Since the end of the Cold War, a huge debate over how war has been changing has emerged; a common feature is that modern conflicts are not state vs. state wars, but ‘irregular wars’. In order to better understand modern irregular warfare, it is important to analyse past authors and ideas. Carlo Bianco’s concept of Guerra per bande highlights elements of mobility with different cooperating units, of terror, and of complex terrain. The present study offers the first English analysis of Carlo Bianco and underlines the similarities of his work to the hybrid warfare concept.  相似文献

ABSTRACT

This article examines how scholars of the just war tradition think about the ethical dilemmas that arise in the endgame phase of modern warfare. In particular, it focuses upon their reticence to engage the idiom of ‘victory’. Why, it asks, have scholars been so reluctant to talk about what it means to ‘win’ a just war? It contends that, while just war scholars may have good reason to be sceptical about ‘victory’, engaging it would grant them a more direct view of the critical potentialities, but also the limitations, of just war reasoning.  相似文献

The revival of nuclear strategy in US policy and scholarship has been strengthened by arguments that the ‘nuclear revolution’ – the assumption that thermonuclear bombs and missiles had made major war too dangerous to wage – does not affect international behaviour as much as nuclear revolution advocates claim. This article shows that the Soviet leader Nikita Khrushchev indeed regarded nuclear war as too dangerous to wage, a decision which manifested itself not so much in foreign policy or military doctrine but in his determination to avoid war when the possibility arose. We argue that Khrushchev’s experience provides us with a more useful way to characterise the nuclear revolution and suggest some implications of this argument for contemporary debates about nuclear weaponry.  相似文献

In February 1998, Osama Bin Laden published a signed statement calling for a fatwa against the United States for its having ‘declared war against God’. As we now know, the fatwa resulted in the unprecedented attack of 9/11. The issue of whether or not 9/11 was in any way predictable culminated in the public debate between Richard Clarke, former CIA Director George Tenet and the White House. This paper examines whether there was any evidence of a structural change in the terrorism data at or after February 1998 but prior to June 2001, controlling for the possibility of other breaks in earlier periods. In doing so, we use the standard Bai–Perron procedure and our sequential importance sampling (SIS) Markov Chain Monte Carlo (MCMC) method for identifying an unknown number of breaks at unknown dates. We conclude that sophisticated statistical time‐series analysis would not have predicted 9/11.  相似文献

ABSTRACT

This article argues that the US Navy’s roles (which have historically been bifurcated between warfighting and political use of force) manifest in its organisational culture as two different concepts of war: the US Navy as diplomatic actor and the US Navy as warfighting force. The conflict between these different concepts of war can be seen in the current debate about the definition and function of presence. The debate about presence is not just theoretical, but represents a deep and enduring conflict within the Navy as an organisation about its concept of war. Since the end of WWII, the Navy has been designing its fleet architecture according to a Mahanian concept of war, despite the preponderance of non-lethal missions and activities. The result is a mismatch between platforms and tasks.  相似文献

ABSTRACT

This paper re-examines the theoretical underpinnings of Strategic Studies, proposing a novel theory and a new framework for analysing war’s fundamental relationship with politics in line with the Clausewitzian tradition. Throughout modern history, Clausewitz’s concept of politics has been misconstrued as referring only to policy whereas in fact, for him, ‘politics’ was a much broader concept, including domestic power struggles. The political logic of war is defined here as the convergence of the interrelating factors of power struggles and policy objectives within a given polity that restrains and enables these political forces. The analysis of the Clausewitzian political logic of war is conducted through the sociological ‘liquid modern’ lens. It is argued that with power increasingly shifting from centralised state-oriented political leadership towards market forces, non-state actors and other political bodies, the effectiveness of war has been reduced. This is evident in the fragmentation of Western political systems and, as a result, suboptimal strategy and the domination of domestic power struggles in political decision-making concerning war.  相似文献

This article evaluates the performance of the Special Air Service (SAS) during secret cross-border raids conducted as part of Britain’s undeclared war against Indonesia from 1963–1966. The analysis reviews the existing debate on the SAS’ performance during this campaign; it looks more closely at how military effectiveness might be defined; and it then examines, using the SAS’ own operations reports, the nature of their activities and their success or failure. This article concludes that critics of the SAS’ effectiveness during Confrontation are right; but for the wrong reasons. SAS operations did indeed have less effect than orthodox accounts would have it. But the reasons for this lay not in their misuse but in the exigencies of British strategy. This article demonstrates an enduring truth – no matter how ‘special’ a military force might be, tactical excellence cannot compensate reliably for problems in strategy.  相似文献

Increasing attention paid to US casualties in far-flung places such as Tongo Tongo, Niger, and headlines claiming ‘secret wars’ have fueled discussion about American military’s involvement in Africa. Though the continent has been a part of the American way of war since the beginnings of the US – consider the early combat actions of US Marines in Tripoli –, current African conflicts are challenging our understanding of war and approaches to winning it. This article examines the ways America seeks to achieve its ends in Africa with a particular focus upon the last 10 years of US counter-terrorism and stability operations in Niger and the Sahel Region. The author proposes unifying American, Allied, and partner efforts through a strategy of Active Containment.  相似文献

Ethnicity and ideology are frequently used to determine whether an armed group is hostile or friendly vis-à-vis the state. By contrast, I argue that the social structure of insurgent movements holds more explanatory power for their respective positions than ethnicity or ideology. To illustrate this, I apply Pierre Bourdieu’s concept of a contest between forces of ‘conservation’ and forces of ‘heresy’ to the current Afghanistan war. I demonstrate that the social structure of the Taleban renders them prone to ‘heresy’, while the formerly second biggest insurgent group, Gulbuddin Hekmatyar’s party, has rather been an impeded force of ‘conservation.’  相似文献

This paper asks whether Bosnian Serb leaders’ choice to carry out a secession war in 1992–1995 was rational from the point of view of their stated goal of ethnic cleansing. We construct two indexes, one of ethnic purity and another of ethnic Serb concentration, and apply them to a counterfactual estimate of the outcome of ‘peaceful’ ethnic cleansing – what could have been achieved by population exchange based on pre-war territorial Serb power without war – in comparison to the actual outcome of the war. We find that the gross benefits of the chosen strategy of secession and war far exceed anything that could be achieved by the peaceful alternative. A conjectural assessment of perceived costs suggests that also net benefits were maximized by the war strategy. The implication for international deterrence policy is that credible judicial prosecution and punishment is the best way to alter the prospective perpetrators’ calculus.  相似文献

Much intellectual effort in the post‐Cold War US Army has been put into examinations of how best to conduct MOOTW and urban warfare. One of the main problems for the Army in this respect is the fact that these operations require a good deal of initiative to be displayed by troops at the lowest command levels. This has not normally been forthcoming. There is, in the Army, a ‘zero‐defects’ culture that is stymying the necessary initiative. Only when this culture has been properly appreciated and tackled will the Army that has proved itself so adept at the ‘big war’ be able to conclusively tackle the ‘small war’.  相似文献

The following article aims to examine current counter-insurgency (COIN) strategy in Afghanistan to posit an untried theoretical concept of operations for the war being waged there. By doing so it shall argue that Coalition and NATO forces operating there may be required to fundamentally recast Afghan war-policy if a resurgent Taliban and Al-Qa'eda are to be countered in both the military and political spheres of present day Afghanistan. By way of strategy this article shall posit that a more optimal strategy in Afghanistan, in light of the campaign's apparent difficulties, might be to seed local security apparatuses, designated herein as ‘Rural Paramilitary Forces’.  相似文献

The debate over whether there exists a British counter-insurgency tradition of minimum force is one that has been thoroughly discussed. Is there anything left to say? This study suggests there is further insight to be attained if one explicitly evaluates the concept of minimum force in relation to the conduct of the security forces in the years of the Northern Ireland conflict. Through an examination of three key periods in the conflict, it will be shown that while there was invariably an awareness of the need to act with restraint among senior officers at the strategic level, this was often difficult to apply at the tactical level in the heat of confrontation. The argument demonstrates that the British Army, and other instruments of the state, rarely acted in a manner that could be described as ‘minimal’. Instead, it was the broader liberal values of the British state that explains largely the degrees of restraint exhibited by the government and security forces.  相似文献

South America has gained international media attention due to its ongoing arms race, with politicians and analysts warning about the possibility of war. Nevertheless, since the Chaco War in the 1930s, the region has seldom faced major inter-state wars, all of which have been short-lived and with relatively few casualties. This article will discuss in greater detail the ongoing arms race in South America, portraying it as a race ‘of levels’, with not all countries carrying out massive weaponry purchases. While Carl von Clausewitz has generally been respected as one of the most profound philosophers of war, his expertise has been regarded as somewhat limited if not even irrelevant to the so-called ‘new wars’ of the post-Cold War world. Many scholars in international relations have claimed that ‘new wars’ are essentially ‘post-Clausewitzian’ and ‘post-trinitarian’ in nature, meaning that they are no longer fathomable through a Clausewitzian framework. However Clausewitz's earlier writings were nearly exclusively dedicated to guerrilla warfare, or what he called ‘small wars’. These writings have been largely overlooked by many analysts of contemporary conflicts. By drawing on his rare and untranslated writings, the article uncovers a critical part of Clausewitz's expertise in asymmetric warfare and shows that, far from being irrelevant in an age where interstate warfare is increasingly being replaced by conflicts between states and semi-/non-state actors, Clausewitz's philosophical writings actually shed new light into the particular interactive dynamics generated during wars waged under conditions of asymmetry.  相似文献

When twentieth-century authors wrote about ‘partisan warfare’, they usually meant an insurgency or asymmetric military operations conducted against a superior force by small bands of ideologically driven irregular fighters. By contrast, originally (i.e. before the French Revolution) ‘partisan’ in French, English, and German referred only to the leader of a detachment of special forces (party, partie, Parthey, détachement) which the major European powers used to conduct special operations alongside their regular forces. Such special operations were the classic definition of ‘small war’ (petite guerre) in the late seventeenth and in the eighteenth centuries. The Spanish word ‘la guerrilla’, meaning nothing other than ‘small war’, only acquired an association with rebellion with the Spanish War of Independence against Napoleon. Even after this, however, armies throughout the world have continued to employ special forces. In the late nineteenth century, their operations have still been referred to as prosecuting ‘la guerrilla’ or ‘small war’, which existed side by side with, and was often mixed with, ‘people's war’ or popular uprisings against hated regimes.  相似文献

This work is about how the United States military has become dependent on networked technology. As arguably the largest contributor to national security, it has become so dependent that its chief doctrine integrates networked technology into nearly every specialty, with particularly intense focus on Network Centric Warfare. As the military’s old guard is replaced by the highly technical Millenial Generation, there is cause to pause when assuming this techno-acuity brings nothing but advantage and success. Vulnerabilities stemming from such extensive dependence offer opportunities for exploitation that have not gone unnoticed. The first step to moving forward from this point is to fully understand the extent to which the military has become dependent on computer networks. It might be the Millenials’ war today, but it would be quite unwise for the United States military to think about it and fight it in a purely Millenial way.  相似文献

Abstract

The war on al-Qaeda and its affiliates appears to be endless but every war must end. Winding down the conflicts in Afghanistan and Iraq has been difficult, but both were embedded in what was then called the ‘war on terrorism.’ What does ‘success’ in that war mean? With the death of bin Laden and the increase in drone operations, how far is the US from achieving it? Can this war end? The article analyzes the ongoing US response to the 9/11 attacks in historical context, revealing four patterns common to all prolonged wars: means become ends, tactics become strategy, boundaries are blurred, and the search for a perfect peace replaces reality. It concludes by laying out an effective strategy for ending the war.  相似文献
