地空导弹部队在防空作战中,导弹火力单元要按上级的命令适时机动,需要对所在位置进行精确定位并及时上报上级单位,以便尽快组成新的雷达网继续参加战斗。根据GPS测距和差分GPS定位原理,利用载波相位差分设备把采集的载波相位发送给用户站进行求差解算坐标,得到机动作战导弹火力单元的位置坐标。根据载波相位差分定位GPS载波相位差分接收机技术成熟,成本不高,适合机动作战导弹部队应用。通过编制相应的模型软件,以及加入通信接口,便可用于导弹火力单元雷达站址的快速定位。 相似文献

在目标跟踪领域,通过三坐标雷达的测量值(斜距、仰角及方位角)来估算目标的真实高度一直是个难点。目前主要有两类处理方法:坐标转换法和等效地球半径法。前者把与雷达天线相关的三坐标测量值转换到大地坐标系统来计算目标高度;后者充分考虑地球曲率以及大气折射的特性,通过增加地球半径来估算目标的高度。最后对上述的两类方法进行总结、比较与分析。 相似文献

以二维碳纤维布和廉价的聚硅氧烷为原料,采用先驱体转化工艺制备2D Cf/Si-O-C材料,对其力学性能进行了考察,并与以聚碳硅烷为先驱体制备的2D Cf/SiC材料在价格和性能方面进行了对比。实验表明,2D Cf/Si-O-C材料力学性能较2D Cf/SiC材料有所下降,但成本大大降低。2D Cf/Si-O-C材料弯曲强度达到157.9 MPa,断裂韧性达到8.4MPa.m1/2,剪切强度达到23.4MPa,并且在1400℃下能较好保持材料的力学性能。 相似文献

While there has been significant previous literature on inventory transshipment, most research has focused on the dealers' demand filling decision (when to fill transshipment requests from other dealers), ignoring the requesting decision (when to send transshipment requests to other dealers). In this paper we develop optimal inventory transshipment policies that incorporate both types of decisions. We consider a decentralized system in which the dealers are independent of the manufacturer and of each other. We first study a network consisting of a very large number of dealers. We prove that the optimal inventory and transshipment decisions for an individual dealer are controlled by threshold rationing and requesting levels. Then, in order to study the impact of transshipment among independent dealers in a smaller dealer network, we consider a decentralized two‐dealer network and use a game theoretic approach to characterize the equilibrium inventory strategies of the individual dealers. An extensive numerical study highlights the impact of the requesting decision on the dealers' equilibrium behavior in a decentralized setting. © 2006 Wiley Periodicals, Inc. The Federal Aviation Administration (FAA) and the airline community within the United States have adopted a new paradigm for air traffic flow management, called Collaborative Decision Making (CDM). A principal goal of CDM is shared decision‐making responsibility between the FAA and airlines, so as to increase airline control over decisions that involve economic tradeoffs. So far, CDM has primarily led to enhancements in the implementation of Ground Delay Programs, by changing procedures for allocating slots to airlines and exchanging slots between airlines. In this paper, we discuss how these procedures may be formalized through appropriately defined optimization models. In addition, we describe how inter‐airline slot exchanges may be viewed as a bartering process, in which each “round” of bartering requires the solution of an optimization problem. We compare the resulting optimization problem with the current procedure for exchanging slots and discuss possibilities for increased decision‐making capabilities by the airlines. © 2005 Wiley Periodicals, Inc. A nation's wealth is both an object of conquest to covetous aggressors and a resource to its owners for self defense. To maintain autonomy every country must mount a defense which either makes its capture (1) more expensive than any aggressor can afford, or (2) more expensive than it is worth to aggressors. Whether this condition can be satisfied for all countries simultaneously depends as shown in this paper on relative efficacy of military offense versus defense, the aggregate of wealth among nations and its distribution, and the benefits a conqueror may obtain from conquest, including the duration of these benefits. The paper shows how these factors fit together to determine the sustainability and stability of the international distribution of property as embodied in the configuration of sovereign states. 相似文献

I am afraid there is clear evidence that acts of gross misconduct have taken place. This is a shameful thing for the United Nations to have to say, and I am absolutely outraged by it. —Kofi Annan, United Nations Secretary-General Despite promulgating a comprehensive set of guidelines to deter UN personnel from committing acts of sexual misconduct, allegations of sexual exploitation and abuse have become widespread within United Nations peacekeeping missions. The policy of zero-tolerance for peacekeeper misconduct has not been matched by strong disciplinary measures, and crimes are often ignored and rarely punished: absentee fathers, rapists and murderers simply disappear back in their home countries. In countries where women and children rarely have the same economic resources, political rights and authority or control over their environment—or their bodies—they easily become prey for those in perceived positions of power and authority. By failing to hold those responsible to account, the UN may in fact be fuelling even greater discrimination and violence against women and children. In order to ensure those who are mandated to protect to do not become perpetrators of abuse, the UN must take a stronger stand against those who commit acts of sexual misconduct, and must ensure that victims see that their abuser is brought to justice and that reparation is offered. A recent report submitted by the Secretary-General's Special Envoy on Sexual Exploitation and Sexual Abuse makes a comprehensive set of recommendations to prevent, detect, and respond to these allegations. The aim of this essay is to highlight some of the main points of the Special Envoy's report, and to examine the practical challenges the UN and troop/police contributing countries will face when attempting to implement these recommendations. 相似文献
