaigns. The end of the Cold War opened a window of opportunity for multinational military operations (MMOs). These have seen varying degrees of participation, enthusiasm, and success. This special forum is devoted to the politics of multilateral warfare including their formation, maintenance, and durability. The introduction sketches past research and derives some key questions of continuing relevance. The contributions shed light on the domestic and international politics of MMOs, focusing on the implementation of national restrictions and their repercussions for MMOs, party politics of military intervention, the conditions under which states decide to defect from military operations, and the role of junior partners in MMOs. In sum, this forum offers a fresh look at the politics of MMOs, including conceptual contributions to the study of national restrictions, domestic constraints, and coalition warfare.  相似文献

This article synthesizes three elements of power and balancing in the South China Sea (SCS): analytical perspectives on China's behaviour and intentions, the American rebalance to Asia and the dispositions of American allies and partners. Based on extensive interviews and theoretical analysis, it concludes that ‘soft balancing’ backed by American military power provides the optimum chance for resolving the growing dispute. Short to medium-term weakness of Malaysia, Philippines and Vietnam, as well as Japan, means the United States must provide much of the military power while working to build their forces. The most promising alternative is multilateral diplomacy through the Association of Southeast Asian Nations’ Regional Forum, a vehicle for negotiating a Code of Conduct and implementation of the UN Convention on the Law of the Sea. If China remains motivated mainly by defense of realist interests, the costs imposed against expansion will eventually cause recalculation of Beijing's strategy, and soft balancing by the United States and its partners has a chance of working. The constructivist perspective, stressing self-conceptualization of Chinese strategic culture, supports Chinese confidence that patience will eventually bring dominance. If China tries offensively to change the status quo, soft balancing is less likely to influence Beijing. President Xi Jin Ping appears to be offensively asserting power, seeking regional dominance before he is due to step down in 2023. This supports the finding of enhanced risks of unintended escalation in the SCS and the East China Sea.  相似文献
