As the United States and Russia contemplate the next stage of nuclear arms reductions beyond the 2010 New Strategic Arms Reduction Treaty, another issue enters the agenda—that of the impact of possible deep reductions on the shape of the global nuclear balance. As the gap between the US/Russian arsenals and the arsenals of “second-tier” nuclear weapon states narrows, the familiar shape of the global balance, which remains, to a large extent, bipolar, is likely to change. The article explores the Russian approach to the relationship between further US-Russian reductions and the prospect of “nuclear multipolarity,” and assesses the relative weight of this issue in Russian arms control policy as well as the views on the two specific regional balances—the one in Europe (including UK and French nuclear weapons) and in Asia (the possible dynamic of the Russian-Chinese nuclear balance).  相似文献

Chinese writings on the workings of nuclear stability, deterrence, and coercion are thin and politicized. Nevertheless, it is possible to glean, from direct and inferential evidence, rather pessimistic conclusions regarding Chinese views of nuclear stability at low numbers. While China has been living with low numbers in its own arsenal for decades, today it views missile defense and advanced conventional weapons as the primary threat to nuclear stability. More generally, China views nuclear stability as wedded to political amity. Because none of these would be directly addressed through further US and Russian arsenal reductions, China is unlikely to view such reductions as particularly stabilizing. While there is little in Chinese writing to suggest lower US and Russian numbers would encourage a “race to parity,” there are grounds to worry about China becoming more assertive as it gains confidence in Beijing's own increasingly secure second-strike forces.  相似文献

A rule that constrains decision‐makers is enforced by an inspector who is supplied with a fixed level of inspection resources—inspection personnel, equipment, or time. How should the inspector distribute its inspection resources over several independent inspectees? What minimum level of resources is required to deter all violations? Optimal enforcement problems occur in many contexts; the motivating application for this study is the role of the International Atomic Energy Agency in support of the Treaty on the Non‐Proliferation of Nuclear Weapons. Using game‐theoretic models, the resource level adequate for deterrence is characterized in a two‐inspectee problem with inspections that are imperfect in the sense that violations can be missed. Detection functions, or probabilities of detecting a violation, are assumed to be increasing in inspection resources, permitting optimal allocations over inspectees to be described both in general and in special cases. When detection functions are convex, inspection effort should be concentrated on one inspectee chosen at random, but when they are concave it should be spread deterministicly over the inspectees. Our analysis provides guidance for the design of arms‐control verification operations, and implies that a priori constraints on the distribution of inspection effort can result in significant inefficiencies. © 2003 Wiley Periodicals, Inc. Minimum deterrence is a compromise, or halfway house, between nuclear abolition or nearly zero and assured destruction, the dominant paradigm for strategic nuclear arms control during and after the cold war. Minimum deterrence as applied to the current relationship between the United States and Russia would require downsizing the numbers of operationally deployed long-range nuclear weapons to 1000, or fewer, on each side. More drastic bilateral Russian–American reductions would require the cooperation of other nuclear weapons states in making proportional reductions in their own arsenals. In addition, US plans for European-based and global missile defenses cause considerable angst in Russia and threaten to derail the Obama “reset” in Russian–American relations, despite the uncertainties about current and plausible future performances of missile defense technologies.  相似文献

This viewpoint takes stock of the changes in the strategic nuclear landscape in recent decades and reflects on its consequences on the policy community. It finds that the number and scope of issues have expanded considerably; they have manifested themselves in many more regions of the world; and they have become deeply politicized and polarized. The consequences have been twofold: the nuclear policy field has seen the development of an increasingly diverse expert community composed of highly specialized functionalists and regionalists, and it has become ever more divided into two entirely separate ideological camps—one that believes in deterrence, the other in disarmament. The stove-piping of expertise and the widening gap between deterrence and disarmament ideologies are immensely problematic because, in different ways, they stand in the way of the emergence of a better and safer nuclear future. Looking ahead, it is critical to “bust the silos of expertise” and to build bridges between the deterrence and disarmament ideological camps. Only such a community-building effort will help solve today’s and tomorrow’s nuclear challenges.  相似文献

Current U.S. nuclear weapons strategy, force structure, and doctrine contribute to the threat of nuclear terrorism in several ways. First, the U.S. nuclear stockpile presents opportunities for nuclear terrorists to seize the materials they need. Second, U.S. nuclear forces remain a key justification for Russia's maintenance of similar nuclear forces that are less well protected. Third, America's continued embrace of nuclear weapons encourages and legitimizes other states to seek nuclear weapons that they will have difficulty securing from terrorists. The national security interests of the United States would be better served by a strategy to shrink the global footprint of nuclear weapons and provide the highest possible levels of security for the most minimal possible deterrent forces. Given the inability to secure nuclear weapons and materials perfectly or to eliminate terrorism in the foreseeable future, reducing the global inventory of nuclear weapons and materials is the most reliable way to reduce the chances of nuclear terrorism.  相似文献

There are two main sources of information about the Arms Trade, SIPRI and ACDA. These two sources give very different pictures of the evolution of the market, primarily because their measures are designed to capture conceptually different features. Although they are both expressed in constant dollars, the SIPRI series is designed to be a volume index of physical transfers, the ACDA series a constant price value index. Thus in principle, the ratio of the ACDA to SIPRI series should provide an implicit price index of arms; though in practice there are many measurement problems. In this paper, we discuss the basis of these indices and show that the ratio, the implicit price, not only looks plausible in the light of the evolution of the market, but has a significant negative effect on the demand for arms imports in an econometric equation.  相似文献

Defence economics uses the tools of economics to study the defence sector and its domestic and international implications. Simple models require careful application in defence economics, since indirect effects may have counterintuitive impacts. For example, while certain arms races can lead to the outbreak of war, others may have the counterintuitive effect of discouraging the outbreak of war owing to mutual deterrence.

The world is now multipolar rather than bipolar, analogous to an oligopoly situation. This multipolar world can be analyzed by a qualitative characteristic function, where the formation of a potential coalition allows study of the shift from conflict to cooperation in international relations. Some new issues to be considered in this framework include accidental nuclear war, potential arms races and conflicts in the third world, and the proliferation of chemical weapons and missiles.  相似文献
