ABSTRACT

Turkey has maintained its strategic relations with Africa at the highest level under recent AK Party governments in the field not only of low politics but also of high politics. For example, it opened its largest overseas military base in Somalia in 2017 and signed military, defense and security pacts with more than 25 African countries. This article traces the deep historical and cultural relations with Africa behind its newly evolving foreign policy identity, arguing that its booming economic power has been a significant driving force in shaping a new security strategy. It examines what the growing security involvement means for both Turkey and Africa in order to contribute to the relevant literature through a holistic approach from both theoretical and conceptual perspectives.  相似文献

On 8 March 2009, five Chinese vessels shadowed and aggressively maneuvered in close proximity to the US Naval Ship (USNS) Impeccable. This paper seeks to explain the incident and its aftermath in the context of Chinese coercive diplomacy. China's strategy, designed to motivate the US to cease surveillance operations near its militarily sensitive areas in the South China Sea, included three components: (1) the use of military provocation, (2) a coordinated media campaign, and (3) a challenge to US interpretations of the United Nations Convention on the Law of the Seas (UNCLOS). This study goes beyond traditional research on Chinese use of force to explain why China's coercive diplomatic campaign took the form it did. Only by understanding the nature and factors affecting Chinese coercive diplomacy can the US design the effective counter strategy needed to protect US regional and global interests.  相似文献

Washington's growing reliance upon international private security companies (PSCs) will lead to these firms becoming prominent vehicles in the prosecution of the counterinsurgency in Iraq. This shift, however, risks labeling PSCs as mercenaries and presents considerable challenges regarding the control of non-state violence. Moreover, tradeoffs exist regarding the different nationalities of PSC personnel. Utilization of personnel from the developed world risks compromising the capabilities of Special Operations Forces. Additionally, shifts in casualty recognition amongst US policymakers and the media suggest that the private option is becoming politically salient and thus less useful. Many developing world states are increasingly concerned about how the global outsourcing of security sector expertise risks their stability and ability to execute coherent policy. Finally, the employment of Iraqis in PSCs sends mixed messages to the Iraqi populace about the need for and the effectiveness of a cohesive and responsible indigenous security sector.

Acceptance sampling plans are used to assess the quality of an ongoing production process, in addition to the lot acceptance. In this paper, we consider sampling inspection plans for monitoring the Markov‐dependent production process. We construct sequential plans that satisfy the usual probability requirements at acceptable quality level and rejectable quality level and, in addition, possess the minimum average sample number under semicurtailed inspection. As these plans result in large sample sizes, especially when the serial correlation is high, we suggest new plans called “systematic sampling plans.” The minimum average sample number systematic plans that satisfy the probability requirements are constructed. Our algorithm uses some simple recurrence relations to compute the required acceptance probabilities. The optimal systematic plans require much smaller sample sizes and acceptance numbers, compared to the sequential plans. However, they need larger production runs to make a decision. Tables for choosing appropriate sequential and systematic plans are provided. The problem of selecting the best systematic sampling plan is also addressed. The operating characteristic curves of some of the sequential and the systematic plans are compared, and are observed to be almost identical. © 2001 John Wiley & Sons, Inc. We consider the problem of assigning alternatives evaluated on several criteria into ordered categories C1,C2,…,Cp. This problem is known as the multi‐criteria sorting problem and arises in many situations such as classifying countries into different risk levels based on economical and socio‐political criteria, evaluating credit applications of bank customers. We are interested in sorting methods that are grounded on the construction of outranking relations. Among these, the Electre Tri method requires defining multidimensional profiles that represent the “frontier” separating consecutive categories Ch and Ch+1, and assigns an alternative to categories according to how it compares to each of the profiles. The explicit specification of the profiles of consecutive categories can be difficult for decision makers. We develop a new outranking based sorting method that does not require the explicit definition of profiles. We instead require the decision maker to assign a subset of reference alternatives to the categories. To assign the remaining alternatives, each such alternative is compared to reference alternatives, and assigned to categories accordingly. © 2008 Wiley Periodicals, Inc. ABSTRACT

There have been over 90,000 UN peacekeepers deployed around the world to 78 peacekeeping operations (PKOs) in over 125 countries since 1948. Some scholars have made the case that these missions have had a positive impact on the relationship between the military and the civilians they work for. However, other scholars have identified a negative impact on civil military relations (CMR). This paper contributes to this debate by investigating how peacekeeping has impacted civil-military relations in Latin America's most prolific contributor to peacekeeping: Uruguay. This paper finds that PKOs in Uruguay have facilitated post-transitions attempts by civilians to build first-generation control, but not second-generation control. Further, PKOs have marginally improved military effectiveness, but we find that they do not improve societal trust in the armed forces.  相似文献

ABSTRACT

This article analyses the positions of the Chinese civilian leaders and military elites on Military Operations Other Than War in order to shed light on their preferences about the use of the armed forces in foreign policy between the late 1990s and the early 2010s. Over time, a significant divergence developed between civilians and soldiers until 2011, when the Libyan crisis happened. The study also prompts important considerations about our understanding of civil–military relations in China and future role of the People’s Liberation Army as a tool of statecraft in foreign policy.  相似文献

In recent years, there has been a sharp growth in political and sociological interest in the British military. Set against the backdrop of the armed forces’ increasing presence in everyday life, alongside the organizations’ ongoing restructuring, the current paper focuses on the MoD’s problematic attempts to recruit 30,000 reservists by 2020; what has become known as the Future Reserves 2020 programme (FR2020). We argue that these changes are driven in part by the need to cut costs in defence. However, we also suggest that they are a reflection of the changing nature of modern military organisation, and the manner in which armed forces engage with the societies of which they are a part, and with the citizens that make up that society. We locate FR2020 programme in the context of a wider narrative about the changing nature of military organisation in contemporary western democracies, identifying structural, circumstantial and normative reasons for change. We also examine the specific challenges of implementing FR2020 in practice, including issues of recruitment and retention, integration and support, and relations with families and employers, drawing on the experience of comparator countries to do so. We conclude by considering the implications of these changes, both for the future of UK armed forces, and for the evolving nature of military-society relations in Britain.  相似文献
