综合保障理论之海军航空装备保障发展

现役的航空装备大部分以可靠性为中心来开展设计和维修保障工作，普遍存在装备可用性低、装备预防性维修周期不合理、装备保障成本高等问题，影响了装备保障效能的提升。针对该问题，论文梳理了综合保障理论产生和发展的意义，分析了当前海军航空装备综合保障的现状，针对性提出了几点发展建议和措施，对于开展综合保障工作有积极的推动意义，对现役装备的预防性维修周期规划、可靠性增长、可用性提高、降低保障成本有重要意义。     

The Un-Holy Russo-Chinese alliance

ABSTRACT

This essay argues that a Sino-Russian alliance has come into being over many years of the two states’ evolutionary policies. Although Vladimir Putin has emphasised that this is a multi-faceted relationship, this essay focuses exclusively on its military dimension. It comprises extensive inter-ministerial and inter-governmental cooperation, arms sales, joint exercises, and shared political orientation. While it may not be a formal alliance like NATO research, e.g. by Alexander Korolev, indicates that in general experts argue that what they have achieved is even better than an alliance.     

基于改进单亲遗传算法的军事物流中心选址问题研究

为了有效求解军事物流中心选址问题，在单亲遗传算法加入模拟退火选择操作，与倒位算子和非均匀变异操作相结合，构建了退火单亲遗传算法。在选择操作中，采用三复本锦标选择的方式，确保了种群的多样性。计算结果表明该方法可有效求解选址问题，取得较一般遗传算法更优的结果，算法的搜索效率和收敛概率均得到大幅度提高。     

美国国防部后勤转型

简要介绍了美军后勤的定义与管理构架，分析了美国国防部（DoD）后勤转型的背景和实施过程，研究了DOD后勤转型的特点，并结合军队后勤体制变革总结几点启示。     

The Trump effect downunder: U.S. allies,Australian strategic culture,and the politics of path dependence

Donald Trump’s election precipitated a debate in Australia about the value of retaining close alliance ties with the United States. Similar dynamics are discernible in other U.S. allies as the negative impact of Trump administration policies becomes clearer. Yet despite this “Trump effect,” we argue Australia is unlikely to distance itself from the United States because at the core of Australia’s strategic culture is a very positive “cultural orientation” toward the United States that is highly institutionalized in treaties, formal bilateral ties, Track 2 diplomacy, and public opinion. Such institutionalized ties have powerful path dependent effects. Accordingly, we conclude that the Trump effect does not constitute a powerful enough “exogenous shock” to move Australia off its well-worn grand-strategic path. But this alliance relationship is marked by both high cultural affinity and high institutionalization: American policy-makers should seriously consider whether other U.S. allies can tolerate similar levels of “stress.”     

基于遗传算法的应急物流多设施选址模型研究

在现有研究的基础上,建立了应急物流多设施选址模型。在模型建立过程中除了考虑距离这一基本要素,还考虑了流量与安全性等道路特性,并将其转换为道路的综合权值,使模型更具现实意义。采用遗传算法求解,使该问题的求解过程得到简化。最后用实例对模型进行了验证分析,说明该模型的合理性。     

装甲装备自主式保障关键要素分析

针对装甲装备现有保障模式存在的"过剩维修"和"维修不足"的问题,分析了研究装甲装备自主式保障的重要意义;借鉴美军联合攻击战斗机自主式保障的思想,提出了装甲装备自主式保障的工作原理,重点讨论了装甲装备自主式保障的关键要素,包括故障模式、影响及危害性分析、先进传感器技术、故障预测、信息系统等。提出了继承发展、不断创新、全寿命周期和系统工程几个关键要素应该重点研究的方向。
