This paper reviews the basic economic concepts relevant to international public goods production and applies them to the case of security and peace in southern Africa. To this end, it extracts from the literature a set of fundamental features that help determine the likelihood of success of any collective action and applies these features to the current southern African context.  相似文献

This article is organized around two major topics addressed by nineteenth and early twentieth century economists: (1) international economic relations and war and (2) economic activity in the shadow of conflict. My thesis is that an early and neglected reservoir of economic thought on peace and war exists and valuable perspectives on research in defense and peace economics can be gained by tapping into it.  相似文献

For a three‐sector Feder‐Ram framework, we present time‐series, cross‐sectional estimates for two cohorts, consisting of Asian and Latin American countries. The estimates indicate that private investment, and defense and non‐defense public spending are growth promoting for alternative error components representations. For the best error components representation, greater growth enhancement is associated with the two forms of public spending in Asia than in Latin America, while the opposite comparison characterizes private investment. Although defense is growth promoting, an opportunity cost exists insofar as non‐defense spending, financed by defense spending, appears to give a small net boost to growth in Latin America.  相似文献

Since the fall of the Taliban in late 2001, the Islamic Republic of Afghanistan (GIRoA), the United States, the United Nations, and the International Security Assistance Force (ISAF) have funded and led three different Disarmament, Demobilization, and Reintegration (DDR) programs. Despite a significant investment in time and treasure, all of them have failed to significantly reduce the number of insurgents or arbaki (militia). This article explores why these programs failed despite incorporating ideas from the prominent DDR schools of thought. Utilizing Stathis Kalyvas’ theory of The Logic of Violence in Civil War as a lens, this article argues that GIRoA and ISAF did not have sufficient control of territory to entice insurgents or arbaki to reconcile and/or reintegrate with the government. Further, in areas GIRoA nominally controlled in northern and western Afghanistan, regional powerbrokers who controlled these areas balked at these programs.  相似文献

Intrastate conflicts, long eclipsing interstate conflicts, are often internationalized. This paper examines internationalized intrastate conflicts through the types of both the intervening and the embattled regimes. Do democracies, more or less than autocracies, support autocratic governments in their fights against rebels? This paper tests three hypotheses: (1) democracies support autocrats fighting rebels less than autocracies do. (2) Democracies support democratic governments fighting against rebels more than autocracies do. (3) The more democratic two states are, the higher the probability one would support the other’s fight against rebels. Covering all documented external support in intrastate wars (1975–2000), our findings support hypothesis one and two only partly and confirm hypothesis three. However, comparing the two major accounts of the Democratic Peace theory (DPT)—the normative and the structural—our findings corroborate only the former robustly. The paper thus helps enriching the insights of the DPT beyond interstate conflicts.  相似文献

In this paper, I critically analyse the doctrine of the Responsibility to Protect (RtoP), as it relates to the responsibility of intervening forces towards the people they claim to protect and the challenges that the situation in Libya now poses in the region and for the African Union (AU). I focus most of my attention on the coercive elements of the RtoP framework (Pillar III). This is the most contested element in the framework. Three questions guide this article: were there legitimate grounds to justify an external intervention in Libya? In the words of Hugh Roberts in Who Said Gaddafi Had to Go, ‘[w]hat if anything has Libya got in exchange for all the death and destruction that have been visited on it’ since 2011? What are the practical implications and consequences of the North Atlantic Treaty Organization (NATO) intervention, led by the United States (US), for regional peace? I discuss the problems surrounding the US–NATO intervention, followed by an analysis of the various positions and narratives leading up to the intervention, the framing and justifications provided for the intervention, and an analysis of the AU's proposal for the resolution of the Libyan crisis. I analyse the various debates that took place in the US (Pentagon/White House), at the United Nations, among scholars in the West and in Africa, and among various actors who tried to broker a ceasefire in Libya before and during the intervention. I conclude with a discussion of the implications for regional peace.  相似文献
