They protect us,but are they using protection? The potential impact of HIV on the South African Police Service

The drivers of HIV/AIDS in the South African Police Service (SAPS) and impact of the disease on this workforce are neglected areas of research. Existing evidence suggests that while the occupational risk for contracting HIV is low, there are factors associated with the profession that, if left unmanaged, place police officers at risk of contracting HIV. This study's two aims are to identify the potential pathways of HIV infection within policing services and determine the probable impact of HIV/AIDS on SAPS. Through a systematic literature review on HIV/AIDS within police services, and by analysing selected SAPS human resource data, the causal pathways and impact of HIV/AIDS on police services are explored. The study finds that police officers (particularly male officers) are likely to be highly susceptible to HIV infection as a result of risky sexual behaviours born out of occupational characteristics such as high levels of stress, difficult working conditions, living away from home and interactions with sex workers. The problem is exacerbated by the ‘macho’ culture that often prevails among police officers. HIV/AIDS interventions within SAPS must focus on sustained behaviour change. Further, HIV programmes must equip officers with the knowledge and awareness to avoid engaging in high-risk sexual practices that may compromise their health and the effectiveness of the policing service.     

Al Qaida on the US invasion of Afghanistan in their own words

This article consists of selected translations from captured interviews and dairies of Al Qaida members. The time period covered is from mid-2001 to early 2002 and concerns their operations in Afghanistan. The material clearly conveys a range of emotion, from confident to despondent, as well as efforts to contest the US actions. The first several pages give the reader context and some possible “lessons learned,” but the story(ies) are best told by the Al Qaida members themselves. All names are pseudonyms.     

粗集支持向量机的战斗机空战效能智能评估

根据现代空战特点,选取了战斗机的空战效能评估指标集,并采用粗糙集理论对指标体系进行约简,提取对空战效能影响起关键作用的特征参数,消除冗余信息,减少了支持向量的维数。支持向量机(SVM)具有结构简单、全局最优、泛化能力强的优点。根据所提取的特征参数,文中提出采用回归型支持向量机(SVR)建立空战效能智能评估模型。并通过实例与指数法和BP神经网络法计算结果进行了比较,验证了该模型的可行性和有效性。     

Robust adaptive UKF based on SVR for inertial based integrated navigation

Aiming at the problem that the traditional Unscented Kalman Filtering (UKF) algorithm can’t solve the problem that the measurement covariance matrix is unknown and the measured value contains outliers, this paper proposes a robust adaptive UKF algorithm based on Support Vector Regression (SVR). The algorithm combines the advantages of support vector regression with small samples, nonlinear learning ability and online estimation capability of adaptive algorithm based on innovation. Firstly, the SVR model is trained by using the innovation in the sliding window, and the new innovation is monitored. If the deviation between the estimated innovation and the measured innovation exceeds a given threshold, then measured innovation will be replaced by the predicted innovation, and then the processed innovation is used to calculate the measurement noise covariance matrix using the adaptive estimation algorithm. Simulation experiments and measured data experiments show that SVRUKF is significantly better than the traditional UKF, robust UKF and adaptive UKF algorithms for the case where the covariance matrix is unknown and the measured values have outliers.
