针对目前冰河事故救援存在的问题,通过对冰河事故救援的危险性及难点作简要介绍,提出了针对性的处置程序和措施,并根据实际处置过程中出现的问题总结出注意事项。通过对冰河事故采取针对性的处置措施,可以提高冰河救援的成功率和安全性,为消防部队的实际救援工作提供参考。     

抢险救援装备保障研究

根据抢险救援任务中装备保障的基本要求,结合抢险救援装备保障的现状,针对完成任务过程中所暴露的问题,从保障预案、保障行动、资源整合和工作组织四个方面,阐述了抢险救援装备保障应采取的措施,为提高部队装备保障水平、提升部队抢险救援能力,提供了可借鉴的理论探索。     

建立装备成体系建设模式，为加快海洋强国建设提供强大力量支撑

建设海洋强国战略目标、建设强大海上军事力量需要探索中国特色的装备体系建设新模式。针对未来信息化战争体系对抗的特点,在研究中外武器装备体系建设经验基础上,提出了海上军事力量装备成体系建设的新模式,并讨论了海上军事力量装备成体系建设的有关问题。     

反海盗任务中大中口径舰炮火力应用

在反海盗任务中,大中口径舰炮武器系统可担负对海盗船进行警示或警告性射击,或者直接打击的任务。在对海盗船编队目标特性分析的基础上,以单管大口径舰炮对集群海盗船射击作为研究对象,将射击类型分为警示、警告和阻拦射击,重点分析了对集群海盗船只警告性射击方式,提出了警告性射击修正量的计算方式,最后通过实例仿真证明了该方法的适用性。     

CHILDREN IN THE SPOTLIGHT

September 11 2001 has put the spotlight on terrorism, and it has been at the apex of the international security agenda ever since. Politicians, lawmakers, scholars and others have been debating the meaning and definition of terrorism for many years. Numerous myths and misconceptions persist on this highly debated issue. With the aid of historical case studies, this article aims to demonstrate how broad a concept terrorism has become. It focuses on its subjective and value-laden interpretation and hence the difficulty of arriving at a universally acceptable definition. The author introduces the concept of ‘colonial terror’, which depicts a distinct form of state terrorism perpetrated during the colonial and post-colonial periods. Like many before her, the author concludes that the definition and meaning of terrorism lie in the eye of the beholder.

There are two ways to approach the study of terrorism. One may adopt a literal approach, taking the topic seriously, or a propagandistic approach, construing the concept of terrorism as a weapon to be exploited in the service of some system of power. In each case it is clear how to proceed. Pursuing the literal approach, we begin by determining what constitutes terrorism. We then seek instances of the phenomenon—concentrating on major examples, if we are serious—and try to determine causes and remedies. The propagandistic approach dictates a different course. We begin with the thesis that terrorism is the responsibility of some officially designated enemy. We then designate terrorist acts as ‘terrorist’ just in the cases where they can be attributed (whether plausibly or not) to the required source; otherwise they are to be ignored, suppressed or termed ‘retaliation’ or ‘self-defence’. DAR ES SALAAM

Countries in transition often experience increased levels of crime, making their citizens vulnerable to the exploits of criminals. The lack of reliable statistics hampers the development of sound crime reduction strategies. This essay considers the value of victim surveys as additional sources of information to augment official police data. It presents the findings of such a survey undertaken in Dar es Salaam and compares them with findings obtained in similar surveys of Cape Town, Durban, Pretoria and Johannesburg. The information obtained in the survey conducted in Dar es Salaam provides valuable insights into crime rates and patterns. In comparing the results of the survey in Dar es Salaam, some interesting trends emerged around the theft of vehicle parts and vehicle theft, violent crimes, the levels of violence employed in burglaries and the use of weapons. The information gleaned from these surveys will go far in developing crime reduction strategies and measures that will be effective and appropriately targeted.     

Expansion of Chinese maritime power in the Indian Ocean: implications for India

This paper examines the ongoing expansion of China’s maritime power in the Indian Ocean region and analyses its potential impact on the extant balance of Sino-Indian maritime power in the region. It posits that the expanding Chinese maritime power in the Indian Ocean could seriously challenge India’s geostrategic advantage in the near future and that India can no longer take for granted its strategic location at the centre of the Indian Ocean nor the strength of its historical ties with the various regional states. It further argues that the current Indian maritime strategy for the Indian Ocean region, to be the “net security provider” for the entire region, is unsustainable and thus needs to be reviewed and rebuilt leveraging the geographic advantage enjoyed by India over China in the Indian Ocean.
