高效的仿真技术对研究提高军事通信的性能具有重要意义。针对传统的蒙特卡罗仿真时间长的问题,提出了基于重要性采样的空时分组码高效仿真方法,给出了仿真模型和实现流程。仿真和分析结果表明本方法在运行较少的时间内能够获得较好的误码性能。采用该高效仿真方法可以加快军事通信技术研究的进程。

讨论了模糊逻辑方法应用于技术状态综合评估的问题,提出了基于贴近度概念的技术状态综合评估方法;介绍了专家系统开发时,基准状态集的建立、基准状态中特征参数的选择、特征参数归一化处理模型等关键技术;讨论了专家系统的运行方式和知识库扩充的基本步骤.     

面向军事定向越野训练的数据挖掘思路

军事地形学是军队院校本科必修课程。按图行进的军事定向越野,是军事地形学野外教学的重点和难点。本文借鉴了当前流行的"大数据"思想,针对当前军事定向越野教学训练的特点,研究提出了若干数据挖掘思路,能够从大量训练数据中提取可辅助教员组织教学、制定训练计划的有价值知识,而且具有较好的实用价值和军队院校推广价值。     

军用电站谐波测量方法研究

详细地介绍了基于离散傅里叶变换（DFT）的谐波测量方法，分析了不同窗函数的特征及其对谐波测量精度的影响，并依据军用电站谐波测量特点采用布莱克曼窗提高测量精度。针对所述测量方法，利用软件进行了仿真计算，利用实用电站装备进行了对比测量实验，根据仿真和实测数据的误差分析，指出了造成测量误差的原因。     

The causes of trust and distrust in the military

Trust in institutions is an important issue of political science and sociology. This article contributes to the discussion by exploring public trust in the military at the global, regional and national levels, and the causes of trust and distrust in the military. Analyses of public opinion data reveal that the military is a highly trusted social institution across the world. In Slovenia, the trust in the military is high as well; however, it is lower than international data would suggest, averaging at 50%. Against this background, the article focuses on the causes of trust. The original empirical survey was accomplished and shows that the most significant causes of a high level of trust in the military are its frequent and successful involvement in disaster relief, its professional qualifications and high performance, as well as its national defense role. Whereas the key causes of distrust are: the poor levels of transparency in its procurement process; the politicization of the military and organizational problems.     

Whistleblowing in the Irish Military: The Cost of Exposing Bullying and Sexual Harassment

Whistleblowing has gained increasing media attention over the past 40 years, as incidents of abuse and wrongdoing associated with businesses, religious institutions, the media and politics have come to light. In this article, we investigate the consequences of a military whistleblower’s actions for both himself and the military institution that he was a part of. The case concerns former army officer Dr. Tom Clonan and his findings concerning the bullying and sexual harassment of female personnel in the Irish Defence Forces at the turn of the century. As these revelations came to light over 17 years ago we are able to examine their consequences for the military since that time.     

China’s Search for a ‘Strategic Air Force’

Once dismissed by many outside observers, the Chinese People’s Liberation Army Air Force (PLAAF) has undergone an impressive transformation over the past two decades, emerging as one of the world’s premier air forces. As it continues to modernize, it is focused on becoming a ‘strategic air force.’ PLAAF strategists suggest this means it should play a decisive role in protecting Chinese national interests, field modern capabilities commensurate with China’s standing as a major power, and enjoy the institutional status befitting its role as a ‘strategic service,’ an important consideration given the historical dominance of the ground force in China’s military.     

The Hungarian experience with Gripen fighter aircraft

The post-communist countries transition from the Warsaw Pact style of platforms and systems to Western-compatible capabilities has never been an easy task or a process without conflicts. This was no different for the Visegrád countries either, in which case the Hungarian Gripen procurement stands out. After much debate, Budapest decided to modernize its fighter fleet with the not battle tested Swedish-made Gripen fighter aircraft. This decision received several critiques due to the lack of transparency in the selection process and the initial lack of NATO-required systems. Subsequently, the fleet has had to operate in a financially demanding environment. Moreover, the air force has lost two aircrafts in accidents. Now that the jets are in the middle of their envisaged life cycle, it is more than appropriate to answer the question if the Gripens can utilize their full combat potential or will they fail the test of time?     

Country survey: Angola

This paper is a survey of Angola’s defence sector and policy from 1992, the year the civil war ended, to 2012. Angola achieved its independence upon the Popular Movement for the Liberation of Angola (MPLA) defeating National Union for the Total Independence of Angola. Since then, fuelled by its rich natural resources, the country has grown steadily. The MPLA military forces were a central factor behind independence and maintain their central role to this day. Moreover, Angola’s support for African peace with monitoring military missions is a clear indication that the country aims to intervene in African security and military issues, with its military capabilities funded by oil revenues.     

Learning ‘Under Fire’: Israel’s improvised military adaptation to Hamas tunnel warfare

What organisational attributes enhance a military’s ability to effectively adapt on the battlefield? Upon the outbreak of war in July 2014 between Israel and the Palestinian militant group Hamas, the Israel Defense Forces (IDF) encountered an expansive network of tunnels from which Hamas was launching large-scale assaults into Israel. This article illustrates that the IDF’s ability to successfully adapt ‘under fire’ to this battlefield surprise was facilitated by several important attributes related to its organisational learning capacity: a dynamic, action-oriented organisational culture, a flexible leadership and command style, specialised commando units which acted as ‘incubators’ for learning and innovation, and a formal system to institutionalise and disseminate lessons learned.
