基于组合赋权雷达图实现电网电能质量综合评估

将改进的组合赋权雷达图方法用于电网电能质量综合评估。对主观、客观赋权法组合,基于组合权重与原权重之间的偏差尽可能小的优化思想,求取雷达图中各项指标的组合权值。利用各指标对应的扇形区域的对角线作为指标轴绘制雷达图,不仅最大限度体现各指标的独立权重,也反映了各指标之间的相互影响。利用雷达图的面积和周长两个变量完成对电能质量的综合评估。最后通过应用实例,验证了论文方法的合理性和在电能质量综合评估中的有效性。     

测试轮直径对路面不平度测试精度的影响

在加速度信号的路面不平度测量过程中,由于测试轮的几何外形对路面的滤波作用,会对功率谱密度的测量产生误差。为解决这一问题,在仿真环境下,通过测量在给定路面等级的随机路上行驶的测试装置测试轮的响应,研究不同直径的测试轮对同一路面不平度的滤波作用,分析其影响关系,从而为路面不平度测试装置测试轮轮径的选择提供参考。

Smart Power and Military Force: An Introduction

Abstract

Smart power is comprised of two elements: the quest for building society among states and between states and non-state actors; as well as the desire for cleaner forms of power projection. This special issue explores how states continue to fumble over achieving the optimum mix of hard and soft power across several country cases and themed articles. This set of contributions suggests that smart power is not unlike a ‘Swiss Army Knife’ analogy: multifunctional and challenging to choose the right combination of ideational and material tools.     

POWER,INFLUENCE, AND HIERARCHY: DEFENSE INDUSTRIES IN A UNIPOLAR WORLD

The global defense‐industrial sector reflects the hierarchy of power in the post‐Cold War world. As in the larger international system, the United States plays the dominant role in the defense sector as well. It is a comparative advantage often used by US policymakers to influence the foreign policy behavior of other states. Curiously, the radical concentration of the world’s defense industrial sector, as described here, has received relatively little scrutiny from either academia or the media, even though it not only reflects the international order but provides the United States with considerable leverage in it.     

Productive War: A Re-Conceptualisation of War

Conventional wisdom on the phenomenon of war is criticised for providing little relevant guidance to deal with the security challenges of our era. One reason is that this attitude uncritically assumes power as synonymous with force. In response, ‘productive war’ is here proposed as a re-conceptualisation of war based on Michel Foucault's alternative understanding of power. Productive war appreciates the role of violence but subordinates it to non-kinetic dynamics influencing the dimension of meaning in international security. This theoretical perspective provides a conceptual framework to deal with the dynamics of political mobilisation essential to create public support for nation-building abroad and for visions of world order.     

防空导弹主动雷达导引头地/海杂波功率谱计算

中/远程防空导弹通常采用复合制导体制,并采用高抛弹道技术来增大射程。这样,在中末制导交班阶段或末制导阶段,主动雷达导引头需要在地/海杂波背景下截获和跟踪目标。介绍了一种计算主动导引头地/海杂波功率谱的方法,根据杂波功率谱的估算结果,可以确定导引头的杂波下可见度(SCV)指标或设立导引头跟踪的频率禁区。     

Choosing the Right Sidekick: Economic Complements to US Military Grand Strategies

ABSTRACT

Scholars and practitioners of grand strategy agree that the use of military force should be supplemented by appropriate economic policies. However, strangely few accounts of economic complements to military grand strategies have been presented in recent discourse on US grand strategy. This paper takes a first step to fill this information gap. I first assess the role that could be played by economic measures under two types of grand strategies – one focusing on the balance of power and the other emphasising influence and order. Second, I introduce what I call ‘the influence-capability dilemma’ and discuss tradeoffs in adopting certain economic policies in order to help the US sustain pre-eminence in the international system. Third, I discuss how the US should address this dilemma of economic means in dealing with the rising China.     

火炮射击声信号AR模型特征研究

针对现代炮兵战场上的目标识别问题,阐述了火炮射击声信号数据—发射波、弹道波和爆炸波的特征,介绍了火炮射击声信号AR模型谱估计的方法和步骤,利用MATLAB信号处理工具箱具体实现了三种不同类型火炮发射波的AR模型谱估计,并对一批样本成功进行了分类识别实验,探讨了火炮射击声信号AR模型特征在现代战场火炮目标识别中的意义和应用价值。     

锥壳稳定方程的一般解

在本文中,用应力函数和中面法向位移表示的锥壳稳定方程被变化成为一对无奇异性的简化方程,然后得出了方程的幂级数形式的一般解。计算结果与已有的实验结果符合良好。计算分析了８种边界情况下边界条件对静水外压临界载荷的影响及解的收敛性。
