现代海战中国外“矛”与“盾”武器的博弈

反舰导弹（矛）与舰载反导武器（盾）之间的斗争是现代海战重要格局之一。美俄二大军事大国在矛与盾的发展上,均以对方为假想敌,研究使自己的矛如何突防对方的盾,以及自己的盾如何拦击对方的矛。由于历史条件,国家政治需要和本国的技术优势不同,二国发展矛与盾的指导思想和设计准则,以及在攻防策略上都有很大不同。文章从深层次分析这些不同特点,并探讨它们的发展走向。     

THE ROLLBACK OF LIBYA'S CHEMICAL WEAPONS PROGRAM

In 2003, Libyan leader Muammar Qaddafi agreed to eliminate his country's weapons of mass destruction (WMD) programs and long-range Scud missiles under strict verification by U.S. and British experts and international inspectors. This article examines the negotiation and implementation of Libya's WMD rollback, with a primary focus on its chemical weapons program, and draws some lessons for the future. Although the Libyan case was unique in many ways, some aspects have relevance for other countries, including the critical role played by multilateral nonproliferation organizations, the utility of economic sanctions and export controls, the importance of a flexible U.S. disarmament funding mechanism, the value of rotating technical assistance teams in and out of the country that is disarming, and the desirability of remaining politically engaged with a former proliferator after rollback is complete.

Establishment,simulation and verification of firepower safety control model

On a narrow warship platform, the coordinated use of shipborne weapon systems may cause firepower conflicts, which seriously endangers the ship safety. Meanwhile, with directed-energy weapons mounted on ships, firepower conflicts between weapons become a “high probability event”. Aiming at the problem of firepower safety control, based on the research about the collision probability model of air crafts and space targets and according to the cone of fire model of conventional weapons and directed-energy weapons, this paper solved the firepower conflict probabilities between conventional weapons as well as between conventional weapons and directed-energy weapons respectively using the methods of probability theory, and established the firepower safety control model. Then the calculation of firepower conflict probability was carried out using the dimensionality reduction method based on the equivalent conversion of polar coordinates and the power series method based on Laplace transform. The simulation results revealed that the proposed model and calculation methods are effective and reliable, which can provide theoretical basis and technical support for resolution of firepower conflicts between weapons.

对《刑法修正案(五)》第三条增设的过失军事犯罪的具体罪名,刑法学界和司法实务界存在分歧。通过对用词的分析,根据罪名的确定原则,认为最佳选择的罪名是"过失损坏武器装备、军事设施、军事通信罪"。     

基于效用分析的武器装备发展方案决策

武器装备发展方案效用决策分析的目的就是以一定的方法和途径,根据决策者对武器装备发展所涉及的各项决策准则的偏好及其对各决策备选方案可能出现风险程度的态度,诱导出决策者对于各项准则的效用函数,从而以诱导的形式综合出各决策备选方案的综合效用,以获得决策者认为是最满意的决策方案.     

可见光侦察装备侦察功能仿真模型研究

为实现炮兵侦察装备作战运用仿真平台,根据可见光侦察装备侦察目标的基本程式,运用蒙特卡罗(Monte Carlo)方法,建立了基于电子地图的可见光侦察装备侦察功能仿真模型,并在Windows XP平台下,采用Delphi 7.0编写了仿真程序,最后通过一个仿真实例,验证了仿真模型的合理性和可操作性。     

末端防御武器平台炮控性能检测方法

末端防御武器平台炮控系统性能的好坏直接影响首发命中率和射击反应时间等重要战技指标,在设计试验阶段,对其炮控性能进行检测是必不可少的环节。采用基于三棱锥模型的炮控性能检测方法,建立了三棱锥计算模型并进行Matlab仿真分析以及检测精度分析,从而验证了其工作原理及可行性,满足武器平台炮控性能检测的要求。     

Evaluating state willingness to pursue space weapons

Many studies exist which evaluate the domain of space from a political perspective in order to advocate for a certain position regarding what states ought to do or not do in space. Few studies exist which address how states actually behave with regard to outer space. In an attempt to fill this gap in the literature, the present study evaluates the determinants of state space behavior. The results identify a blend of the realist pursuit of power and liberal normative restrains acting on state space behavior.
