ABSTRACT

On 9 July 2018, Ethiopia and Eritrea signed a historical agreement pledging to end their mutual animosity and work for peace. The unprecedented rapprochement was facilitated by the new leadership in Ethiopia, merging interests between the two states and external mediation. This commentary looks into Ethiopian Prime Minister Abiy Ahmed Ali’s early reform initiatives and the dynamics of the rapprochement between Ethiopia and Eritrea.  相似文献

This article critiques recent articles in Foreign Affairs and International Security that argue that in the foreseeable future the United States could acquire an assured first-strike capability vis-à-vis Russia and China thanks to technological improvements in U.S. nuclear delivery systems and a general decline in the numbers and capabilities of Russian nuclear forces. Notwithstanding these articles, this analysis finds that mutual deterrence will persist regardless of the scale of possible future imbalances because deterrence is a highly flexible phenomenon. The pertinent question is not whether the United States will be able, in a surprise first strike, to cripple severely Russian response capabilities, but whether political stakes in any foreseeable conflict could justify the risk of even a small retaliatory strike on the United States. This article also assesses whether the Foreign Affairs and International Security articles could inadvertently exacerbate an already highly charged anti-American sentiment in Russia, possibly laying the foundation for a revitalization and expansion of the Russian nuclear arsenal.  相似文献

Post-Cold War “lab-to-lab” collaborations on unclassified scientific issues between U.S. and Russian nuclear weapons laboratories set the stage for bilateral cooperation in materials control and other nuclear areas. They also became the major element in a cooperative process initiated by a Presidential Decision Directive to ensure Russia's compliance with the Comprehensive Nuclear-Test-Ban Treaty. These collaborations have always been highly favored by leaders of the Russian nuclear weapons complex—the same leaders who oversee Russia's participation in various government-to-government programs. This article reviews these collaborations and examines the possibility that U.S. rebuffs of Russian proposals and the U.S. failure to keep promises of expanded collaboration could contribute to Russia's reluctance in major programs and even lead to a return to nuclear testing by Russia. The author argues that a renewed U.S. commitment to the process should be an immediate goal of the Obama administration and is an essential step in re-engaging Russia to solve the nuclear problems remaining from the Cold War. Steps for doing so are recommended.  相似文献

For many years, non-nuclear weapons states have sought binding commitments from nuclear armed states that they would not be the victim of either the threat or use of nuclear weapons—so-called negative security assurances (NSAs). The nuclear weapon states have traditionally resisted granting such unconditional NSAs. Recent U.S. efforts to use nuclear deterrence against the acquisition and use by other states of chemical, biological and radiological weapons, however, have further exacerbated this divide. This article analyzes the historical development of NSAs and contrasts U.S. commitments not to use nuclear weapons with the empirical realities of current U.S. nuclear weapons employment doctrines. The authors conclude that NSAs are most likely to be issued as unilateral declarations and that such pledges are the worst possible manner in which to handle the issue of security assurance.  相似文献

ABSTRACT

The recent use of chemicals in warfare in Syria and Iraq illustrates that, despite the important work of the 1997 Chemical Weapons Convention (CWC), the world has not yet been totally successful in stopping the use of indiscriminate toxic agents in conflicts, either by states or non-state actors. Michael Crowley's excellent and timely new book, Chemical Control, analyzes the use of “riot control agents” (RCAs) and “incapacitating chemical agents” (ICAs), including launch and dispersal systems, by police, paramilitary, and military forces over the last decades and raises the challenging question about where the red line might be drawn between banned and permitted uses of chemicals. He discusses this problem not only in the context of the CWC, which allows use of RCAs for civilian riot control, but also in the context of international law, human rights, and criminal justice, including the Biological and Toxin Weapons Convention and other disarmament and abolition regimes. He proposes a “holistic, three-stage approach” to addressing this issue “for effective regulation or prohibition of the weapon or weapon-related technology of concern.” As we approach the global abolition of a whole class of weapons of mass destruction in the next decade or even sooner, Chemical Control is helpful in better understanding and solving the dilemma of what's actually banned or permitted under international law, and precluding states undermining the chemical weapons ban.  相似文献

ABSTRACT

Relations between the United States and Russia are in a prolonged downward spiral. Under these circumstances, cooperation on nuclear issues—once a reliable area of engagement even in difficult political environments—has all but completely halted. There are urgent reasons to find a way out of this situation, particularly the expiration of the New Strategic Arms Reduction Treaty in 2021. However, seemingly intractable disagreements about noncompliance with the Intermediate-range Nuclear Forces Treaty and US ballistic-missile defense, compounded by the Ukraine crisis, the conflict in Syria, and the accusations of Russian interference in the US election of 2016, threaten the future of arms control. Against this backdrop, policy makers and practitioners should identify ways to re-engage on nuclear issues now so they can be ready to implement them as soon as feasible. This article considers how the Comprehensive Nuclear-Test-Ban Treaty (CTBT) could serve as a platform for US–Russia cooperation on nuclear issues when circumstances permit. Taking into account the challenges posed by ongoing US non-ratification, it identifies a menu of CTBT-related activities short of ratification that the two countries could undertake together. It explores how joint work on this issue would advance shared US and Russian interests while helping to create the circumstances necessary for further arms-control work.  相似文献

ABSTRACT

The 1993 Highly Enriched Uranium (HEU) Purchase Agreement between the United States and Russian Federation is often described as one of the world's most successful nuclear nonproliferation programs. In 2013, the two states achieved the agreement's major goals of downblending 500 metric tons of Russian weapon-origin HEU to low enriched uranium (LEU) and delivering all resultant LEU to the United States. At one time, the LEU delivered under the agreement generated nearly 10 percent of all electricity in the United States. The agreement achieved its nonproliferation goals through a unique government/industry partnership. Commercial executive agents contracted for the annual sale and delivery of downblended LEU, while the US and Russian governments exercised reciprocal transparency monitoring measures to demonstrate that all LEU delivered under the agreement was derived from Russian weapons-origin HEU, and that the same LEU was used for exclusively peaceful purposes in the United States. The commercial development, negotiations, and implementation of the agreement have been well documented. This article describes the scope of US transparency monitoring activities in Russian HEU processing facilities, as well as Russian monitoring in the United States. In addition, it discusses the results of twenty years of reciprocal transparency monitoring and data analysis, and outlines lessons learned that are potentially applicable to future transparency monitoring and verification regimes and similar cooperative efforts.  相似文献

ABSTRACT

Whereas much of the debate about the demise of the 1987 Intermediate-range Nuclear Forces (INF) Treaty has focused on the European context and Russia’s alleged treaty violations, Asia looms large in the minds of proponents of the United States’s immediate withdrawal from the treaty. For many proponents, the fast-changing military balance in Asia and China's conventionally armed missiles constitute a sufficient cause for withdrawal. What does the end of the INF Treaty bode for the US-China military balance? This article argues that, although there are some near-term benefits for the US position in the conventional military balance with China, the advantages offered by prohibited missiles are minor and can be readily substituted by extant capabilities that are compliant with the treaty. Given the negative implications of the end of the INF Treaty for the future of arms control, the costs and benefits of withdrawing from the treaty require further examination; the military balance in Asia is an unpersuasive rationale for withdrawing from an important part of the arms-control architecture.  相似文献

President Barack Obama has outlined a course toward lower numbers of US nuclear weapons. Much attention has been paid to the US-Russian context, where deterrence is believed to be basically stable and conditions ripe for gradually reducing arsenals on both sides. But considerably less attention has been paid to the possible implications of lower nuclear numbers on other regions of the world and the reactions of both adversaries and US allies. If nuclear reductions are to be stabilizing and beneficial to security, reassurance and strengthened nonproliferation efforts in various regions need to accompany nuclear cuts. But the specific problems and remedies across regions vary. This article summarizes the results of a multi-author study. It concludes that regions with US allies and formal extended deterrence pledges may pose more vexing problems than those areas of the world without such close allies or commitments.  相似文献
