This is a short commentary on Dmitry Adamsky’s recent article ‘The 1983 Nuclear Crisis – Lessons for Deterrence Theory and Practice’. First, it teases out nuances in the relationship between deterrence and strategy and considers deterrence to be both a strategy and an effect. Second, it explores the culminating point of deterrence in theory and considers it untenable, as it does not conform to the logic of, or to any logic analogous to, Clausewitz’s culminating point of victory. Deterrence logically cannot culminate. Moreover, any culminating point of deterrence would ignore why the potential deteree should perceive the actions of his deterrer in such a way as to render strengthened strategies of deterrence counterproductive. It is the deteree who is the only strategic actor to determine whether the deterrer is actually practising a successful strategy of deterrence or not.  相似文献

Over the last 18 years or so, much of the debate about modern warfare has been about whether it should be described as ‘old’ or ‘new’. However, there has not been a definitive answer as to which best reflects war in the modern world. Increasingly, the alternative arguments are polarised into opposing camps. Indeed, it would be fair to say that there is little in the way of debate at all. By revaluating the strengths and weaknesses of each argument, this paper aims to reinvigorate that discussion by examining whether changes in the way we understand war are really required. Finding that the ideas are not in fact mutually exclusive, it suggests that future research could benefit from a combined approach.  相似文献

The Emperor Napoleon I is regarded as one of the greatest generals of all time and, as such, he has attracted an immense bibliography. In spite of this, there have been few studies of him as a strategist: instead, it is simply assumed that it was enough for the Emperor to have conducted an operation for it to have had a logical strategic goal. In this article, however, Napoleon is shown to have been primarily an opportunist, who was frequently guided by the needs of the moment and swayed from his course by circumstance, while it is further suggested that, even considered on their own merits, many of his decisions were faulty in the extreme.  相似文献

It is not too soon to draw cautionary lessons from the inconclusive results of US performance during more than 11 years of Operation ‘Enduring Freedom’ in Afghanistan. As in Vietnam, fundamental difficulties persist in adapting enduring institutions to the requirements of strategy. At the heart of the matter is tension between the assumptions that underlie counterinsurgency as practiced in Afghanistan and organization of the US Armed Forces, State Department, and Agency for International Development. Knowledge of basic principles and necessary changes is available to answer the question, could the US have done better?  相似文献

From 1956 to 1960, the French Army developed a force of Muslim auxiliaries (supplétifs) as a major component of its strategy to combat the National Liberation Front (FLN) insurgency in Algeria. Aside from their military utility in hunting down the guerrillas in the mountains and forests, the supplétifs were instrumental in undermining FLN legitimacy in the countryside. The rapid growth and employment of the supplétif force dismantled FLN political control in the villages, undermined the enemy's unity, and critically weakened the revolutionaries' claim to represent all of Algeria's Muslims. The military and political activities of France's Muslim soldiers also projected an image of Muslim–European unity behind the French cause, and portrayed the French Army as the only legitimate political force in numerous villages. These political successes, however, were limited to the local, tactical level of revolutionary warfare, and the Army was never able to convert the supplétifs into a force of decisive, strategic political significance. They thus had little ultimate impact on the outcome of the conflict.  相似文献

This article comprises a reply to those who seek to use the British historical experience in Afghanistan in order to draw parallels with current operations in that country. It argues that, while the conceptual and physical response to the issue of Afghanistan on the part of Empire policy-makers during the period 1839–1919 was characterised by periods of indecision and mistaken assumptions, their grasp of strategic principles allowed the formulation of a series of Afghan policies that would serve to protect and indeed enhance British interests in the region for over a century and which stand in stark contrast to the seemingly incoherent Afghan strategy articulated by the current British government.  相似文献

From the late 1970s and until the end of the Cold War, the ‘High North’ constituted a central theatre for military forces. Extensive NATO preparations were made, a solid infrastructure developed in northern Norway, and frequent and large-scale exercises were carried out. These developments, from the late 1970s, were much discussed by scholars and strategists. However, the change of perception, laying the foundation for the military build-up, had actually occurred a decade earlier, in the late 1960s. This change has not yet been given its rightful attention, partly because the relevant documents have only recently become available. This essay takes the chronology of events back into the 1960s and to NATO's secret discussions between the national Ministers of Defence and Chiefs of Staff. The most significant turning-points were the Flexible Response strategy of 1967; SACLANT's concern over increased Soviet naval activity and his ‘Maritime Strategy’ studies of 1965 and 1967; NATO's awakening to the Soviet SSBN threat in 1967; and the concept of ‘External Reinforcement of the Flanks’ of 1968 – finally followed by the ‘Brosio Study’ (named after the then NATO Secretary-General) of 1969. As a consequence of these developments NATO's ‘tactical northern flank’ was set to become an independent strategic theatre.  相似文献

‘Mowing the Grass’, Israel’s strategy in the twenty-first century against hostile non-state groups, reflects the assumption that Israel finds itself in a protracted intractable conflict. The use of force in such a conflict is not intended to attain impossible political goals, but a strategy of attrition designed primarily to debilitate the enemy capabilities. Only after showing much restraint in its military responses does Israel act forcefully to destroy the capabilities of its foes, hoping that occasional large-scale operations also have a temporary deterrent effect in order to create periods of quiet along its borders. The Israeli approach is substantively different from the current Western strategic thinking on dealing with non-state military challenges.  相似文献

Current U.S. nuclear weapons strategy, force structure, and doctrine contribute to the threat of nuclear terrorism in several ways. First, the U.S. nuclear stockpile presents opportunities for nuclear terrorists to seize the materials they need. Second, U.S. nuclear forces remain a key justification for Russia's maintenance of similar nuclear forces that are less well protected. Third, America's continued embrace of nuclear weapons encourages and legitimizes other states to seek nuclear weapons that they will have difficulty securing from terrorists. The national security interests of the United States would be better served by a strategy to shrink the global footprint of nuclear weapons and provide the highest possible levels of security for the most minimal possible deterrent forces. Given the inability to secure nuclear weapons and materials perfectly or to eliminate terrorism in the foreseeable future, reducing the global inventory of nuclear weapons and materials is the most reliable way to reduce the chances of nuclear terrorism.  相似文献

This article attempts to place in historical perspective the latest effort by Colombia’s military (Colmil) to defeat the now half century old insurgency of the Fuerzas Armadas Revolucionarias de Colombia – Ejército del Pueblo (FARC-EP). It argues that the ‘surge’ initiated under President Álvaro Uribe in 2002 with the assistance of the United States can only be fully analyzed in the context of the Colmil’s intellectual framework for counter-insurgency. Specifically, this article will explain how the protracted engagement with counter-insurgency has shaped the Colmil’s understanding of the nature of the conflict, as well as its attitudes towards its adversary, civil authority and the instrumentality of force. An understanding of the Colmil’s strategic tradition can also help to explain their apprehensions about the ongoing peace negotiations with the FARC-EP.  相似文献
